आत्मर्निभर भारत योजना फ्लाप
अभी तक 31 फीसदी प्रवासी मजदूरों को ही मिला है मुफ्त अनाज,30 सितंबर तक ही लागू है योजना
गूगल से ली गई छायाचित्रगौरतलब है कि देश में प्रवासी मजदूरों
के लिए सरकार की आत्मनिर्भर योजना के तहत मुफ्त अनाज सिर्फ 31 फीसदी लाभार्थियों को ही मिल पाया है.
केंद्र सरकार ने श्रम पर संसदीय स्थाई समिति को ये जानकारी दी है. हालांकि कई
राज्य सरकारें अपने यहां इस योजना का पालन करवाने में विफल भी रही हैं. सोमवार 17 अगस्त, 2020 को पैनल की एक बैठक में केंद्र ने
बताया कि आठ लाख मीट्रिक टन अनाज र्प्रवाशी मजदूरों के वितरण के लिए रखा गया था.
इसमें से 6,38,000 टन अनाज
लगभग 80 फीसदी
केंद्र द्वारा राज्यों को दिया जाना था जो कि लाभार्थियों के बीच वितरित होना था.
हालांकि पांच अगस्त, 2020 तक सिर्फ 2,46,000 टन अनाज राज्यों द्वारा 2.51 करोड़ लोगों के बीच वितरित किया गया है.
ये इस योजना के लिए कुल अनाज का सिर्फ 30.75 फीसदी है और राज्यों को उपलब्ध कराए गए
अनाज का 38.55 फीसदी है.
दरअसल केंद्र सरकार ने ये योजना कोरोना
वायरस महामारी के चलते बड़े पैमाने पर रिवर्स माइग्रेशन के मद्देनजर शुरू की थी.
योजना 31 सितंबर, 2020 तक अमल में रहेगी, हालांकि योजना उपयुक्त बैठती है तो इसे
आगे भी बढ़ाया जा सकता है. असंगठित और अनौपचारिक क्षेत्रों में प्रवासियों और
श्रमिकों के लिए सामाजिक सुरक्षा और कल्याणकारी उपायों पर संसदीय समिति को दिए एक
प्रेजेंटेशन के दौरान उपभोक्ता मामले, खाद्य और सार्वजनिक वितरण मंत्रालय के
अधिकारियों ने यह जानकारी दी.
बता दें कि केंद्र सकार ने 1 जून, 2020 को एक राष्ट्र-एक राशन कार्ड योजना भी
शुरू की थी और एक अगस्त, 2020 तक 24 राज्य और केंद्र शासित प्रदेश को इसमें
कवर किए जाने का दावा कर रही है. हैरान करने वाली बात है कि सरकार की यह योजना
केवल 31 मार्च, 2021 तक पूरे देश को इसमें कवर करने की है.
लेकिन, केन्द्र
सरकार के काम की रफ्फार को देखकर ऐसा लगता है कि सरकार बचे दिनों में 10 प्रतिशत प्रवासी मजदूरों को राशन नहीं
दे पायेगी. क्योंकि, सरकार जब 80 दिनों में महज 31 प्रतिशत मजदूरों को राशन दे पाई तो
नहीं लगता है कि 50 दिनों में
100 प्रतिशत मजदूरों को राशन दे पाएगी.
मालूम होगा कि कुछ दिनों पहले ही
केंद्र सरकार ने एक रिपोर्ट जारी कर कहा था कि चार महीनो में ही रोजगार और राशन पर
साल भर का 45 फीसदी बजट
खर्च हो गया है. असल में बीजेपी सरकार में सरकार और गोदी मीडिया द्वारा जारी किसी
भी आंकड़ों पर रत्तीभर भी विश्वास नहीं किया जा सकता है. इनके द्वारा जारी किया गया
हर आंकड़ा सरकार के समर्थन में होता है, भले ही सरकार ने जनता के लिए कुछ भी न
किया हो, फिर भी
गोदी मीडिया, सरकार के
ही समर्थन में आंकड़ें पेश करती दिखाई देती है. यही नहीं सरकार की पोल खोलने वाले
जो आंकड़ें होते हैं उनको या तो छिपा दिया जाता है या फिर उसे तोड़ मरोड़कर पेश कर
दिया जाता है. जनता इस षड्यंत्र को समझ नहीं पाती है और केन्द्र सरकार इसी में
अपनी नाकामियों को छिपाने में कामयाब हो जाती है. @Nayak1

The
Modi government at the Center has declared the country a self-reliant India.
But in this self-reliant India, the government had left crores of poor and
migrant laborers to walk thousands of kilometers on their conditions, in which
thousands of people died tragically. Not only this, the government is claiming
under the Self-Reliant India Scheme that in just 4 months only 45 percent of
the budget of a year has been spent on employment and food. However, it has
been revealed in the report of the Central Government itself that only 31 per
cent beneficiaries have been able to get free food grains under the
government's self-reliant scheme for migrant laborers in the country. Even more
shocking is that this scheme is applicable only till 30th September. That is,
there are only 50 days left for September 30. The question is, will the
government be able to deliver 100 percent food under this scheme to crores of
poor people in the remaining 50 days? It is also worth noting that on June 1,
2020, the Union Government started a nation-one ration card scheme. This means
that even after 80 days, only 31 percent of migrant laborers have been able to
deliver food. It is clear from this that this scheme of the government will
prove to be a jumla like other schemes.
It is
worth noting that only 31 percent beneficiaries have got free food grains under
the government's self-reliant scheme for migrant laborers in the country. The
Central Government has given this information to the Parliamentary Standing
Committee on Labor. However, many state governments have also failed to
implement this scheme. In a meeting of the panel on Monday, August 17, 2020,
the Center informed that eight lakh metric tonnes of food grains were kept for
distribution to migrant laborers. Out of this, about 80 per cent of the
6,38,000 tonnes of grain was to be given to the states by the Center, which was
to be distributed among the beneficiaries. However, till August 5, 2020, only
2,46,000 tonnes of food grains have been distributed among 251 million people
by the states. This is just 30.75 percent of the total food grains for this
scheme and 38.55 percent of the food grains provided to the states.
Actually,
the Central Government had started this scheme in the wake of large scale
reverse migration due to Corona virus epidemic. The scheme will remain in
operation till 31 September 2020, however, if the plan fits, it can be extended
further. This information was given by the officials of the Ministry of
Consumer Affairs, Food and Public Distribution during a presentation to the
Parliamentary Committee on Social Security and Welfare Measures for Migrants
and Workers in the Unorganized and Informal Sectors.
Explain
that the Central Government had also started the One-Nation Ration Card Scheme
on June 1, 2020 and by August 1, 2020, 24 states and union territories are
claiming to be covered in it. It is surprising that this plan of the government
is only to cover the entire country by 31 March 2021. But, looking at the work
of the central government, it seems that the government will not be able to
give food to 10 percent of the migrant laborers in the remaining days. Because,
when the government was able to give food to only 31 percent of the workers in
80 days, it does not seem that in 50 days, 100 percent of the workers will be
able to give food.
It
will be known that a few days ago, the central government issued a report
saying that within four months, 45 percent of the budget of the year has been
spent on employment and food. In fact, in the BJP government, no data can be
trusted even by any data released by the government and the dock media. Every
data released by them is in support of the government, even though the
government has not done anything for the public, the dock media seems to be
presenting figures in support of the government itself. Not only this, the
statistics which are revealed by the government are either hidden or they are
twisted and presented. The public does not understand this conspiracy and the
