सरकारी कर्मचारियों को बेरोजगार बनाने का सरकारी अभियान
भ्रष्ट और संतोष जनक काम न करने के नाम पर अफसरों को जबरन रिटायर करेगी केंद्र सरकार, तैयार हो रही लंबी सूची
भ्रष्टाचार को खत्म करने के लिए
सरकार लाख कोशिश कर ले, लेकिन इस देश से भ्रष्टाचार कभी भी खत्म नहीं हो सकता
है. क्योंकि, खुद सरकार ही भ्रष्ट है. इसलिए भ्रष्टाचार खत्म करने
के नाम पर सरकारी नौकरियों को ही खत्म करने का काम कर रही है. जैसे सरकारें गरीबी
खत्म करने के नाम पर गरीबों को ही खत्म कर रही है. यह एक तरह से सरकार का सरकारी
अभियान है. केन्द्र की सत्ता अपने हाथों में लेने के बाद से ही बीजेपी की मोदी
सरकार, सरकारी नौकरियों को खत्म करने और सरकारी कर्मचारियों
को बेरोजगार बनाने का अभियान चला रही है. कभी 50 से ज्यादा उम्र का हवाला देकर तो कभी संतोषजनक काम न करने का हवाला देकर
सरकारी कर्मचारियों को जबरन रिटायर करते आ रही है.
यह अभियान न केवल केन्द्र सरकर चला
रही है, बल्कि उत्तर प्रदेश सहित बीजेपी शासित राज्य की
सरकारें भी इस अभियान को बड़े पैमाने पर चला रहीं हैं. यह अभियान एक बार फिर से उस
वक्त जोर पकड़ रही है जब लॉकडान के चलते सब काम धंधा पूरी तरह से ठप है. गरीबों से
लेकर आम जनता और सरकारी कर्मचारियों से लेकर व्यापारियों तक के सामने बेरोजगारी और
भुखमरी का संकट खड़ा हो गया है. ऐसे समय में सरकार उनकी मदद करने के बजाए उनको बेरोजगार
बनाने का कर रही है.
खबर के अनुसार, केंद्र सरकार अपने मंत्रालयों और विभागों में लंबे
समय से बैठे भ्रष्ट और सुस्त अफसरों की सेवा पर कैंची चलाने के लिए लंबी सूची
तैयार कर रही है. पचास साल की आयु का पड़ाव पार कर चुके इन अफसरों को एफआर 56 (जे)/रूल्स-48 ऑफ सीसीएस (पेंशन) रूल्स-1972 नियम के तहत
जबरन रिटायरमेंट दी जाएगी. इनमें ए, बी और सी श्रेणी के अधिकारी शामिल हैं. सभी केंद्रीय संस्थानों से इन
अधिकारियों की रिपोर्ट मांगी गई थी. कोरोना संक्रमण के दौरान इन अधिकारियों की
फाइलें आगे नहीं बढ़ सकीं. वजह उस समय इन मामलों के लिए रिप्रेजेंटेशन कमेटी गठित
नहीं हो पाई थी. अब केंद्र सरकार ने कमेटी का नए सिरे से गठन कर दिया है. इसमें दो
आईएएस अधिकारी और एक कैडर कंट्रोलिंग अथॉरिटी का सदस्य शामिल हैं.
बता दें कि सेंट्रल सिविल सर्विसेज
(पेंशन) 1972 के नियम 56(जे) के अंतर्गत 30 साल तक सेवा पूरी कर चुके या 50 साल की उम्र पर पहुंचे अफसरों की सेवा समाप्त की जा
सकती है. ऐसे अफसरों को जबरन रिटायरमेंट दे दी जाती है. संबंधित विभाग से इन
अफसरों की जो रिपोर्ट तलब की जाती है, उसमें भ्रष्टाचार, अक्षमता व अनियमितता के आरोप देखे जाते हैं. यदि आरोप
सही साबित होते हैं तो अफसरों को जबरन रिटायरमेंट दे दी जाती है. ऐसे अधिकारियों
को नोटिस एवं तीन महीने के वेतन-भत्ते देकर घर भेजा जा सकता है. इसके साथ ही
केंद्र सरकार के अलावा कई राज्य सरकारें भी अपने अधिकार क्षेत्र वाले भ्रष्ट
अफसरों के खिलाफ कार्रवाई कर रही हैं. पिछले साल उत्तर प्रदेश सरकार ने करीब छह सौ
अफसरों को जबरन रिटायरमेंट देने का फैसला किया था. जबकि, केंद्रीय वित्त मंत्रालय ने अपने 27 सीनियर अधिकारियों को जबरन रिटायरमेंट पर भेज दिया
था.
दिल्ली, हरियाणा, यूपी, महाराष्ट्र, असम और त्रिपुरा के मुख्यमंत्रियों ने भी केंद्र की तर्ज पर अपने प्रदेशों
में भ्रष्ट अधिकारियों पर नकेल कसनी शुरू कर दी थी. केंद्र सरकार अपने इस कदम से
मौजूदा व्यवस्था में सुधार लाना चाहती है. बहुत सी ऐसी योजनाएं हैं, जो अफसरों की लापरवाही के चलते समय पर पूरी नहीं हो
पाती हैं. यही वजह है कि अब केंद्र सरकार सेंट्रल सिविल सर्विसेज (पेंशन) 1972 के नियम 56(जे) के तहत अक्षम व भ्रष्ट अधिकारियों को समय से पहले घर भेज रही है.
विभागों में ऐसे अधिकारियों की संदिग्ध गतिविधियों और कामकाज पर नजर रखने के लिए
केंद्रीय सतर्कता आयुक्त एवं अन्य निगरानी समितियों की भरपूर मदद ली जा रही है.
केंद्रीय सतर्कता आयोग में ऐसे मामलों के लिए अलग से अधिकारियों की टीम गठित की गई
है. दिल्ली में एलजी अनिल बैजल पहले ही भ्रष्ट अफसरों को जबरन रिटायरमेंट देने की
कार्रवाई शुरू कर चुके हैं.
वरिष्ठ अधिकारियों के बंगले पर चतुर्थ श्रेणी
कर्मचारियों की नियुक्तियाँ खत्म करेगा रेलवे
जैसे चल रहा है अगर ऐसे ही और कुछ
दिन तक चलता रहा तो देश बर्बाद होने में ज्यादा वक्त नहीं लगेगा. देश की सरकारें
भी चाहती हैं कि देश को पूरी तरह से बर्बाद कर दिए जाएं. इसी मंशा को लेकर बीजेपी
सरकार जहां एक तरफ निजीकरण तो दूसरी तरफ स्वीकृत पदों को खत्म कर रही है. इसके
पीछे असली मकसद यह है कि देश की सत्ता पर विदेशी ब्राह्मणों का कब्जा है, इसलिए वे ऐसा कर रहे हैं. सूत्रों से मिली जानकारी के
अनुसार, रेलवे औपनिवेशिक युग की प्रथा को समाप्त करने की तैयारी
कर रहा है. इसके तहत वरिष्ठ अधिकारियों के आवास पर काम करने वाले खलासियों या
‘बंगला चपरासियों’ (चतुर्थ श्रेणी कर्मचारी) की प्रथा को खत्म किया जाएगा. बोर्ड
अब कोई नई नियुक्ति नहीं करेगा.
आदेश में कहा गया है कि टीएडीके की
नियुक्ति संबंधी मामला रेलवे बोर्ड में समीक्षाधीन है, इसलिए यह फैसला किया गया है कि टीएडीके के स्थानापन्न
के तौर पर नए लोगों की नियुक्ति की प्रक्रिया आगे नहीं बढ़ाई जानी चाहिए और न ही
तत्काल नियुक्ति की जानी चाहिए. आदेश में यह भी कहा गया है कि एक जुलाई 2020 से इस प्रकार की नियुक्तियों को दी गई मंजूरी के
मामलों की समीक्षा की जा सकती है और इसकी स्थिति बोर्ड को बताई जाएगी. इसका सभी
रेल प्रतिष्ठानों में सख्ती से पालन किया जाए. बोर्ड ने गुरुवार को सभी
महाप्रबंधकों को दिशा-निर्देश जारी कर दिए हैं.
दरअसल, रेलवे में बहुत सारे चतुर्थ श्रेणी कर्मचारियों को
अफसर अपने बंगले पर रख लेते थे. नियमानुसार क्लास वन के रेल अधिकारियों को अपने
बंगले पर चतुर्थ श्रेणी कर्मचारी रखने का अधिकार है. बंगले पर तीन साल तक कार्य
करने के बाद तैनाती रेलवे कर्मचारी के रूप में हो जाती थी. रेलकर्मी बनने के बाद
अफसर फिर से नई तैनाती कर लेते थे. इससे रेलवे का कामकाज प्रभावित होता था लेकिन
अब चतुर्थ श्रेणी की तैनाती बंगले पर नहीं हो पाएगी. बोर्ड के इस फैसले पर
पूर्वोत्तर रेलवे कर्मचारी संघ (पीआरकेएस) ने रेलवे बोर्ड के इस निर्णय का स्वागत
किया है. संघ के प्रवक्ता एके सिंह ने कहा है कि संघ लगातार इस व्यवस्था को समाप्त
करने की मांग करता रहा है. यह व्यवस्था पारदर्शी नहीं रह गई थी, इससे भ्रष्टाचार को बढ़ावा मिल रहा था.
रेल मंत्रालय, कम करेगा तीन लाख पद
रेलवे में सफाई कर्मचारियों के बाद अब और डेढ़ लाख
कर्मचारियों की जायेगी नौकरी
अभी दो दिन पहले ही रेलवे ने 150 सफाई कर्मचारियों की नौकरी से निकालने का आदेश जारी
किया था. इसको लेकर सफाई कर्मचारी आंदोलन कर रह हैं. अभी यह मामला शांत भी नहीं
हुआ तब तक 1.5 लाख और कर्मचारियों को नौकरी से निकालने का फरमान
जारी हो गया.
प्राप्त जानकारी के अनुसार, रेलवे के ढांचे को सही आकार देने के नाम पर रेलवे 3 लाख पदों को कम करने जा रही है. जबकि, पहले से ही 1.5 लाख पद रिक्त पड़े हैं, जिसे रेलवे
भरने की जहमत नहीं उठाई है. इसके बाद भी 1.5 लाख कर्मचारियों को नौकरी ने निकालने की तैयारी कर चुकी है. रेलवे
बोर्ड के स्तर पर इसकी कवायद शुरू हो चुकी है. रेलवे में निजीकरण और निगमकरण के
चलते कर्मचारियों की आवश्यकताओं में कमी की जायेगी.
बता दें कि फिलहाल रेलवे में 13 लाख कर्मचारियों के स्वीकृत पद हैं. इसमें से लगभग 1.5 लाख पद रिक्त चल रहे हैं. अब रेल मंत्रालय रेलवे की
राइट साइजिंग करने जा रहा है. इसके पीछे अभिप्राय बताया जा रहा है कि अनावश्यक
पदों को समाप्त किया जाए. रेलवे में हर साल सुरक्षा कोटि को छोड़कर पदों में कटौती
की जाती है. अब रेलवे कुल 10 लाख कर्मचारी रखना चाहता है. यानी 3 लाख पद कम किए जाएंगे और जो 1.5 लाख पद रिक्त हैं उन्हें खत्म किया जाएगा. साथ-साथ 1.5 लाख कर्मचारियों को नौकरी से निकाले जाने का प्रावधान
है. इसके लिए बोर्ड पहले भी फॉर्मूला जारी कर चुका है. इसमें कर्मचारियों की
उपस्थिति, शारिरीक स्थिति, मानसिक स्थिति, विजिलेंस जांच, भ्रष्टाचार अथवा विभागीय जांचों में दोषी पाए गए हैं उन्हें घर भेजा
जायेगा. इसके साथ ही अन्य कर्मचारियों की नौकरी भी जायेगी.@Nayak1

Explain
that under Rule 56 (J) of Central Civil Services (Pension) 1972, the service of
officers who have completed 30 years or reached the age of 50 years can be
terminated. Such officers are forced to retire. Accusations of corruption,
incompetence and irregularity are seen in the report of these officers from the
concerned department. If the allegations are proved true, then the officers are
forced to retire. Such officers can be sent home by giving notice and three
months' salary and allowances. Along with this, besides the central government,
many state governments are also taking action against the corrupt officers
under their jurisdiction. Last year, the Uttar Pradesh government decided to
forcibly retire about 600 officers. Whereas, the Union Finance Ministry had
sent 27 of its senior officers on forced retirement.
The Chief Ministers of Delhi, Haryana, UP,
Maharashtra, Assam and Tripura also started to tighten up the corrupt officials
in their states on the lines of the Center. The central government wants to
improve the existing system with this step. There are many such schemes, which
are not completed on time due to the negligence of officers. This is the reason
that now the Central Government is sending incompetent and corrupt officials
home prematurely under Rule 56 (j) of Central Civil Services (Pension) 1972. To
monitor the suspicious activities and functioning of such officers in the
departments, full help is being taken by the Central Vigilance Commissioner and
other monitoring committees. A separate team of officers has been formed in the
Central Vigilance Commission for such cases. LG Anil Baijal has already started
the process of forcible retirement of corrupt officers in Delhi.
Railways
to end appointments of class IV employees on bungalows of senior officers
As it is
going on, if it continues like this for a few more days, then the country will
not take long to be ruined. The governments of the country also want the
country to be completely destroyed. With this intention, the BJP government is
privatizing on one side and eliminating the sanctioned posts on the other side.
The real motive behind this is that the power of the country is occupied by

at the residence of senior officers will be abolished. The board will not

The order
stated that the matter relating to the appointment of TADK is under review in
the Railway Board, therefore it has been decided that the process of
appointment of new people as substitute of TADK should not be carried forward
nor should immediate appointment be made. The order also said that from July 1,
2020, the cases of approval granted to such appointments can be reviewed and
its status will be conveyed to the board. This should be strictly followed in
all railway establishments. The board has issued guidelines to all the general
managers on Thursday.
In fact, in
the railways, many fourth class employees used to keep officers at their
bungalows. As per the rules, the railway officers of class one have the right
to keep class IV employees at their bungalow. After working on the bungalow for
three years, the deployment was done as a railway employee. After becoming a
railway worker, officers used to do a new deployment again. This affected the
functioning of the railway, but now the fourth class deployment will not be
able to be done on the bungalow. On this decision of the board, Northeast Railway
Employees Union (PRKS) has welcomed the decision of the Railway Board. Union
spokesman AK Singh has said that the Sangh has been continuously demanding to
end this system. This system was no longer transparent, it was encouraging
corruption.

of Railways will reduce three lakh posts

are cut except security grade. Now Railways wants to have a total of 10 lakh
employees. That is, 3 lakh posts will be reduced and those 1.5 lakh posts which
are vacant will be eliminated. Along with this, there is a provision to get 1.5
lakh employees fired. For this, the board has already issued the formula. In
this, attendance of employees, physical condition, mental condition, vigilance
investigation, corruption or departmental investigations have been found
