यह सही है कि समय पर चुनाव करवाना
चुनाव आयोग की ज़िम्मेदारी है, मगर जिस
राज्य में महामारी का आलम ये हो कि मुख्यमंत्री ही तीन महीने बाहर न निकलें, वहां सात करोड़ मतदाताओं के साथ एक माह
तक चुनाव प्रक्रिया चलाना लोगों की जिंदगी से खिलवाड़ करने से कम नहीं है. चुनाव
आयोग ने कोविड-19 के दौर
में बिहार चुनाव के मद्दे नजर एक दिशानिर्देशिका भी जारी कर दी है. दिशानिर्देशों
के अनुसार, आयोग ने
बूथ पर आने वाले हर मतदाता को मतदान के पहले दस्ताने और मास्क देने की बात की है.
साथ ही पोलिंग अधिकारियों को पीपीई किट, मास्क, फेस शील्ड दिए जाएंगे.
बताते चलें कि बिहार में 75 हजार मतदान केंद्र है, जहां कुल मिलाकर 7-8 लाख पीपीई किट की जरूरत होगी. यहां पर
गौर करने की बात है कि बिहार में सीमित डॉक्टर पीपीई किट से जूझते रहे, लेकिन सरकार डॉक्टरों को पर्याप्त
मात्रा में पीपीई किट तक मुहैया नहीं करा सकी, वहीं चुनाव में 7-8 लाख पीपीई किट देने की बात कही जा रही
है. मजेदार बात देखिए कि पर्यावरण के चलते आयोग ने चुनाव प्रचार में प्लास्टिक
सामग्री के उपयोग पर रोक लगाई थी और अब वहीं आयोग इन सब सामग्री से प्लास्टिक का
एक पहाड़ खड़ा करने जा रहा है.
आयोग ने यह भी स्पष्ट नहीं किया कि
चुनाव प्रक्रिया के दौरान अगर किसी उम्मीदवार को कोरोना संक्रमण हो गया तो उसे
प्रचार करने दिया जाएगा या नहीं? या अगर
किसी इलाके को कंटेनमेंट ज़ोन घोषित किया तो वहा चुनाव प्रचार कैसे होगा और वहां के
मतदाता अपने मताधिकार का उपयोग कैसे करेंगे? अगर किसी गांव या मोहल्ले में कोरोना
का प्रकोप है, तो वहां
मतदान केंद्र बनेगा या नहीं? अगर मतदान
के एक दो दिन पहले मतदान केंद्र कंटेनमेंट ज़ोन में आ गया, तो? और तो और मतदाता को मतदान केंद्र पर
लाया जायेगा. उसमें बड़े पैमाने पर एक दूसरे से संपर्क होगा, तो महामारी नहीं फैलेगी? यही नहीं जिला स्तर के राजस्व और पुलिस
के आला अधिकारी से लेकर निचले स्तर तक के कर्मचारी इस महामारी की ड्यूटी में
नियुक्त है, अब अगर एक
माह तक वो चुनाव की प्रक्रिया में लग जाएंगे, तो फिर कोरोना की महामारी से निपटने की
ड्यूटी में किसे लगाया जाएगा? अगर चुनाव
के बाद बिहार राज्य में कोरोना का प्रकोप बड़ा, तो क्या उसे संभालने के लिए वहां
पर्याप्त स्वास्थ्य सुविधाएं उपलब्ध कराने का काम आयोग करेगा?
बता दे कि महामारी के इस दौर में चुनाव
आयेग चुनाव करवाकर बिहार की 7 करोड़
लोगों को महामारी में झोंकना चाहता है. इसके साथ ही देश की गरीब जनता पर 125 करोड़ रुपये से ज्यादा का बोझ भी पड़
जायेगा. इसके अलावा इस महामारी में बिहार जैसे राज्य में स्वतंत्र, निष्पक्ष और सुरक्षित चुनाव कराना संभव
ही नहीं होगा है. इसलिए भाजपा और जद (यू) को छोड़कर बिहार के लगभग सभी राजनीतिक
चुनाव कराने से इनकार कर रहे थे. लेकिन तमाम विरोध के बावजूद भी अगर आयोग
आधे-अधूरे तरीके से चुनाव प्रक्रिया पूरी करेगा, तो वो निष्पक्ष चुनाव तो करवा नहीं
पाएगा बल्कि बिहार को कोरोना महामारी के गहरे भंवर में ढकेल देगा. @Nayak1

Experts from

Prevention and Control are of the opinion that ordinary citizens should not use
gloves. They should only be used in health centers and by skilled health
workers. At the same time, the commission has talked about measuring the body
temperature of every voter. The question is that in the case of corona test,
Bihar has lagged behind many states. The reason for this was being told that
the test kit is not enough. Then on what basis are all voters being claimed to
be tested? The Commission will also have to understand that in the election,
large-scale central forces will have to be appointed and they will be kept in
barracks. Suppose, if one of them also got corona, then he can give this
infection to everyone.
The
Commission also did not clarify whether a candidate will be allowed to campaign
if he has a corona infection during the election process? Or if a region is
declared as a container zone, how will there be election campaign and where
will the voters use their franchise? If there is an outbreak of Corona in any
village or locality, will the polling station be established there? If the
polling station entered the containment zone a couple of days before the
voting? Moreover, more voters will be brought to the polling station. There
will be extensive contact with each other, will the epidemic not spread? Not
only this, from district level revenue and top police officers to lower level
employees are employed in this epidemic duty, now if they are engaged in the
election process for a month, then who is in the duty of dealing with the
epidemic of Corona Will be imposed? If the corona outbreak in the state of
Bihar is large after the election, will the commission work to provide adequate
health facilities to handle it?
Let me tell
you that in this phase of the epidemic, by electing the people, Bihar wants to
throw 7 crore people of Bihar into the epidemic. With this, the poor people of
the country will have to bear a burden of more than 125 crore rupees. Apart
from this, it will not be possible to conduct free, fair and safe elections in
a state like Bihar. Therefore, almost all of Bihar except BJP and JD (U) were
refusing to conduct political elections. But despite all the opposition, if the
commission completes the election process half-way, it will not be able to
conduct a fair election but will push Bihar into the deepest vortex of the
