दुनिया भर के नेताओं ने कोरोना से जंग
में कई गलत फैसले लेकर पहले ही दुनिया और खुद अपने देशों को मुसीबत में डाल दिया
है. जिसका खामियाजा भारत समेत कई देशों को चुकाना पड़ा है. इसके बाद भी जहां एक तरफ
महामारी चल रही है तो वहीं दूसरी तरफ वैक्सिन पर वैश्विक मारामारी भी चल रही है.
हर अमीर देश वैक्सिन पर एकाधिकार करना चाहता है. अमीर देश को लोगों की जिंदगी से
ज्यादा अपने मुनाफे पर ध्यान दे रहे हैं. भारत की राजधानी में मौतों के पिछले
आंकड़े पिछड़ते जा रहे हैं. लेकिन अब लग रहा है कि कुछ अमीर देश एक बार फिर बड़ी
मूर्खता करने जा रहे हैं. इस गलती की न सिर्फ दुनिया को बड़ी कीमत चुकानी पड़ सकती
है बल्कि खुद उन देशों के लिए भी आत्मघाती साबित हो सकती है.
सूत्रों ने बताया कि चीन ने अपनी इमेज
बचाने के लिए कोरोना के प्रकोप के बारे में बताने में देरी की, आज दुनिया भुगत रही है. चीन का भी
कूटनीतिक से लेकर आर्थिक मोर्चे पर कम नुकसान नहीं हुआ. मामला दबाने की उसकी गलती
आत्मघाती साबित हुई. अमेरिका ने ट्रंप के नेतृत्व में इस महासंकट में महाशक्ति की
भूमिका निभाने के बजाय महामूर्ख की भूमिका निभाई. अपनी ऊर्जा चीन को गलत ठहराने
में लगाई. विश्व स्वास्थ्य संगठन के संसाधन रोके. आज दुनिया का सबसे संक्रमित देश
खुद अमेरिका है.
दुनिया के कई राष्ट्रध्यक्षों ने

अमीर देश का दृष्टिदोष ही है कि वो
सोचते हैं कि एक्सक्लूसिव राइट्स के चलते वो अपने देश के नागरिकों को पहले वैक्सीन
मुहैया कराकर वाहवाही लूट लेंगे. अपने देश की कंपनियों को मुनाफा दिलवाएंगे. लेकिन
इस वायरस पर वो पुराना विज्ञापन सटीक बैठता है- ’एक भी बच्चा छूटा तो सुरक्षा चक्र
टूटा’. जितना कोरोना का वायरस लोगों को मार रहा है उतना ही कोरोना के कारण आई
आर्थिक तबाही भी खतरनाक है. अब ज्यादा से ज्यादा देशों के लिए कारोबार और व्यापार
रोकना मुश्किल हो रहा है. आप वैक्सीन नहीं देंगे लेकिन व्यापार जारी रखेंगे और
जारी रखना होगा संक्रमण का जरिया.
अमीर देश चाहते हैं वैक्सीन पर
एकाधिकार
अमीर देश कोरोना की दवा या वैक्सीन पर
अपने इंटिलेक्चुअल प्रॉपर्टी राइट्स नहीं छोड़ना चाहते. इससे उन्हें कोई मतलब नहीं

खासकर यूरोपीय यूनियन और अमेरिका ने इंटिलेक्चुअल प्रॉपर्टी राइट्स छोड़ने के
प्रस्ताव का विरोध किया. अगर उनका ये रुख जारी रहता है तो ये मुद्दा अगले महीने
होने जा रही विश्व व्यापार संगठन विश्व व्यापार जनरल काउंसिल में उठ सकता है. अगर
वहां इसपर आम सहमति नहीं बनी तो फिर इसका निपटारा वोट के जरिए होगा जो कि रेयर
होगा.
एकाधिकारों में ढील के पैरोकारों का
कहना है कि अगर अमीर देश नहीं माने तो ये कोरोना से जंग की राह में बड़ा रोड़ा साबित
हो सकता है. इनकी दलील है कि जैसे एड्स के मामले में अधिकार छोड़े गए, वैसे ही कोरोना के मामले में भी छोड़ने
चाहिए. इनका आरोप है कि ये देश लोगों की जिंदगी से ज्यादा अपने मुनाफे पर ध्यान दे
रहे हैं.
अधिकारों में छूट का प्रस्ताव सबसे
पहले भारत और साउथ अफ्रीका जैसे देशों ने किया था. पांच कोरोना वैक्सीन पर रिसर्च
का दावा करने वाले चीन ने भी प्रस्ताव का समर्थन किया है. दरअसल जिन देशों में
सबसे पहले वैक्सीन बनने की उम्मीद है कि उनमें से ज्यादातर अमीर देश हैं. किसी
आविष्कार पर आम तौर पर इस तरह के अधिकारों का दावा किया जाता है. इसमें होता ये है
कि आविष्कारक को एक तय समय तक उस चीज के इस्तेमाल के एक्सक्लूसिव राइट्स मिलते
हैं.
कैसे आत्मघाती साबित हो सकती है
