लोग कारणों पर चर्चा करने के बजाए परिणामों पर चर्चा करते हैं : डी आर ओहोलसर
हमारे समाज के बुद्धिजीवी वर्ग कारणों पर चर्चा करने के बजाए परिणमों पर चर्चा करते रहते हैं. लेकिन, जब तक काराणों पर चर्चा नहीं होगी तब तक हम किसी भी नतीजे पर नहीं पहुंच सकते हैं. यह बात बामसेफ के केन्द्रीय प्रभारी डी आर ओहोल सर ने 4 अक्टूबर 2020 को राष्ट्रीय आदिवासी एकता परिषद् के राजस्थान राज्य अधिवेशन को संबोधित करते हुए कही.

सर ने कहा, एक
एकॉडमिक की चर्चा होती है और दूसरा आंदोलन की चर्चा होती है. हमारे लोग एकॉडमिक चर्चा ज्यादा करते हैं और केवल परिणमों पर चर्चा करते हैं, कारणों पर चर्चा नहीं करते हैं. जब तक
कारणों पर चर्चा नहीं तब तक हम किसी भी नतीजे पर नहीं पहुंच पाते हैं.
पांचवी-छठवीं अनुसूची क्या है? बहुत सारे लोगों ने बताया कि इस सूची में कौन-कौन से अधिकार संविधान ने दिए
हैं. संविधान ने स्वायत्त शासन करने का अधिकार दिया है. मतलब संविधान में एक नया
संवधिन बनाया है. इसमें गैर आदिवासी, आदिवासी की जमीन नहीं खरीद सकता है.
इतना नहीं आदिवासियों की जो जनजाति सलाहकार समीति है उसकी सहमति के बगैर आदिवासी
के ग्राम सभा में कलेक्टर, एसपी और
सीपी भी प्रवेश नहीं कर सकते हैं.
उन्होंने
कहा कि जहां आदिवासी बसते हैं जो एरिया पांचवी-छठवीं अनुसूची में आता है वहां भारत
सरकार को कोई कानून नहीं चलता है. जो संसद में भारत सरकार कानून पारित करती है
उसमें से एक भी कानून वहां पर लागू नहीं होता है. इसका मतलब है कि डॉ.बाबासाहब ने
आदिवासियों को स्वतंत्र (आजाद) किया है. सवाल है कि डॉ.बाबासाहब अम्बेडकर ने
संविधान में आदिवासियों को अगल से पांचवी और छठवीं अनुसूची क्यों बनाया? इसका मतलब यह है क्योंकि 24 सितंबर 1932 को पूना पैक्ट हुआ, उस पूना पैक्ट से एससी का सबसे ज्यादा
नुकसान हुआ. यह नुकसान आदिवासियों का नहीं होना इसलिए उन्होंने संविधान में पांचवी
और छठवीं अनुसूची का प्रावधान किया. लेकिन ब्राह्मणों ने आदिवासी नेताओं के माध्यम
से आदिवासियों में भी पूना पैक्ट लागू कर दिया. जबकि, पूना पैक्ट केवल अनुसूचित जाति के लिए
था. उस समय आदिवासी के लिए कोई पूना पैक्ट लागू नहीं था.
आगे कहा
कि जो आदिवासियों का शेड्यूल एरिया है वहां जमीनों के अंदर 89 प्रकार के मूल्यवान धातु हैं, जिसकी अनुमानित कीमत 11 हजार लाख करोड़ है. लेकिन रेकवाल साहब
ने बताया कि इसकी कीमत 86 हजार लाख
करोड़ है. यह नई जानकारी मिली है. अगर छठवीं अनुसूची के अनुसार आदिवासियों को 35 प्रतिशत भी रायल्टी मिलती है तो चूंकी
भारत में 13 करोड़
आदिवासी हैं जिसमें से 4.4 करोड़ को
हटा दिया गया है. अगर बचे हुए आदिवासियों को रायल्टी मिलती है तो हर आदिवासी
करोड़पति हो सकता है. उनके लिए कुछ ज्यादा करने की जरूरत नहीं है, केवल उनको रायल्टी देने की जरूरत है.
यह बात ब्राह्मणों को पता लेकिन हमारे पढ़े-लिखे लोगों तक को मालूम नहीं है, अनपढ़ लोगों की तो सवाल ही नहीं है. जब
जानकारी ही नहीं तो जागरण करने, संगठन बनाने, संगठन के
आधार आंदोलन करने और आंदोलन से हक अधिकार लेने का काम कहां से करेंगे?
अगर
जानकारी हो तो हम जानकारी का वर्गीकरण कर सकते हैं. जो वर्गीकरण कर सकता है वह विश्लेषण भी कर सकता है. जो विश्लेषण कर सकता है वह निष्कर्ष निकाल सकता जो निष्कर्ष निकाल सकता है कि वह निर्णय ले सकता है और जो निर्णय ले सकता है कि वही भारत का शासक बन सकता है. अगर हम शासक बनना चाहते हैं तो निर्णय लेना चाहिए. लेकिन
हमारे लोगों के पास सबसे बड़ी समस्या यह है कि जानकारी का अभाव है. जबकि यह जानकारी
हमारे दुश्मनों के पास है. यही कारण है कि हर चीज आपको ना मिले इसलिए वे ऐसी
व्यवस्था करते हैं.
डीआर ओहोल सर ने कहा कि एलपीजी को देश में किसने
लागू किया? अटल
बिहारी बाजपेयी ने किया. 1993 में जब
उनकी 13 दिन की
सरकार थी उस समय उन्होंने एलपीजी को लागू किया जिसके माध्यम से भारत में 27 हजार बहुराष्ट्रीय कंपिनयां आ रही हैं.
अब क्यों आ रही है? तो इसलिए
आ रही हैं कि उन्होंने भारत का सेटेलाइट सर्वे किया. सर्वे में उनको पता चला कि
जहां आदिवासी रहते हैं वहां उनके जल-जंगल और जमीन के नीचे 89 प्रकार के मूल्यवान धातु है. इसलिए वे
आदिवासियों की जमीनों पर कब्जा करना चाहते हैं. यही कारण है कि केन्द्र सरकार
पांचवीं और छठवीं अनुसूची लागू नहीं करना चाहती हैं.
बहुराष्ट्रीय कंपनियां आदिवासियों की जमीन खरीदना चाहती हैं और भारत सरकार भी बेचना चाहती है. लेकिन उनके सामने एक बड़ी समस्या है, उस समस्या का नाम है डॉ.बीआर अंबेडकर द्वारा लिखा गया संविधान और संविधान में पांचवीं छठवीं अनुसूची. अभी देश में जो चल रहा है वह आदिवासियों को उनके जल, जंगल और जमीन से हटाने के लिए चल रहा है. जबकि आदिवासी इसका विरोध कर रहे हैं. क्योंकि आदिवासी की जमीन गैर आदिवासी नहीं खरीद सकता है यहां तक खुद भारत सरकार भी नहीं खरीद सकती है तो विदेशी कंपनियां कैसे खरीदेंगी? इसलिए ब्राह्मणों ने प्लान बनाया. वो प्लान यह है कि सलवा जुडुम. उन्होंने सवाल उठाते हुए कहा, सलवा जुडुम क्या है? आदिवासियों को उनके जल, जंगल, जमीनों से हटाना ही सलवा जुडुम का मूल मकसद है. @Nayak 1

People discuss results rather than discuss reasons: D R Ohol Sir
The intellectual
classes of our society keep discussing the results instead of discussing the
reasons. But, we cannot reach any conclusion till there is discussion on the
reasons. This was stated by DR Ohol Sir, Central In-charge of BAMCEF while
addressing the Rajasthan State Session of National Tribal Integration Council
on 4 October 2020.
DR Ohol sir said,
one is discussion of academic and the other is discussion of movement. Our
people do more academic discussion and only discuss results, do not discuss
reasons. We are unable to reach any conclusion until the reasons are discussed.
What is the fifth-sixth schedule? Many people told that the Constitution has
given which rights in this list. The constitution has given the right to
autonomous governance. Meaning a new constitution has been made in the
constitution. In this, non-tribal cannot buy tribal land. Not only this,
without the consent of the tribal advisor who is the Tribal Advisor, the
Collector, SP and CP also cannot enter the Adivasi Gram Sabha.
He said that where
the tribals live in the area which comes in the fifth-sixth schedule, there is
no law for the Government of India. None of the laws in the Parliament that the
Government of India passes the law apply there. This means that Dr. Babasaheb
has made the tribals independent (free). The question is why Dr. Babasaheb
Ambedkar made the tribals fifth and sixth schedule in the constitution from the
next? This means that as Poona was pacted on 24 September 1932, SC suffered the
most loss from that Poona Pact. The tribals do not have this loss, so they made
a provision in the fifth and sixth schedule in the constitution. But the
Brahmins through the tribal leaders also implemented the Poona Pact among the
tribals. Whereas, Poona Pact was only for Scheduled Castes. At that time there
was no Poona Pact applicable to the tribals.
He further said
that in the schedule area of tribals, there are
89 kinds of precious metals inside the land, whose estimated value is 11
thousand lakh crore. But Rakewal Sahab said that its value is 86 thousand lakh
crores. This new information has been received. If according to the Sixth
Schedule, tribals also get 35 percent royalty, then there are 13 crore tribals
in India, out of which 4.4 crore have been removed. If the remaining tribals
get royalty, then every tribal can be a millionaire. There is no need to do
much for them, only they need to be given royalty. Brahmins know this but even
our educated people do not know, there is no question of illiterate people.
When there is no information, from where will you do the work of awakening,
forming an organization, organizing the foundation of the organization and
taking the rights from the movement?
If there is
information, we can classify the information. One who can classify can also
analyze. The one who can analyze can draw the conclusion, who can conclude that
he can decide and the one who can decide that he can become the ruler of India.
If we want to become the ruler, then decision must be taken. But the biggest
problem that our people have is that there is lack of information. While this
information is with our enemies. This is the reason why you do not get
everything, so they make such arrangements.
DR Ohol Sir said
that who implemented LPG in the country? Atal Bihari Bajpayee did. In 1993,
when he had a 13-day government, he implemented LPG, through which 27 thousand
multinational companies are coming to India. Why is it coming now? So she is
coming because she did a satellite survey of India. In the survey, they came to
know that there are 89 types of precious metals under their water-forest and
land where the tribals live. Therefore, they want to occupy the lands of the
tribals. This is the reason why the Central Government does not want to implement
the fifth and sixth schedule.
Multinational companies want to buy the land of tribals and the
Government of India also wants to sell. But there is a big problem in front of
them, the name of that problem is the Constitution written by Dr. BR Ambedkar
and the Fifth Sixth Schedule in the Constitution. What is going on in the
country right now is going to remove the tribals from their water, forest and
land. While the tribals are opposing it. Because tribal land cannot be bought
by non-tribal people, even the Indian government itself cannot buy it, so how
will foreign companies buy? That is why the Brahmins made a plan. That plan is
that Salwa Judum. He raised the question and said, what is Salwa Judum?
Removing the tribals from their water, forest, land is the main objective of
