क्या वास्तव में देश का सवैधानिक सिस्टम गूंगा-बहरा बन गया है? देश के सभी संवैधानिक संस्थाओं के काम में स्थिरता को देखते हुए इस तरह से सवाल उठना लाजमी भी है. ध्यान देने वाली खास बात है कि केन्द्र से लेकर अन्य राज्यों में जब से बीजेपी की सरकार बनी है तब से कई संवैधानिक संस्थाएं ईमानदारी और बेहतर तरीके से काम करना लगभग बंद कर चुकी हैं. जबकि, भारत में संवैधानिक संस्थाएं हमेशा से ही अपने स्वतंत्र और स्वायत्त रवैये के लिए जानी जाती रही हैं. लेकिन, बीते कुछ समय में इन संस्थानों में अधिकारियों की नियुक्ति से लेकर इनके काम करने के ढंग पर भी सवाल उठे हैं. ताजा मामला भारत के ऑडिट से जुड़े संस्थान नियंत्रक और महालेखा परीक्षक (सीएजी) से जुड़ा है. बीते कुछ समय में सीएजी की रिपोर्ट्स में देरी को लेकर सवाल उठे हैं. क्योंकि यही संस्थान पिछले दो साल पहले 150 ऑडिट रिपोर्ट जारी करती थी, लेकिन अब संस्थान की ओर से दी जाने वाली ऑडिट रिपोर्ट्स में 50 फीसदी की कमी होने लगी है. कैग की ऑडिट रिपोर्ट में 50 फीसदी की कमी ने लोगों को चौंका दिया है.

बता दें कि वित्त वर्ष 2018-19 में सीएजी ने कुल 73 ऑडिट रिपोर्ट तैयार कीं, इनमें 15 रिपोर्ट केंद्रीय सरकार के लिए और 58 राज्य सरकारों के लिए. जबकि इससे पहले 2017-18 में सीएजी ने 98 रिपोर्ट्स पेश की थीं, जिनमें से इनमें 32 केंद्र सरकार के लिए थीं और 66 रिपोर्ट राज्यों के लिए. असल में केंद्रीय एजेंसियों और उससे जुड़ी नीतियों-योजनाओं की निष्पक्ष जांच रिपोर्टस के जरिए पहचान बना चुकी सीएजी की ऑडिट रिपोर्ट्स में लगातार हो रही यह कमी चिंता का विषय है. अब सवाल है कि इसके पीछे आखिर कारण क्या है? बताया जा रहा है कि मौजूदा सीएजी राजीव महर्षि के कार्यकाल से पहले सीएजी का आउटपुट काफी ऊपर था.

आंकड़ों के मुताबिक, 2016-17 में जब शशिकांत शर्मा सीएजी थे तब इस संस्था ने एक साल में 150 ऑडिट रिपोर्ट्स दी थीं. इनमें 49 केंद्र सरकार के लिए और 101 राज्य सरकारों के लिए थीं. इसी तरह 2015-16 में सीएजी ने 188 रिपोर्ट तैयार की जिसमें केंद्र सरकार के लिए 53 और राज्यों के लिए 135. इसी तरह से 2014-15 में कुल 162 ऑडिट रिपोर्ट तैयार हुई थीं. हालांकि, सीएजी के तौर पर सबसे व्यस्त कार्यकाल विनोद राय का ही माना जाता है. उनके नेतृत्व में इस संवैधानिक संस्था का आउटपुट सबसे ज्यादा रहा. 2010-11 के दौरान सीएजी ने 221 रिपोर्ट्स तैयार की थीं, जबकि 2011-12 में भी 137 रिपोर्ट्स संसद में रखने के लिए तैयार हुई थीं.

गौरतलब है कि नवंबर 2018 में ही देश के 60 नामी मौजूदा और रिटायर्ड अफसरों ने महर्षि को पत्र लिखकर नोटबंदी और राफेल पर तैयार की गई सीएजी की रिपोर्ट पर चिंता जताई थी. इस चिट्ठी में कहा गया था कि सीएजी ने जानबूझकर इन रिपोर्ट्स को देरी से पेश किया, ताकि 2019 के चुनाव से पहले केंद्र सरकार को किसी भी तरह की शर्मिंदगी से बचाया जा सके. इससे तो यही साबित होता है कि बीजेपी सरकार में सभी संवैधानिक संस्थाओं को खरीदा जा चुका है. इसी दुष्परिणाम है कि उनके कामों में लगातार गिरावट आ रही है. @Nayak

Has the country's constitutional system actually become dumb and deaf? In view of the stability in the work of all the constitutional institutions of the country, questions like this are also bound to arise. The special thing to note is that ever since the BJP government was formed from the Center to other states, since then many constitutional institutions have almost stopped working in honesty and in a better way. Whereas, constitutional institutions in India have always been known for their independent and autonomous attitude. But, in the recent past, questions have arisen over the appointment of officers in these institutions and how they work. The latest case is related to the Comptroller and Auditor General of India (CAG) associated with the audit of India. In the past, questions have been raised about the delay in CAG reports. Because the same institute used to issue 150 audit reports two years ago, but now the audit reports given by the institute have come down by 50 percent. A 50 per cent reduction in the audit report of the CAG has shocked people.

Explain that in the financial year 2018-19, CAG prepared a total of 73 audit reports, 15 of these for the central government and 58 for the state governments. Whereas earlier in 2017-18, the CAG had submitted 98 reports, out of which 32 were for the Central Government and 66 for the states. In fact, this continuous decrease in the audit reports of the CAG, which has been identified through the fair investigation reports of central agencies and its related policies and schemes, is a matter of concern. Now the question is, what is the reason behind this? It is being told that before the current CAG Rajiv Maharishi's tenure, the output of CAG was quite high.

According to the data, when Shashikant Sharma was CAG in 2016-17, this institution gave 150 audit reports in a year. Of these, 49 were for the Central Government and 101 were for the State Governments. Similarly, in 2015-16, the CAG prepared 188 reports, 53 for the Central Government and 135 for the States. Similarly, a total of 162 audit reports were prepared in 2014-15. However, Vinod Rai is considered the busiest tenure as CAG. Under his leadership, the output of this constitutional institution was the highest. During 2010-11, the CAG had prepared 221 reports, while in 2011-12, 137 reports were prepared for placing in Parliament.

It is worth mentioning that in November 2018 itself, 60 prominent and retired officers of the country wrote a letter to Maharishi expressing concern over the demonetisation and the CAG report prepared on Rafale. It was said in this letter that the CAG deliberately presented these reports late, so that the central government can be saved from any kind of embarrassment before the 2019 elections. This proves that all constitutional institutions have been bought into the BJP government. The result is that their works are constantly declining.@Nayak
