‘न तो रोटी मिली न रोजगार मिला’ मनरेगा का करोड़ों रूपया चट हो गया. लॉकडाउन के चलते रोजगार संकट का सामना कर रहे लोगों को मनरेगा में काम देने का दावा करने वाली मोदी सरकार ने कुछ भी नहीं दिया. यही नहीं मई महीने में ‘आत्मनिर्भर भारत’ योजना के तहत मनरेगा के बजट में 40,000 करोड़ रुपये की बढ़ोतरी की घोषणा की थी. इस वृद्धि के साथ वित्त वर्ष 2020-21 के लिए मनरेगा का बजट बढ़कर करीब एक लाख करोड़ रुपये हो गया, जो कि इस योजना के लिए अब तक का सर्वाधिक आवंटन है. लेकिन, आंकड़ों से पता चलता है कि मौजूदा समय में बढ़ती बेरोजगारी के कारण इतनी राशि भी पर्याप्त प्रतीत नहीं है और मनरेगा के तहत जितने लोगों ने काम मांगा है, उसमें से करोड़ों को रोजगार नहीं मिला है.

पीपुल्स एक्शन फॉर एम्प्लॉयमेंट गारंटी द्वारा बीते गुरुवार को ‘नरेगा ट्रैकर’ नाम से जारी रिपोर्ट के मुताबिक, नौ सितंबर 2020 तक मनरेगा के तहत 64,000 करोड़ रुपये खर्च किए जा चुके हैं. यह कुल 101,500 करोड़ रुपये की आवंटित राशि का करीब 64 फीसदी है और इस वित्त वर्ष के अभी छह महीने भी पूरे नहीं हुए हैं. बताया जा रहा है कि बिहार, छत्तीसगढ़, झारखंड, कर्नाटक, मध्य प्रदेश, ओडिशा, राजस्थान, तमिलनाडु, उत्तर प्रदेश और पश्चिम बंगाल को मिलाकर 63,176.43 करोड़ रुपये आवंटित किए थे, जिसमें से 63,511.95 करोड़ रुपये खर्च हो चुके हैं. यही नहीं केंद्र सरकार पर करीब 481 करोड़ रुपये का भी बकाया हो गया है.

रिपोर्ट से यह भी पता चलता है कि करीब 1.55 करोड़ ऐसे लोग हैं, जिन्हें मनरेगा के तहत काम मांगने पर काम नहीं मिला है. यह कुल काम मांगने वालों की संख्या का करीब 16 फीसदी है. कुछ राज्यों में यह संख्या और भी ज्यादा है. उत्तर प्रदेश में करीब 27 फीसदी लोगों को मनरेगा के तहत काम नहीं मिला. वहीं मध्य प्रदेश में 22 और बिहार में 20 फीसदी लोगों को काम मांगने पर मरनेगा के तहत काम नहीं मिला है. इससे पहले तीन अगस्त तक 1.52 करोड़ और 10 जुलाई तक 1.74 करोड़ लोगों को काम नहीं मिला था. ये आंकड़े ग्रामीण क्षेत्रों में मनरेगा के तहत काम मांगने वाली तेजी से बढ़ती संख्या को दर्शाते हैं. हालांकि इस रिपोर्ट में बताया गया है कि काम न पाने वालों की वास्तविक संख्या और बढ़ने की आशंका है.

रिपोर्ट के मुताबिक, आठ सितंबर 2020 तक उत्तर प्रदेश में सबसे ज्यादा काम मांगने वाले 35.01 लाख लोगों को मनरेगा के तहत काम नहीं मिला है. इसी तरह मध्य प्रदेश में 19.38 लाख, पश्चिम बंगाल में 13.03 लाख, राजस्थान में 13.78 लाख, छत्तीसगढ़ में 11.74 लाख और बिहार में 9.98 लाख लोगों को मनरेगा के तहत रोजगार नहीं मिला. वहीं, अप्रैल 2020 से लेकर अब तक में मनरेगा के तहत 85 लाख नए जॉब कार्ड जारी किए गए हैं, जो कि पिछले सात सालों की तुलना में सर्वाधिक है. जबकि इससे पहले वित्त वर्ष 2014-15 में कुल 2,834,600 नए कार्ड, वित्त वर्ष 2015-16 में कुल 5,446,399 नए कार्ड, वित्त वर्ष 2016-17 में कुल 7,732,317 नए कार्ड, वित्त वर्ष 2017-18 में कुल 7,702,983 नए कार्ड, वित्त वर्ष 2018-19 में कुल 6,237,626 नए कार्ड औरवित्त वर्ष 2019-20 में कुल 6,470,402 नए कार्ड बने थे.

‘मनरेगा ट्रैकर’ रिपोर्ट में इस योजना के एक और महत्वपूर्ण बिंदू की ओर ध्यान खींचा गया है कि जिन परिवारों ने 100 दिन का काम पूरा कर लिया है, उनका आगे का क्या होगा. वहीं दूसरी तरफ कई सारे ऐसे राज्य हैं, जो मजदूरों को 100 दिन का कार्य दिलाने में काफी पीछे हैं. रिपोर्ट में चौंकाने देने वाली बात सामने आई है कि कोरोना महामारी के बीच मनरेगा योजना में महिलाओं की भागीदारी आठ साल के सबसे निचले स्तर पर पहुंच गई है. इस वित्त वर्ष के शुरुआती छह महीनों के दौरान मनरेगा में महिलाओं की भागीदारी 51.21 फीसदी तक रह गई है. मनरेगा में महिलाओं की भागीदारी 2013-2014 में 52.82 फीसदी से बढ़कर 2016 में 56.16 फीसदी हो गई थी.  @Nayak1

 According to a report released by the People's Action for Employment Guarantee last Thursday titled 'NREGA Tracker', till September 9, 2020, Rs 64,000 crore has been spent under the MGNREGA. This is about 64 percent of the total allocation of Rs 101,500 crore and six months have not been completed in this financial year. It is being told that Bihar, Chhattisgarh, Jharkhand, Karnataka, Madhya Pradesh, Odisha, Rajasthan, Tamil Nadu, Uttar Pradesh and West Bengal together had allocated Rs 63,176.43 crore, out of which Rs 63,511.95 crore has been spent. Not only this, about 481 crore rupees have also been owed to the central government.

 The report also shows that there are about 1.55 crore people who have not got work on seeking work under MNREGA. This is about 16 percent of the total number of people seeking work.  According to the report, by September 8, 2020, 35.01 lakh people seeking the highest job in Uttar Pradesh have not got work under MNREGA. Similarly, 19.38 lakh in Madhya Pradesh, 13.03 lakh in West Bengal, 13.78 lakh in Rajasthan, 11.74 lakh in Chhattisgarh and 9.98 lakh people in Bihar did not get employment under MNREGA. At the same time, 85 lakh new job cards have been issued under MGNREGA since April 2020, which is the highest in the last seven years. The 'MNREGA Tracker' report draws attention to another important point of the plan that will happen to families who have completed 100 days of work. The report has revealed the shocking fact that the participation of women in the MGNREGA scheme has reached the lowest level of eight years amid the Corona epidemic. During the first six months of this financial year, the participation of women in MGNREGA has come down to 51.21 per cent.
