कर्ज माफी के बावजूद महाराष्ट्र में सर्वाधिक किसानों ने की आत्महत्या
साल 2017 में घोषित कर्ज माफी समेत अन्य कई कृषि कल्याणकारी योजनाओं के बावजूद साल 2019 में महाराष्ट्र में सर्वाधिक 3,927 किसानों ने आत्महत्या की. गृह मंत्रालय के अधीन राष्ट्रीय अपराध रिकॉर्ड ब्यूरो (एनसीआरबी) की हालिया रिपोर्ट से ये जानकारी सामने आई है. एनसीआरबी के आंकड़ों से पता चलता है कि पिछले कई सालों से राज्य में हर साल 3500 से अधिक किसानों ने आत्महत्या की है.
रिपोर्ट के अनुसार, साल 2016 में देश भर में कुल 11,379 किसानों ने आत्महत्या की थी और इसमें से 3,661 मामले महाराष्ट्र के थे. साल 2019 में महाराष्ट्र में कुल 3,927 किसानों ने आत्महत्या की जो कि साल 2016 की तुलना में 266 मामलों की वृद्धि है.इसी तरह से साल 2014 में 4,000 और साल 2015 में 4,291 किसानों ने आत्महत्या की थी. सूखा, बाढ़, फसल बर्बाद, कर्ज में वृद्धि जैसी कई वजहे हैं, जिसके कारण किसानों को आत्महत्या करने के लिए मजबूर होना पड़ता है.
एनसीआरबी के मुताबिक साल 2019 में देश भर में कुल 10,281 किसानों ने आत्महत्या की थी, जिसमें से 5,957 कृषक थे और 4,324 कृषि मजदूर थे. कुल आत्महत्या मामलों में 7.4 फीसदी हिस्सेदारी कृषि क्षेत्र की है. महाराष्ट्र के कृषि मंत्रालय के एक वरिष्ठ अधिकारी ने बताया कि कृषि सुधारों को लागू करने में महाराष्ट्र आगे रहा है. राज्य ने साल 2006 में अनुबंध खेती समेत अन्य कृषि सुधारों को लागू किया था, लेकिन राज्य में 1.56 करोड़ किसानों में से अधिकतम 50,000 ने अनुबंध खेती अपनाया है. कृषि अधिकारी ने आगे बताया कि भाजपा की अगुवाई वाली सरकार ने भी कॉन्ट्रैक्ट फार्मिंग यानी कि अनुबंध खेती को बढ़ावा दिया था.
साल 2017 में महाराष्ट्र के तत्कालीन मुख्यमंत्री देवेंद्र फड़णवीस ने छत्रपति शिवाजी महाराज शेतकारी सम्मान योजना की घोषणा की थी. इसके तहत राज्य सरकार ने कुल 34,022 करोड़ रुपये के कृषि लोन को माफ करने का वादा किया था. द वायर ने अपनी एक रिपोर्ट में बताया कि इसमें से 19,833.54 करोड़ रुपये के कर्ज को माफ किया गया था और कुल 48.02 लाख किसानों को लाभ मिला था.
बता दें कि दिसंबर 2019 में जब कांग्रेस, एनसीपी और शिवसेना की गठबंधन वाली नई सरकार बनी तो उन्होंने महात्मा ज्योतिराव फूले शेतकारी कर्ज मुक्ति योजना की घोषणा की. इसके तहत एक अप्रैल 2015 से 31 मार्च 2019 के बीच लंबित दो लाख रुपये तक के फसल ऋण माफ करने की योजना बनी थी. सूत्रों के मुताबिक, राज्य सरकार ने इस कार्य के लिए कुल 20,081 करोड़ रुपये का आवंटन किया, लेकिन इसमें से 17,080.59 करोड़ रुपये के ही कृषि लोन को माफ किया गया था. @Nayak 1
Despite debt waiver, most farmers committed suicide in Maharashtra
Despite many other agricultural welfare schemes including debt waiver
announced in the year 2017, the highest number of 3,927 farmers committed
suicide in Maharashtra in the year 2019. This information has come out from the
recent report of National Crime Records Bureau (NCRB) under the Ministry of
Home Affairs. The NCRB data shows that for the past several years, more than
3500 farmers have committed suicide every year in the state.
According to the report, in 2016, a total of 11,379 farmers committed
suicide across the country and out of this, 3,661 cases were from Maharashtra.
In 2019, a total of 3,927 farmers committed suicide in Maharashtra, an increase
of 266 cases compared to the year 2016. 4,000 in the year 2014 and 4,291
farmers committed suicide in the year 2015. There are many reasons like
drought, flood, crop waste, increase in debt, due to which farmers are forced
to commit suicide.
According to the NCRB, in 2019, a total of 10,281 farmers committed
suicide across the country, of which 5,957 were farmers and 4,324 were
agricultural laborers. The agriculture sector accounts for 7.4 percent of the
total suicide cases. A senior official of Maharashtra's Agriculture Ministry
said that Maharashtra has been ahead in implementing agricultural reforms. The
state implemented other agricultural reforms including contract farming in the
year 2006, but out of 1.56 crore farmers in the state, maximum 50,000 have
adopted contract farming. The Agriculture Officer further informed that the
BJP-led government had also encouraged contract farming ie contract farming.
In the year 2017, the then Chief Minister of Maharashtra Devendra
Fadnavis announced the Chhatrapati Shivaji Maharaj Shetkari Samman Yojana.
Under this, the state government had promised to waive agricultural loans worth
a total of Rs 34,022 crore. In a report by The Wire, out of this a loan of Rs
19,833.54 crore was waived and a total of 48.02 lakh farmers were benefited.
Let me tell you that in December 2019, when the new government formed by
the alliance of Congress, NCP and Shiv Sena, they announced Mahatma Jyotirao
Phule Shetkari Debt Mukti Yojana. Under this, there was a plan to waive crop
loans up to two lakh rupees pending from April 1, 2015 to March 31, 2019.
According to sources, the state government allocated a total of Rs 20,081 crore
for this work, but out of this only agricultural loan of Rs 17,080.59 crore was
