ईवीएम घोटाले पर खामोश कांग्रेस बीजेपी : जनता को गुमराह कर रहा चुनाव आयोग
ईवीएम और
वीवीपीएटी का सीक्रेट लीक होने का डर, इंजीनियरों ने जताई आशंका
2004 और 2009 में कांग्रेस ने ईवीएम में घोटाला करके दो बार सरकार बनाई. कांग्रेस द्वारा सत्ता पर नाजायज कब्जा करने के बाद ईवीएम घोटाले का मुद्दा सुर्खियों में आ गया. बीजेपी के कई वरिष्ठ नेताओं ने कांग्रेस पर ईवीएम में घोटाला करने का आरोप लगाते हुए सुप्रीम कोर्ट में केस दायर किया. लेकिन, वहीं बीजेपी 2019 में सरकार बनाने के बाद ईवीएम घोटाले के मुद्दे पर न केवल खामोश हो गई, बल्कि ईवीएम को ईमानदार भी बताने लगी. जबकि, कई बार इस बात का खुलासा हो चुका है कि ईवीएम में घोटाला होता है. यही कारण रहा है कि इस मुद्दे कांग्रेस से लेकर बीजेपी और यहां तक कि खुद चुनाव आयोग भी चिड़ीचुप है. यही नहीं बामसेफ के राष्ट्रीय अध्यक्ष वामन मेश्राम साहब कई बार ईवीएम के खिलाफ धरना-प्रर्दशन, भारत बंद और सारे देशभर में 6 महीने की परिवर्तन यात्रा भी निकाल चुके हैं. परन्तु, चुनाव आयोग बार-बार एक ही रट लगाए बैठा है कि ईवीएम में घोटाला करना संभव नहीं है. चुनाव आयोग यही नहीं रूका, बल्कि आगे कदम आगे बढ़ते हुए कई बार झूठ भी बोल चुका है. असल में शुरू से ही ईवीएम बनाने वाली कंपनियों से लेकर इंजीनियरों तक ने खुलासा किया कि कैसे प्राइवेट इंजीनियरों ने चुनाव प्रक्रिया के लिए गंभीर सुरक्षा खतरा पैदा किए हैं. अब एक बार फिर से ईवीएम घोटाले का मुद्दा उस वक्त सुर्खियों में आया है जब आने वाले कुछ ही महीनों में बिहार विधानसभा चुनाव होने वाला है.
द क्विंट के अनुसार, जो ईवीएम बनाने वाली कंपनियों में कॉन्ट्रैक्ट वर्कर होते हैं, कॉन्ट्रैक्ट खत्म होने के बाद किसी दूसरे जगह चले
जाते हैं. वो ईवीएम और वीवीपीएटी का डिजाइन और चुनाव की प्लानिंग लीक कर सकते हैं.
और ये भी कि कैसे चुनाव पब्लिक डोमेन में आएगा. अगर किसी कंपनी को लगता है कि
(बीप) उसे बहुत जानकारी है और वो ईवीएम खुद भी बना सकता है. तो वो और लोगों को
अपने साथ जोड़ेगा. एक टीम बनाएगा और ईवीएम बनाना शुरू कर देगा, जिससे पूरा चुनाव खतरे में आ सकता है.इससे संबंधित एक
ऐसे इंजीनियर का बयान है, जिसने पब्लिक सेक्टर यूनिट ईसीआईएल या इलेक्ट्रॉनिक
कॉरपोरेशन ऑफ इंडिया लि. के साथ कॉन्ट्रैक्ट पर काम किया था. ईसीआईएल चुनाव आयोग
के लिए ईवीएम और वीवीपीएटी मशीन बनाता है. नाम न बताने की शर्त पर क्विंट से बात
करते हुए इस इंजीनियर ने खुलासा किया कि कैसे प्राइवेट इंजीनियरों ने देश की चुनाव
प्रक्रिया के लिए गंभीर सुरक्षा खतरा पैदा किए.
गौरतलब है कि अगस्त 2019 में, क्विंट ने
दिखाया था कि कैसे चुनाव आयोग ने एक निजी कंपनी टीएंडएम सर्विस कंसल्टिंग
प्राइवेट लि. के जरिए विधानसभा चुनावों और 2019 लोकसभा चुनाव में ईवीएम और वीवीपीएटी मशीनों को संभालने के लिए कॉन्ट्रैक्ट
पर इंजीनियरों को तैनात किया था. कॉन्ट्रैक्ट पर इंजीनियरों को नियुक्त करने के
लिए चुनाव आयोग ने टीएंडएम सर्विस को लिस्ट भी नहीं किया था. उस समय चुनाव आयोग ने
झूठ बोलते हुए कहा था कि ‘‘ईसीआईएल ने फिर से कंफर्म किया है कि उन्होंने बाहर से
कोई इंजीनियर नियुक्त नहीं किया है“ लेकिन जिस प्राइवेट इंजीनियर से बात हुई उसने ईसीआईएल का कॉन्ट्रैक्ट दिखाया. असल में नवंबर 2018 में 2019 आम चुनावों से ठीक पहले उसे जूनियर टेक्निकल ऑफिसर के रूप में नियुक्त किया
गया था.
जब इंजीनियर से पूछा गया कि अगर आप
ईवीएम और वीवीपीएटी बनाना चाहते हैं तो क्या बना सकते हैं? नाम न बताने की शर्त पर इंजीनियर ने कहा हां इसमें
कोई बड़ी बात नहीं है. हमें टीएंडएम से थोड़ी बहुत ट्रेनिंग मिली है जो डिप्लोमा
होल्डर हैं, वो हमें ईवीएम और वीवीपीएटी का डेमो देते थे. वो एक
बेसिक ट्रेनिंग होती है. इसका मतलब साफ है कि ईवीएम को अपने घर पर भी बनाया जा
सकता है. यही नहीं इंजीनियर का दावा है कि चुनाव से जुड़े लगभग सारे काम
कॉन्ट्रैक्ट पर रखे गए इंजीनियरों ने किए थे, न कि ईसीआईएल के स्थायी कर्मचारियों ने. इंजीनियर का यह भी दावा है कि
उन्हें और उनके सहयोगियों को ईसीआईएल के सुपरवाइजर ने इस बात को छिपाने को कहा था
कि वे कॉन्ट्रैक्ट पर काम कर रहे थे. इस बात की पुष्टि कॉन्ट्रैक्ट पर रखे गए एक
अन्य ईसीआइएल इंजीनियर ने भी की. इन्होंने भी नाम न बताने की शर्त पर शायद ईसीआईएल
के लोग सोचते होंगे कि इलेक्शन ड्यूटी वाले अफसर काम नहीं करवाएंगे. अगर उन्हें
पता चला कि हम कॉन्ट्रैक्ट पर हैं.
बता दें कि इन दो इंजीनियरों ने 2019 के आम चुनावों के साथ-साथ झारखंड और दिल्ली विधानसभा
चुनावों में भी काम किया है. प्रत्येक चुनाव से पहले उनका पहला काम ईवीएम और
वीवीपीएटी मशीनों का पितेज लेवल चेकिंग या एफएलसी था, जो किसी चुनाव से लगभग 6 महीने पहले शुरू होता है. लेकिन 2019 के लोकसभा चुनावों के दौरान, बताया गया.. एफएलसी ठीक से नहीं की गई थी. एफएलसी के
दौरान इंजीनियर को ये निर्देश था कि वो 96 वोट कर के देखें, कई बार तो ये भी हुआ है कि उन्होंने (टीएंडएम के
इंजीनियर की एफएलसी के दौरान) ईवीएम और वीवीपीएटी मशीन 75 वोट के बाद ओके कर दी. 96 वोट ईवीएम और वीवीपीएटी में डालना अनिवार्य होता है.
एफएलसी के दौरान ही उन्होंने ईवीएम में बाकी गड़बड़ियों को भी नजरअंदाज किया और
उन्हें अप्रूव कर दिया.
अब सवाल उठता है कि चुनाव आयोग
क्यों ये कहकर सुप्रीम कोर्ट समेत सभी को गुमराह कर रहा है कि केवल अधिकृत
इंजीनियर को चुनाव ड्यूटी पर तैनात किया जाता है? दूसरा यह कि चुनाव आयोग क्यों नहीं मानता कि वो शॉर्ट-टर्म कॉन्ट्रैक्ट पर
इंजीनियरों को नियुक्त करता है? तीसरा यह कि
जब राष्ट्रीय सुरक्षा का हवाला देकर चुनाव आयोग ईवीएम और वीवीपीएटी को टॉप सीक्रेट
रखता है कि तो क्यों कम प्रशिक्षण वाले कॉन्ट्रैक्ट वाले इंजीनियर इन मशीनों पर
काम करने लिए रखे गए? कुल मिलाकर ईवीएम में घोटाला होता है यह बात चुनाव
आयोग भी जानता है, लेकिन कांग्रेस और बीजेपी को बारी-बारी से देश में
स्थापित करने के लिए झूठ बोल रहा है. @Nayak1
Congress silent on EVM scam: Election Commission misleading the public
In 2004 and 2009, Congress scam EVMs and formed the

issue of EVM scam came into limelight. Many senior BJP leaders filed a case in
the Supreme Court accusing the Congress of scam in EVMs. But at the same time,
after forming the government in 2019, BJP not only became silent on the issue
of EVM scam, but also started to tell EVMs to be honest. Whereas, many times it
has been revealed that there is a scam in EVMs. This has been the reason that
the issue is irritable from Congress to BJP and even the Election Commission
itself. Not only this, Bamsef national president Vaman Meshram Sahab has also
taken out a sit-in protest against EVMs, Bharat Bandh and 6-month Parivartan
Yatra across the country. But, the Election Commission has been repeatedly
putting the same rhetoric that it is not possible to scam EVMs. Not only has
the Election Commission stopped this, but moving forward, it has also lied many
times. In fact, from the very beginning, EVM companies and engineers have
revealed how private engineers pose a serious security threat to the election
process. Now once again the issue of EVM scam has come into the limelight when
the Bihar assembly elections are going to be held in the coming few months.
According to The Quint, who are contract workers in
companies making EVMs, after the contract is over, they move elsewhere. They
can leak EVM and VVPAT design and election planning. And also how the election
will come in the public domain. If a company feels that (beep) it has a lot of
knowledge and can make EVMs themselves. So he will connect more people with
him. Will form a team and start making EVMs, which can endanger the entire
election. There is a statement of an engineer related to this, who has a public
sector unit ECIL or Electronic Corporation of India Ltd. Worked on the contract
with ECIL makes EVMs and VVPAT machines for the Election Commission. Talking to
Quint on condition of anonymity, this engineer revealed how private engineers
posed a serious security threat to the country's election process.
Significantly, in August 2019, Quint had shown how the
Election Commission had set up a private company, T&M Service Consulting
Pvt. Through engineers were deployed on the contract to handle EVMs and VVPAT
machines in assembly elections and 2019 Lok Sabha elections. The T&M
service was not even listed by the Election Commission to appoint engineers on
the contract. At that time, the Election Commission had falsely stated that
"ECIL has again confirmed that they have not appointed any engineer from
outside" but the private engineer with whom he spoke showed the contract
of ECIL. In fact, he was appointed as Junior Technical Officer just before the
2019 general elections in November 2018.
When the engineer was asked that if you want to make EVMs
and VVPATs, what can we make? On the condition of anonymity, the engineer said
yes there is no big deal in this. We have received some training from T&M,
who are diploma holders, they used to give us demos of EVM and VVPAT. It is a
basic training. This means that EVMs can also be made at your home. Not only
this, the engineer claims that almost all the work related to the elections was
done by the engineers hired on the contract and not by the permanent employees
of ECIL. The engineer also claims that he and his colleagues were told by the
ECIL supervisor to hide the fact that they were working on the contract. This
was also confirmed by another ECIL engineer placed on the contract. Even on the
condition of anonymity, they might have thought that the officials of election
duty would not get the work done. If they come to know that we are on contract.
Let us know that these two engineers have worked in the
general elections of 2019 as well as in the Jharkhand and Delhi assembly
elections. His first job before each election was the Patent Level Checking or
FLC of EVM and VVPAT machines, which starts about 6 months before an election.
But during the 2019 Lok Sabha elections, it was reported .. FLC was not done
properly. During the FLC, the engineer was instructed to look after the 96
votes, many times it has also happened that he (during the FLC of the T&M
engineer) made the EVM and VVPAT machine OK after 75 votes. It is mandatory to
cast 96 votes in EVM and VVPAT. During the FLC, he also ignored the other
disturbances in the EVMs and cleared them.
Now the question arises that why the Election Commission is
misleading everyone including the Supreme Court by saying that only the
authorized engineer is posted on election duty? Second, why does the Election
Commission not believe that it employs engineers on short-term contracts?
Thirdly, when the Election Commission puts EVMs and VVPATs as the top secret,
citing national security, why were the engineers with less training contract to
work on these machines? Overall, the Election Commission also knows that there
is a scam in EVMs, but lies to establish Congress and BJP in the country in
