हाथरस की आग अभी ठंडी भी नहीं हुई कि एक ही दिन में यूपी के तीन शहरों में रेप और गैंगरेप की जघन्य घटनाओं को अंजाम दे दिया गया, जिससे पूरा उत्तर प्रदेश दहल उठा है. जहां उत्तर प्रदेश के बलरामपुर में दर्दनाक हैवानीयत का मन्ज़र देखने को मिला तो वही आजमगढ़ और बुलंदशहर में मानवता को शर्मसार कर देने वाली घटनाएं भी सामन आई है. इसमें कोई दो राय नहीं है कि जब से यूपी में योगी की सरकार बनी है तब सूबें में आए दिन हत्या बलात्कार की जघन्य घटनाओं को अंजाम दिया जा रहा है. इतनी दर्दनाक हैवानियत कभी नहीं देखने को मिला जो येगी सरकार में देखने को मिल रहा है. बीजेपी सरकार ने जब से ‘‘बेटी बचाओ, बेटी पढ़ाओ’’ का नारा दिया है तब से यूपी में और ज्यादा हत्या-बलात्कार जैसी जघन्य घटनाओं को अंजाम दिया जा रहा है. अब तक हुए खुलासों में यह भी सामने आई है कि ऐसी घटनाओं को अंजाम देने वालों में सबसे ज्यादा ब्राह्मण हैं. यह भी खुलासा हुआ है कि उन दरिंदों का तार बीजेपी और आरएसएस से जुड़ा हुआ है. यही कारण है कि बीजेपी सरकार अपराधियों को बचाने का काम कर रही है.
यूपी में अपराधियों के लगातार ताबड़तोड़ एनकाउंटर हो रहे हैं. बावजूद इसके यूपी में अपराधी महिलाओं और बच्चियों को नहीं बख्श रहे हैं. खासकर नाबालिग बच्चियां बड़ी संख्या में अपराधियों का शिकार बन रही हैं. विधानसभा में रखे गए यूपी क्राइम के आंकड़े चौंकाने और परेशान करने वाले हैं. बच्चियों के साथ होने वाले रेप और अपहरण के केस हजारों की संख्या में पहुंच गए हैं. इसके बाद भी दावा किया जा रहा है कि योगी आदित्यनाथ अपराधियों पर नकेल कसने की कोशिश कर रहे हैं, लेकिन ज़मीनी हकीकत कुछ और है. हकीकत यह है कि सरकार अपरधियों को संरक्षण दे रही है. क्योंकि, पुलिस अफसरों पर ही अब अपराधियों संग साठगांठ के आरोप लगने लगे हैं. इससे यह साबित होता है कि योगी सरकार में अपराधियों के हौसलें बुलंद हो चुके हैं. क्योंकि वे जानते हैं कि सरकार से लेकर पुलिस प्रशास तक उनको बचाने के लिए काम कर रहे हैं.
गौरतलब है कि 17 दिसम्बर 2019 को यूपी के विधानसभा सत्र के दौरान भी प्रदेश में बच्चियों के साथ होने वाले क्राइम का मामला उठा था. विधायक सुषमा पटेल ने यह मामला उठाया था. विधायक द्वारा उठाए गए सवाल के जवाब में यूपी सरकार ने बच्चियों के साथ होने वाले क्राइम के आंकड़े पेश किए थे. यूपी में एक जनवरी, 2015 से 30 अक्टूबर, 2019 तक 18 साल से कम उम्र की बच्चियों के मर्डर के 988, रेप 9703, अपहरण 25615 और दूसरे गंभीर अपराध के 2607 मामले दर्ज किए गए थे. दर्ज मामलों में से हत्या में शामिल 121, रेप में 1105, अपहरण में 786 और दूसरे गंभीर अपराधों में शामिल 118 आरोपियों को कोर्ट द्वारा दोषी करार दिया गया है. वहीं हत्या के 20, रेप 189, अपहरण 1704 और दूसरे गम्भीर अपराधों में दर्ज 76 मामलों की जांच चल रही है.
एक साल
में बढ़ गए 11 हजार केस
अगर यूपी
में महिलाओं और बच्चियों के साथ होने वाले अपराधों की बात करें तो कमी यहां भी
नहीं आई है. एक साल में ही महिलाओं और बच्चियों के साथ हुए अपराधों में 11208 केसों की बढ़ोतरी हो गई. मार्च 2018 में विधायक नाहिद हसन ने यह मामला
विधानसभा में उठाया था. विधायक ने 1 अप्रैल 2016 से लेकर 31 जनवरी 2017 तक महिलाओं और बच्चियों के साथ हुए रेप, अपहरण, छेड़छाड़, दहेज हत्या और शीलभंग से जुड़े मामलों
की जानकारी मांगी थी. वहीं इसकी तुलना में 1 अप्रैल 2017 से लेकर 31 जनवरी 2018 में भी हुए इस तरह के मामलों का आंकड़ा
सदन में रखा गया था.

क्राइम रिकॉर्ड ब्यूरो यानी एनसीआरबी की इस साल जनवरी में आई सालाना रिपोर्ट कहती
है कि महिलाओं के खलाफ अपराध के मामले में उत्तर प्रदेश सबसे आगे है. देश में
महिलाओं के खिलाफ 2018 में कुल 378,277 मामले हुए और अकेले यूपी में 59,445 मामले दर्ज किए गए. यानी देश के कुल
महिलाओं के साथ किए गए अपराध का लगभग 15.8 फीसदी है. इसके अलावा प्रदेश में कुल
रेप के 43,22 केस हुए.
यानी हर दिन 11 से 12 रेप केस दर्ज हुए. खास बात ये है कि ये
उन अपराधों पर तैयार की गई रिपोर्ट है जो थानों में दर्ज होते हैं. इन रिपोर्ट से
कई ऐसे केस रह जाते हैं जिनकी थाने में कभी शिकायत ही दर्ज नहीं हो सकी. @Nayak1

Constant encounters of criminals are happening in UP. Despite this,
criminals in UP are not sparing women and girls. Especially minor girls are
becoming victims of criminals in large numbers. The figures of UP crime kept in
the assembly are shocking and disturbing. Cases of rape and kidnapping with
girls have reached thousands. Even after this, it is being claimed that Yogi
Adityanath is trying to crack down on criminals, but the ground reality is
something else. The fact is that the government is giving protection to the
people. Because, police officers are now accused of colluding with criminals.
This proves that the spirits of criminals have been elevated in the Yogi
government. Because they know that from the government to the police
administration, they are working to protect them.
It is worth mentioning that during the UP assembly session on December 17, 2019, the case of crime with girls in the state was raised. MLA Sushma Patel raised this matter. In response to the question raised by the MLA, the UP government had introduced the crime statistics with the girls. In UP, from January 1, 2015 to October 30, 2019, 988, rape 9703, kidnapping 25615 and 2607 cases of other serious crimes were registered for the murder of girls under 18 years of age. Of the cases registered, 121 involved in murder, 1105 in rape, 786 in kidnapping and 118 accused in other serious offenses have been convicted by the court. At the same time, 76 cases of murder, rape 189, kidnapping 1704 and other serious crimes are being investigated.
11 thousand cases increased in a year

The MLA had sought information about cases related to rape, kidnapping,
molestation, dowry murder and defacement of women and children from April 1,
2016 to January 31, 2017. At the same time, compared to this, the data of such
cases, which took place from April 1, 2017 to January 31, 2018, was kept in the
House.
Yogi government ahead in murder-rape case
The National Crime Records Bureau i.e. NCRB's annual report in January
this year says that Uttar Pradesh is at the forefront of crime against women.
There were a total of 378,277 cases against women in the country in 2018 and
59,445 cases were registered in UP alone. This means that about 15.8 percent of
the total crime committed with women in the country. Apart from this, there
were 43,22 cases of total rape in the state. That is, 11 to 12 rape cases were
filed every day. The special thing is that this is a report prepared on those
