बीजेपी सरकार में जारी है एससी, एसटी, ओबीसी के साथ धोखेबाजी
देश के 42 केंद्रीय विश्वविद्यालयों में एससी, एसटी और ओबीसी के हज़ारों पद ख़ाली

                            

‘‘मोदी सरकार ने राम मंदिर का निमार्ण लॉकडाउन में किया, गाजियाबाद का डिटेंशन कैम्प लॉकडाउन में निर्माण किया. बैंक बेची, रेलवे बेची, बीमा कंपनियां बेची, एयरपोर्ट बेची यहां तक मध्य प्रदेश में सरकार बनाई गई. लेकिन जब लंबे समय से खाली एससी, एसटी, ओबीसी के पदों को भरने की बात आई तो सरकार ने महामारी और लॉकडाउन के नाम पर रोक लगा दिया.’’

देश में एससी, एसटी, ओबीसी के साथ गद्दारी करने का काम केवल कांग्रेस ने ही नहीं किया है, बल्कि सत्ता में आने के बाद बीजेपी भी बड़े पैमाने किया और गद्दारी करने का काम आज भी रखी की हुई है. एससी, एसटी, ओबीसी के हजारों पद खाली हैं, लेकिन सरकार उसे भरने के लिए रोक लगाई हुई है. इसका मतलब है बाद में सरकार खाली पदों को भरने के बजाए यह कहकर खाली पदों को ही खत्म कर देगी कि खाली जगह भरने से राजस्व को घाटा हो रहा है. क्योंकि, इसके पहले से ही सरकार ऐसा करते आ रही है.

देश के अलग-अलग हिस्सों में नौकरियों और विभिन्न पदों को भरने के लिए हुई परीक्षाओं के नतीजे निकालने के लिए हो रहे विरोध-प्रदर्शनों के बीच केंद्र सरकार ने जानकारी दी है कि केंद्रीय विश्वविद्यालयों में अठारह हजार से अधिक पद रिक्त हैं. संसद में एक लिखित प्रश्न का जवाब देते हुए केंद्रीय शिक्षा मंत्री रमेश पोखरियाल निशंक ने बताया कि खाली पड़े पदों में 6,210 शैक्षणिक और 12,437 गैर-शैक्षणिक पद हैं. उन्होंने बताया कि इसके अलावा इंदिरा गांधी नेशनल ओपन यूनिवर्सिटी (इग्नू) में 196 शैक्षणिक पद और 1,090 गैर शैक्षणिक पद रिक्त पड़े हुए हैं. इसके अलावा तीन केंद्रीय संस्कृत विश्वविद्यालयों में 52 शैक्षणिक और 116 गैर-शैक्षणिक पद खाली हैं.

केंद्रीय मंत्री ने कहा कि पदों का रिक्त होना और भरते रहना एक सतत प्रक्रिया है. शिक्षा मंत्रालय और यूजीसी विश्वविद्यालयों पर नजर रखते हैं. उन्होंने आगे कहा कि यूजीसी ने 4 जून, 2019 को विश्वविद्यालयों और कॉलेजों को खाली पदों को भरने के लिए दिशानिर्देश दिए थे, जिनके तहत चयन प्रक्रिया और भर्ती के लिए समयसीमा दी गई है. खाली रिक्तियों को भरने का काम विश्वविद्यालयों को करना होता है. एक रिपोर्ट के मुताबिक, इतनी बड़ी संख्या में पद रिक्त होने, जो शिक्षकों की कुल तयशुदा संख्या का एक तिहाई है, के बावजूद सरकार ने कहा है कि मंत्रालय वर्तमान में एडहॉक, कॉन्ट्रैक्ट या गेस्ट फैकल्टी के बतौर काम कर रहे शिक्षकों को स्थायी करने के बारे में नहीं सोचा रहा है.

केंद्रीय विश्वविद्यालयों में रिक्तियों के बारे में  शिक्षा मंत्री ने यह भी बताया कि साल 2019-20 के लिए ओबीसी के लिए रिक्त शिक्षण पदों की संख्या बढ़कर 300 हो गई है, जबकि एससी और एसटी के लिए यह आंकड़ा क्रमशः 172 और 73 है. 2018-19 की तुलना में ओबीसी की 23, एससी की 16 और एसटी की पांच रिक्तियों में बढ़ोतरी हुई है. इससे पहले 2017-18 में ओबीसी के 165, एससी के 113 और एसटी के 38 शैक्षणिक पद खाली थे. गैर-शैक्षणिक पदों की बात करें, तो साल 2019-20 में ओबीसी के 40, एससी के 21 और एसटी के 09 पद रिक्त हैं. 2018-19 में ओबीसी के लिए खाली पदों की संख्या 158, एससी की 80 और एसटी की 40 थी. जबकि, साल 2017-18 में ओबीसी के 95, एससी के 69 और एसटी के 32 गैर-शैक्षणिक पद खाली थे.

Replying to a written question in Parliament, Union Education Minister Ramesh Pokhriyal Nishank said that there are 6,210 academic and 12,437 non-academic posts in the vacant posts. He informed that apart from this, 196 academic posts and 1,090 non-academic posts are lying vacant in Indira Gandhi National Open University (IGNOU). Apart from this, there are 52 academic and 116 non-academic posts vacant in three central Sanskrit universities.

 The Union Minister said that the vacancy and filling of posts is a continuous process. The Ministry of Education and UGC monitor the universities. He further said that on 4 June 2019, the UGC had given guidelines to universities and colleges to fill the vacant posts, under which the selection process and the deadline for recruitment has been given. Universities have to do the job of filling the vacancies. According to a report, despite such a large number of posts being vacant, which is one-third of the total fixed number of teachers, the government has said that the ministry is currently working to make teachers permanent as adhoc, contract or guest faculty. Regarding the vacancies in the Central Universities, the Education Minister also said that the number of vacant teaching posts for OBC has increased to 300 for the year 2019-20, while the figure for SC and ST is 172 and 73 respectively. There has been an increase in 23 vacancies of OBC, 16 of SC and five vacancies of ST as compared to 2018-19. Earlier in 2017-18, 165 educational posts of OBC, 113 of SC and 38 of ST were vacant. Talking about non-academic posts, in the year 2019-20, 40 posts of OBC, 21 of SC and 09 posts of ST are vacant. The number of vacancies for OBCs in 2018-19 was 158, 80 for SC and 40 for ST. Whereas, in the year 2017-18, 95 non-academic posts of OBC, 69 of SC and 32 of ST were vacant.
