निरंतर चलने वाली गतिविधियों को आगे बढ़ना होगा : कुमार काले
बामसेफ एवं राष्ट्रीय मूलनिवासी संघ का संयुक्त 12वां कर्नाटक राज्य अधिवेशन संपन्न हुआ. इस राज्य अधिवेशन का उद्घाटन नाग मोहन दास ने किया वहीं वक्ताओं के रूप में कोणेश्वर स्वामी और बली अनन्त नायक ने संबोधित किया. इस राज्य अधिवेशन की अध्यक्षता कुमार काले (राष्ट्रीय महासचिव बामसेफ) ने किया. अध्यक्षता करते हुए कुमार काले ने कहा महामारी से निपटने के लिए केंद्र सरकार के द्वारा लॉकडाउन घोषित कर दिया गया. 24 मार्च से लगातार पिछले 5 महीने में जो गंभीर परिस्थितियां निर्माण हुई इसकी वजह से सामाजिक और आर्थिक पर इसका गहरा असर आने वाले समय में भी रहेगा. सेंट्रल गवर्नमेंट के द्वारा जो पॉलिसी पिछले 25-30 सालों से अपनाई गई है इसमें गवर्नमेंट सेक्टर को तोड़कर प्राइवेट सेक्टर खड़ा करने का जो काम किया गया है इसका परिणाम है कि पब्लिक सेक्टर में खासतौर पर जिस महामारी की वजह से हम लोग पीड़ित हैं उस हेल्थ सेक्टर में सेंट्रल गवर्नमेंट का पिछले 20-25 सालों में क्या इन्वेस्टमेंट है, यह सामने आय गया. कोई भी पब्लिक सेक्टर का या गवर्नमेंट सेक्टर का इन्वेक्शन हमारे पास उपलब्ध नहीं है.
कुमार काले ने कहा कि मेडिकल से निपटने के नाम पर उन्होंने भारत में मेडिकल इमरजेंसी लागू करने की बजाय पॉलिटिकल इमरजेंसी घोषित कर दी. इस पॉलिटिकल इमरजेंसी में सिविल राट्स थे निकाल दिए गए. एक तरह से लोगों को घरों में रहने के लिए मजबूर कर दिया गया. उनकी रोजी-रोटी छीन ली गई. इतना ही नहीं यह एक लंबे समय तक चलने वाली आर्थिक आपातकाल है. अभी हाल ही में वित्त मंत्री ने कहा कि जो जीडीपी नीचे जा रही है यह एक्ट ऑफ गॉड है. कोरोना की वजह से निर्माण हुई सारी समस्याओं से निपटने के लिए सरकार के पास कोई तरीका नहीं बचा तो उन्होंने हाथ खड़े कर दिए और यह कह दिया कि जीडीपी जो नीचे जा रही है वह भगवान की जिम्मेदारी है. सरकार ने जो नीति अपनाई है इन नीतियों के गंभीर परिणाम देश के मूलनिवासियों को भुगतने पड़ेंगे.
अन्होंने
कहा, केन्द्र सरकार ने जो ऑर्डिनेंस
निकाले थे लेबर लॉ अमेंट करने के लिए वह पूरे देश भर में लागू होने वाला हैं. यह
देशभर को प्रभावित करेगा. जो मजदूर हैं, श्रमिक आंदोलन हैं उसको कमजोर करने और उनको बंधुआ मजदूर बनाने का नया लेवल
आफ सेंट्रल गवर्नमेंट के द्वारा बनाया गया है. जब पूरा देश महामारी से जूझ रहा था
तो उस समय सारा सिस्टम बंद कर दिया गया. फैक्ट्री के बंद कर दिए गए, इंडस्ट्रियल सेटअप बंद कर दिया गया. जनता कर्फ्यू के
नाम पर लोगों को अपील किया गया और लोगों ने भी सोचा कि चलो 1 दिन का कर्फ्यू है, 1 दिन का हो सकता है कोई बड़ा मामला नहीं है. लेकिन एक दिन के बाद ही मोदी ने
लॉकडाउन की घोषणा कर दी. सबसे बड़ी समस्या उन प्रवासी मजदूरों के लिए निर्माण हुई
जो कंस्ट्रक्शन साइट में काम कर रहे थे. इसमें भी ऑगनाइज सेक्टस से ज्यादा
अनऑर्गनाइज सेक्टर में काम करने वाले मजदूरों के सामने समस्या निर्माण हुई.
आपको पता
होगा कि भारत में लगभग 93 फीसदी जो एंप्लॉयमेंट है यह
अनऑर्गनाइट सेक्टर से आता है, केवल 7 परसेंट एम्प्लाइ ही ऑर्गनाइट सेक्टर से आते हैं. जिन
प्रवासी मजदूरों की नौकरियां चल गई, जिनके घरों का चूल्हा बूझ गया. दो जून की रोटी भी नसीब नहीं हुई. इस तरह से
करोड़ों मजदूरों के सामने संकट खड़ा हो गया. जबकि लगातार लॉकडाउन बढ़ता ही गया. 15 दिन से एक महीना हो गया, 45 दिन हो गया. मालिकों ने, ठेकेदारों ने, कांटेक्टरों ने भी उनके साथ अपना संबंध तोड़ दिया और करोड़ों लोग भुखमरी के
शिकार हो गए. इसके साथ ही जो जिस स्थिति में तहां रहा वही पर रह गए थे. उस स्थिति
में उन लोगों ने अपने-अपने घरों में जाने के लिए हजारों, लाखों की संख्या में प्रवासी मजदूर सड़कों पर हजारों
किलोमीटर पैदल चलने के लिए मजबूर हो गये. लेकिन सरकार उनके लिए कोई व्यवस्था नहीं
की. जबकि, विदेशों में फंसे हुए अमीर जो वहां
शैर सपाटा करने के लिए गऐ थे उनको स्पेशल प्लेन से भारत बुलाया गया. इसके अलावा
इंजीनियरिंग और मेडिकल के कोचिंग के लिए बड़े-बड़े महानगरों में जो उच्च जाति के
अमीरों के बच्चे फंसे हुए थे उनको उनके राज्य में भेजने के लिए सरकार ने प्राइवेट
एसी बसें भेंजकर मंगवाई.
कुमार काले ने कहा अभी हाल में
सुप्रीम कोर्ट ने ट्वीट के मामले में प्रशांत भूषण को सजा सुनाई. जबकि उसी सुप्रीम
कोर्ट में लेबर लोगों के माइग्रेशन की जब बातें चल रही थी तो सुप्रीम कोर्ट के पास
उसको सुनने के लिए समय नहीं था. 30 करोड़
प्रवासी मजदूर देश के अलग-अलग राज्यों में फंसे हुए हैं. उनको दो वक्त की रोटी का
व्यवस्था नहीं हो रहा है, उनके मेडिकेशन, हेल्थ की कोई व्यवस्था नहीं हो रही है इसके बाद भी
सुप्रीम कोर्ट कह रहा है कि केवल इमरजेंसी में ही हम बैठेंगे. हद तो तब हो गई जब
केंद्र सरकार के अटॉर्नी जनरल ने सुप्रीम कोर्ट में झूठा बयान दिया की सड़कों पर
कोई मजदूर नहीं है, हमने सारी व्यवस्थ कर दी है. लोग
जितने कोरोना से मरे उससे ज्यादा भुखमरी से मरने के लिए मजबूर कर दिए गए, मगर कोई सुनवाई हुई. इस देश के पचासी परसेंट लोगों की
बात नहीं सुनी. केवल चुनिंदा मुट्ठी भर उद्योगपतियों को आर्थिक संकट से निपटने के
लिए सरकार ने करोड़ों रूपये का पैकेट घोषित कर दिया. मुट्ठी भर कारपोरेट हाउसेस को
बचाने के लिए 20 लाख करोड़ का पैकेज घोषित कर दिया. 20 करोड़ कहां खर्च हुआ? क्या किसानों के ऊपर खर्च हुआ, क्या आदिवासियों के हितों में या एससी, एसटी, ओबीसी के हितों में खर्चा हुआ?
उन्होंने
सरकार पर आरोप लगाते हुए कहा 20 प्रवासी
मजदूर पटरी पर सोए थे, उसमें से लगभग 16 प्रवासी मजदूरों की ट्रेन पर कटकर मौत हो गई. यह मौत
नहीं हैं यह हत्या है. यह हत्या केंद्र सरकार की नीति के कारण हुई है, जिन्होंने प्रवासी मजदूरों को पैदल चलने के लिए मजबूर
किया. सरकार ने जिंदा रहते हुए कोई मदद नहीं की, वहीं मरने के बाद लाशें ले जाने के लिए साधन उपलब्ध कराया. प्रधानमंत्री
लगातार कह रहे कि देश की माली हालत खराब हो रही है, अर्थमंत्री अपने भाषणों में कह रहे कि देश की माली हालत खराब हो रही है और
इसी साल अंबानी दुनिया के अमीरों की सूची में चौथे, पांचवे नंबर पर जात है. मजदूर सड़क पर मर रहे हैं, किसान खुदकुशी कर रहे और अंबानी भारत और दुनिया के
अमीरों में शामिल हो रहा है.
कुमार काले
ने आगे कहा, ममता बनर्जी के 1 मेंबर ऑफ पार्लमेंट ने बीजेपी के मंत्री से सवाल पूछा
कि भारत में कितने लोग भारत को रिप्रजेंट करते हैं? सवाल में कहा कि हमार पास 89 कैबिनेट सेक्रेटरी है. इनमें भारत के लोग कितने हैं? 52 प्रतिशत बैकवर्ड क्लासेस के लोग हैं, लेकिन कैबिनेट सेक्रेटरी में कितने हैं? अगर राउंड फिगर 90 कर लिया जाय तो 50 प्रतिशत के हिसाब से 45 प्रतिशत होना चाहिए. लेकिन 89 कैबिनेट सेक्रेटरी में एक भी ओबीसी नहीं है. 93 एडिशनल सेक्रेटरी में 50 प्रतिशत निकालने पर 47 प्रतिशत
होता है. इसमें भी ओबीसी जीरो है. इसके बाद जॉइंट सेक्रेटरी में 275 पोस्ट है इसमें ओबीसी 19 प्रतिशत है. यानी सबसे नीचे है. इसी तरह से सुप्रीम कोर्ट में 31 पोस्ट है. इसमें 50 प्रतिशत के हिसाब से 16 होना चाहिए.
लेकिन ओबीसी के लोग कहां हैं? अगर ओबीस
देश की सबसे बड़ी आबादी है तो देश में उनकी आधी हिस्सेदारी होनी चाहिए लेकिन ओबीसी
को मिला क्या है? कुछ भी नहीं मिला है. इसके साथ ही
पावर इंट्रक्चर में एससी, एसटी, ओबीसी, मायनॉरिटी कही भी नहीं है.
उन्होंने
कहा 1948 के सेंसस एक्ट में अमेंटमेंट कर
दिया गया. इस तरह से नेहरू ने एससी, एसटी, ओबीसी हिन्दू बनाने का काम शुरू
किया. बैकवर्ड क्लासेस और एससी, एसटी के
लोगों को हिन्दू बनाने का काम आरएसएस के द्वारा 90-95 साल से कोशिश किया जा रहा है. लेकिन, यह काम नेहरू ने 1948 के सेंसेस एक्ट में अमेंटमेंट कर
एससी, एसटी, ओबीसी को हिन्दू बना दिया. यानी एससी, एसटी, ओबीसी को हिन्दू बनाने का काम आरएसएस से पहले नेहरू ने किया. इसका मतलब है
कि जो काम आज के समय में आएसएस, बीजेपी कर
रही है वही काम कांग्रेस कर रही थी. इस तरह से एससी, एसटी, ओबीसी के साथ धोखेबाजी हो रही है.
बड़े मजे की बात है कि ट्राइबल के नाम पर यूनिवर्सिटी बनी है, लेकिन उसमें एक भी ट्राईबल प्रोफसर नहीं है. अगर सारे
आंकड़े सर्वजनिक कर दिए जाए तो हर जाति को पता चलेगा कि आबादी के नाम पर उनके साथ
कितना धोखा हुआ है. @Nayak1

investment is available with us.
Kumar Kale
said that instead of implementing medical emergency in India in the name of
dealing with medical, he declared political emergency. In this political
emergency, civil rots were expelled. In a way, people were forced to live in
homes. His livelihood was taken away. Not only this, it is a long lasting
economic emergency. Recently, the Finance Minister said that the GDP going down
is the Act of God. If there was no way left for the government to deal with all
the problems created due to Corona, they raised their hands and said that the
GDP which is going down is the responsibility of God. The policy adopted by the
government will have to bear the dire consequences of these policies.
They said,
the ordinances that the central government had taken out to implement the labor
law are going to be implemented across the country. It will affect the country.
A new level of central government has been created to weaken those who are
laborers, there are labor movements and to make them bonded laborers. When the
entire country was struggling with an epidemic, the entire system was shut down
at that time. The factory was shut down, the industrial setup was discontinued.
People were appealed in the name of Janata curfew and people also thought that
let's have a curfew of 1 day, there may be a big case of 1 day. But after a day
Modi announced the lockdown. The biggest problem was construction for the
migrant laborers who were working in the construction site. In this too, there

laborers are stranded in different states of the country. They are not being
able to get bread for two times, there is no arrangement for their medicine,
health, even after this, the Supreme Court is saying that only we will sit in
Emergency. The extent has come when the Attorney General of the Central
Government made a false statement in the Supreme Court that there are no
laborers on the streets, we have made all the arrangements. People were forced
to die of starvation more than the corona died, but there was a hearing. Did
not listen to eighty five percent people of this country. To deal with the
economic crisis, only a handful of industrialists have declared a packet of
crores of rupees. To save a handful of corporate houses, a package of 20 lakh
crores has been announced. Where did 20 crores cost? Was it spent on the
farmers, did it cost in the interests of tribals or in the interests of SC, ST,
OBC?
He accused
the government of saying that 20 migrant laborers slept on the track, out of
which about 16 migrant laborers died on the train. This is not death, this is
murder. This killing is due to the policy of the Central Government, who forced
the migrant laborers to walk. The government did not help while alive, and
provided the means to carry the corpses after death. The Prime Minister is
constantly saying that the economic condition of the country is deteriorating,

Kumar Kale
further said, a Member of Parliament of Mamata Banerjee asked the BJP Minister
the question, how many people represent India in India? It is said in the
question that we have 89 cabinet secretaries. How many people are there in
India? 52 percent are from backward classes, but how many are in the cabinet
secretary? If the round figure is taken to 90 then it should be 45 percent
according to 50 percent. But there is not a single OBC in 89 cabinet

where are the people of OBC? If OBIS is the largest population of the country,
then they should have half share in the country but what has OBC got? Nothing
is found. Along with this, SC, ST, OBC, minorities are not there in the power
infrastructure.

an amendment has been made in the Census Act of 1948. In this way Nehru started
the work of making SC, ST, OBC Hindus. The work of making backward classes and
SC, ST people Hindus is being tried by RSS for 90-95 years. But, this work
Nehru made the SC, ST and OBC Hindus by making amendments in the Sense Act of 1948.
