केंद्रीय सुरक्षा बलों में अफसरों के पद खाली
चार देशों की सीमाओं पर पहरेदारी बनी चुनौती
जब से केन्द्र में बीजेपी की सरकार बनी है तब सरकार नई भर्तियों पर रोक
लगाते आ रही है. नतीजा सामने है कि देश की सीमाओं की सुरक्षा करने वाले सैनिकों के
भी पद खाली पड़े हुए जिसे सरकार पूर्ति नहीं कर रही है. जबकि, अकेले बीएसएफ में
डीआईजी के 26 पद मंजूर किए गए हैं, लेकिन अभी तक केवल
तीन ही पद भरे जा सके हैं. वहीं नेपाल सीमा पर तैनात एसएसबी में आईजी का एक पद
खाली है, जबकि डीआईजी के 25 में से 23
पद खाली हैं.
सूत्रों से मिली जानकारी के अनुसार, चीन से लगती अंतरराष्ट्रीय सीमा के लद्दाख सेक्टर में ‘ड्रैगन’ विवाद पैदा कर रहा है तो वहीं दूसरी ओर यह भी बताया जा रहा है कि युद्ध विराम नीति का उल्लंघन कर पाकिस्तान गोले बरसाने में लगा है. वहीं नेपाल से लगे बॉर्डर पर भी हलचल है. इन सबके बीच विभिन्न केंद्रीय सुरक्षा बलों में अफसरों के अनेक पद खाली पड़े हैं. खासतौर पर भारत-चीन सीमा की चौकसी के लिए तैनात आईटीबीपी जैसी अहम फोर्स में आईजी (आईपीएस) के दस स्वीकृत पदों में से छह पद रिक्त हैं. डीआईजी के दस पद हैं, लेकिन तीन सितंबर तक इनमें से आठ पद भी नहीं भरे जा सके हैं. इतना ही नहीं, उक्त तारीख तक एडीजी के दो पदों में से एक पद खाली था.
अगर
पाकिस्तान और बांग्लादेश सीमा की सुरक्षा की बात करें तो पाकिस्तान और बांग्लादेश
सीमा की सुरक्षा में तैनात बीएसएफ का भी कुछ ऐसा ही हाल है. आईजी के लिए स्वीकृत 22 में से 9 पद अफसर नहीं आने के कारण खाली पड़े
हैं. इसके साथ ही बीएसएफ में डीआईजी के 26 पद मंजूर किए गए हैं, लेकिन अभी तक केवल तीन ही पद भरे जा
सके हैं. इसी तरह से नेपाल सीमा पर तैनात एसएसबी में आईजी का एक पद खाली है, जबकि डीआईजी के 25 में से 23 पद खाली हैं. यही नहीं देश के अधिकांश
हवाई अड्डों की सुरक्षा की जिम्मेदारी संभालने वाली सीआईएसएफ में डीआईजी आईपीएस के
20 पद स्वीकृत किए गए थे, लेकिन इनमें से केवल दो पदों पर ही
ज्वाइनिंग हो सकी है. बीएसएफ के
पूर्व एडीजी एसके सूद बताते हैं कि बॉर्डर सुरक्षा में तैनात किसी भी फोर्स को
अपने अफसरों का कोटा पूरा रखना चाहिए. खासतौर से चीन सीमा पर जो हालात पैदा हुए हैं, उसके मद्देनजर आईटीबीपी में सभी अफसरों
के पद भरे जाना जरूरी है.

कि केंद्रीय गृह मंत्रालय की तरफ से जारी सीपीओ/सीएपीएफ रिपोर्ट स्वीकृत पद एवं
रिक्तियां, में तीन
सितंबर 2020 तक जो
स्थिति दर्शाई गई है, उसके
अनुसार सीआरपीएफ में भी बड़े पैमाने पर आईपीएस अफसरों के पद खाली हैं. इनमें एसडीजी
के लिए स्वीकृत चार पदों में से दो, आईजी के 23 में से पांच और डीआईजी के 38 में से 23 पद खाली हैं. इनमें जो 15 पद भरे हुए हैं, वे भी इसलिए, क्योंकि उन्हें अस्थायी तौर पर कैडर
अफसरों को दे दिया गया है. केंद्रीय अर्धसैनिक बलों में आईपीएस डीआईजी को हार्ड
पोस्टिंग पर काम करना पड़ता है, इसलिए उनका प्रयास रहता है कि वे अपने गृह राज्य में रहें या किसी मेट्रो
सिटी में नियुक्ति मिल जाए. इसके चलते केंद्रीय सुरक्षा बलों में अफसरों की कमी
होने लगती है. इसके बाद भी सरकार उन पदों को भरने के बाजाए एक तो नई भर्तियों पर
रोक लगा रखी या रिक्त पदों को ही खत्म करने का एक तरह से अभियान चला रही है.@Nayak1

According

ceasefire policy. At the same time there is a stir on the border adjoining Nepal.
Amidst all this, many posts of officers in various central security forces are
lying vacant. In particular, six of the ten sanctioned posts of IG (IPS) are
vacant in important forces like ITBP deployed to guard the India-China border.
There are ten posts of DIG, but till September 3, eight of these posts could
not be filled. Not only this, one of the two posts of ADG was vacant till the
said date.
If we
talk about the security of the border between Pakistan and Bangladesh, then the
BSF deployed in the security of Pakistan and Bangladesh border is also similar.
9 out of 22 sanctioned posts for IG are lying vacant due to non-officer. With
this, 26 posts of DIG have been approved in BSF, but so far only three posts
have been filled. Similarly, one post of IG is vacant in SSB posted on Nepal
border, while 23 out of 25 posts of DIG are vacant. Not only this, 20 posts of
DIG IPS were sanctioned in the CISF, which is responsible for the security of
most of the airports of the country, but only two of these posts have been
joined. Former BSF ADG SK Sood says that any force deployed in border security
should keep their officers' quota full. Especially in view of the situation
which has arisen on the China border, it is necessary to fill the posts of all
officers in ITBP.
Explain
that according to the situation shown in the CPO / CAPF report approved posts
and vacancies issued by the Union Home Ministry till 3 September 2020, the
posts of IPS officers are also largely vacant in CRPF. Of these, two out of the
four posts sanctioned for SDG, five out of 23 of IG and 23 out of 38 posts of
DIG are vacant. The 15 posts which are filled in them are also because they
have been temporarily given to the cadre officers. IPS DIGs in the Central
Paramilitary Forces have to work on hard postings, so their effort is to stay
in their home state or get an appointment in a metro city. Due to this, there
is a shortage of officers in the central security forces. Even after this, the
government has been putting a stop to new recruitments or a way to eliminate
the vacant posts, instead of filling those posts. @ Nayak1
