एक और कंपनी में 26 फीसदी हिस्सेदारी बेचने के लिए सरकार ने मंगाई बोली

केंद्र सरकार ने रविवार को एक और सरकारी कंपनी में
अपनी रणनीतिक हिस्सेदारी कम करने के लिए बोली मंगाई है. माइनिंग क्षेत्र की यह
कंपनी बीईएमएल है, जिसमें सरकार मैनेजमेंट कंट्रोल के साथ
अपनी 26 फीसदी हिस्सेदारी बेचेगी. इसके साथ ही
बीईएमएल भी उन सरकारी कंपनियों की लिस्ट में शामिल हो गई है, जिसमें केंद्र सरकार अपनी हिस्सेदारी कम करने जा रही है.
बीईएमएल में हिस्सेदारी खरीदने की इच्छुक कंपनियों को 1 मार्च 2021 से पहले एक्सप्रेशन
ऑफ इंटरेस्ट जमा करना होगा.
मौजूदा बाजार भाव पर बीइएमएल में 26 फीसदी हिस्सेदारी की कीमत 1,055 करोड़ रुपये होती है. वर्तमान में सरकार के पास इस कंपनी में 54.03 फीसदी हिस्सेदारी है. इसे भारत अर्थ मूवर्स लिमिटेड के नाम से
भी जाना जाता था. अतिरिक्त हिस्सेदारी म्यूचुअल फंड्स, व्यक्तिगत, विदेशी संस्थागत
निवेशक और वित्तीय संस्थानों के पास है. म्यूचुअल फंड्स के पास 19.21 फीसदी और व्यक्तिगत निवेशकों के पास 15.74 फीसदी हिस्सेदारी है. सेबी के नियमों के तहत, बीइएमएल में इस 26 फीसदी हिस्सेदारी
रखने वाली कंपनी को ओपेन ऑफर के जरिए कंपनी में अतिरिक्त 26 फीसदी भी खरीदनी होगी. बेंगलुरु की यह कंपनी 3 विशेष बिजनेस क्षेत्र में काम करती है. ये माइनिंग-कंस्ट्रक्शन, डिफेंस- यरोस्पेस और रेल-मेट्रो क्षेत्र है.
सूत्रों के मुताबिक, बीइएमएल में दो चरणों में विनिवेश किया जाएगा. पहले चरण में
चुनी गई कंपनियों को फाइनेंशियल बिड सबमिट करनी होगी. इसमें नॉन-कोर भूमि और अन्य
एसेट्स को हटा दिया जाएगा. प्रस्तावित विनिवेश में इन्हें शामिल नहीं किया जाएगा.
बीइएमएल में कुल 6,602 कर्मचारी काम करते
हैं. वित्त वर्ष 2020 में इस कंपनी का कुल मुनाफा 68 करोड़ रुपये रहा था. इसके पिछले वित्त वर्ष यानी 2019 में यह 64 करोड़ रुपये था.
एक्सप्रेशन ऑफ इंटरेस्ट की शर्तों के मुताबिक, कंपनियां, एलएलपीएस और भारत
में निवेश करने योग्य फंड्स विनिवेश प्रक्रिया में भाग ले सकते हैं. उनके पास कम
से कम 1,400 करोड़ रुपये का नेटवर्थ
होना चाहिए. कॉन्सॉर्टियम के जरिए भी इसमें भाग लिया जा सकता है, लेकिन इसमें प्रमुख सदस्य के पास कम से कम 51 फीसदी हिस्सेदारी होगी. विनिवेश प्रक्रिया में शामिल होने वाली
कंपनियों के पास पिछले 5 में से कम से कम 3 साल में टैक्स के पास पॉजिटिव प्रॉफिट होना चाहिए. हाल ही में
सरकार को बीपीसीएल में 52.89 फीसदी हिस्सेदारी
बेचने के लिए ईओआई आया है. वर्तमान में इसकी वैल्यू करीब 44,000 करोड़ रुपये है. इसके अलावा एअर इंडिया की बिक्री के लिए भी
सरकार के पास ईओआई आ चुका है.

Government bids to sell 26% stake in
another company

The central government on Sunday called for a
bid to reduce its strategic stake in another government company. This mining
sector company is BEML, in which the government will sell its 26 percent stake
with management control. With this, BEML has also joined the list of government
companies in which the central government is going to reduce its stake.
Companies wishing to buy stake in BEML will have to submit expression of
interest before 1 March 2021.
At the current market price, a 26 per cent
stake in BEML is worth Rs 1,055 crore. Currently, the government holds 54.03
per cent stake in the company. It was also known as Bharat Earth Movers
Limited. The additional stake is with mutual funds, individual, foreign
institutional investors and financial institutions. Mutual funds hold 19.21 per
cent and individual investors hold 15.74 per cent. Under Sebi rules, a company
holding 26% stake in BEML will also have to buy an additional 26% in the
company through an open offer. The Bangalore-based company operates in 3
specialized business sectors. These are mining-construction, defense-yerospace
and rail-metro areas.
According to sources, disinvestment will be
done in BEML in two phases. The companies selected in the first phase will have
to submit financial bids. Non-core land and other assets will be removed in
this. They will not be included in the proposed disinvestment. BEML employs a
total of 6,602 employees. The total profit of this company was Rs 68 crore in
FY 2020. In its last financial year i.e. 2019, it was 64 crores.
As per the terms of expression of interest,
companies, LLPS and investable funds in India can participate in the
disinvestment process. They should have a net worth of at least Rs 1,400 crore.
It can also be participated through consortium, but the key member will have at
least 51 percent stake in it. Companies involved in the disinvestment process
should have a positive profit after tax in at least 3 of the last 5 years.
Recently, the government has come to EOI to sell 52.89 per cent stake in BPCL.
Currently, its value is around Rs 44,000 crore. Apart from this, EOI has also
come to the government for the sale of Air India.
