ओबीसी के
साथ लगातार धोखेबाजी होते आ रही है : वामन मेश्राम साहब
उन्होंने
आगे कहा कि 13 दिसंबर 1946 को जवाहरलाल नेहरू ने संविधान सभा में ऑब्जेक्टिव
रेजोल्यूशन रखा. इस ऑब्जेक्टिव रिजर्वेशन में जवाहरलाल नेहरू के द्वारा ओबीसी के
लोगों को एससी, एसटी की तरह रिजर्वेशन देने का
वादा किया. मगर जब वास्तव में रिजर्वेशन देने का मामला आया उसके पहले एक बहुत बड़ी
घटना भारत के इतिहास में घटित हुई. 14 अगस्त 1947 को भारत में पाकिस्तान बना और
पाकिस्तान बनाने का प्रस्ताव जवाहरलाल नेहरू और गांधीजी ने स्वीकार किया. कांग्रेस
महासमिति में प्रस्तावना को पास किया गया. इस तरह से भारत के दो टुकड़े किए गये. यह
बात बहुत सारे लोगों को जानकारी नहीं है कि गांधी जी के द्वारा देश के दो टुकड़े
किए गये. क्योंकि उनको केवल यही जानकारी है कि गांधीजी ने भारत विभाजन का विरोध
किया था. जबकि, बात सही नहीं है.
27-28 अगस्त को माइनॉरिटी राइट्स कमिटी की मीटिंग थी, जिसमें रिजर्वेशन का मुद्दा था. उस रिजर्वेशन के
मुद्दे में ओबीसी को रिजर्वेशन की बात को इंकार कर दिया गया. इस आधार पर इंकार कर
दिया गया कि ओबासी कौन है? ओबीसी आईडेंटिफाइड नहीं हैं इसलिए
पहले उनको आईडेंटिफाई करना होगा. आईडेंटिफाइ करने के लिए आर्टिकल 340 देकर इस बात को रद्द कर दिया गया. भविष्य में ओबीसी
को रिजर्वेशन दिया जाएगा या नहीं दिया जाएगा यह डिसाइड करने का काम कमीशन के
रिकमेंडेशन के ऊपर सौंप दिया है. यह आश्चर्यजनक बात थी 13 दिसंबर 1947 जवाहरलाल नेहरू ने ऑब्जेक्टिव रिजुलेशन संविधान सभा में रखा था जिसमें
ओबीसी को आरक्षण देने का वादा किया गया था वादा करने के बाद फिर नेहरू ने और गांधी
जी दोनों ने मिलकर ओबीसी के साथ धोखाधड़ी किया.केवल आर्टिकल 340 को सहमति दी और रिजर्वेशन देने से इंकार कर दिया.
वामन मेश्राम साहब ने सवाल खड़ा
किया कि ऐसा उन्होंने क्यों किया? मुस्लिम लीग
और संगठित मुसलमान उस समय डायरेट एक्शन का कार्यक्रम घोषित किया था. उस समय गांधी
और नेहरू ने सोचा कि ब्राह्मण और वैश्य इस आंदोलन के नेता हैं. ब्राह्मण और वैश्य
मिलकर मुस्लिम और संगठित मुसलमानों का विरोध नहीं कर सकते हैं. इसलिए इसका विरोध
करने के लिए कांग्रेस के साथ ओबीसी का होना जरूरी है. जब तक ओबीसी कांग्रेस के साथ
नहीं रहेगा तब तक मुस्लिम लीग और संगठित मुसलमानों से मुकाबला नहीं किया जा सकता
है. इसलिए गांधीजी और नेहरू ने ओबीसी को ऑब्जेक्टिव रेजोल्यूशन में कुछ देने का
वादा किया ताकि ओबीसी को कांग्रेस के साथ रखा जा सके. इसके लिए गांधी-नेहरू ने 13 दिसंबर 1947 में ऑब्जेक्टिव रेजुलेशन में नेहरू ने संविधान सभा के सामने प्रस्ताव रखा
और उसमें ओबीसी को आरक्षण देने का देने का वादा किया. वादा के बाद 27-28 अगस्त 1947 को यह वादा गांधी और नेहरू ने अमल करने से इंकार कर दिया केवल 340वें आर्टिकल को सहमति दी जो बाबासाहेब अंबेडकर ने
बनाया था.
आगे कहा कि कांग्रेस के द्वारा जो
प्रस्ताव रखा गया था ऑब्जेक्टिव रिजर्वेशन में उसके साथ धोखाधड़ी थी. यह धोखाधड़ी
गांधी और नेहरू के द्वारा की गई. इसका मतलब है कि ओबीसी को मुस्लिम लीग और संगठित
मुसलमानों के विरोध में लड़ाने भिड़ाने के लिए कांग्रेस को जरूरत थी. इसलिए ओबीसी को
रिजर्वेशन देने का प्रस्ताव दिया था. जब गांधी और नेहरू ने पाकिस्तान बनने के बाद
इसकी समीक्षा की तो उन लोगों को पता चला कि अब मुस्लिम लीग और संगठित मुसलमान
पाकिस्तान चले गए हैं ऐसी स्थिति में मुसलमानों से लड़ाने और भिड़ाने के लिए ओबीसी
की जरूरत नहीं है. इसलिए नेहरू और गांधी ने ओबीसी को रिजर्वेशन देने से इनकार कर
दिया. इस तरह से गंधी और नेहरू के द्वारा ओबीसी के साथ की थी.
जब संविधान सभा का चुनाव हुआ था तो
गांधी और नेहरू जी के द्वारा ओबीसी के लोगों को संविधान सभा में जो टिकट बहाल करनी
चाहिए थी वे टिकट देने से यह सोच कर इनकार कर दिया कि ओबीसी के लोग संविधान सभा
में ज्यादा संख्या में रहेंगे तो लोग संविधान में ओबीसी के हक और अधिकार की बात कर
सकते हैं. इसलिए हक और अधिकार की बात ना कर सके, इसलिए उन लोगों को संविधान सभा में प्रतिनिधि ही देने से इनकार कर दिया.
मैं यह इसलिए बता रहा हूँ ताकि ओबीसी को पता चले कि ओबीसी के साथ शुरू से ही
धोखेबाजी हो रही है. हैरानी की बात है कि जिस गांधी ने ओबीसी के साथ शुरू से
धोखेबाजी की उसी गांधी से ओबीसी के लोग आज चिपके हुए हैं. यह जानकारी के नेताओं को
नहीं है, उनके कार्यकर्ताओं को नहीं है. जब
इसकी जानकारी ओबीसी के नेताओं को नहीं है तो ओबीसी समाज को कैसे होगी?
वामन मेश्राम साहब ने कहा 1947 के बाद एक और बड़ी घटना घटित होती है कि जो जनगणना कमिश्नर था उसने 1948 में जवाहरलाल नेहरु के पास प्रस्ताव भेजा कि
अंग्रेजों ने जाति आधारित गिनती का कानून बनाया है. जब यह कानून रहेगा तब तक जाति
आधारित गिनती करनी होगी. आप डिसाइड करके हमें बताइएं. तब नेहरू को मालूम हुआ कि
ओबीसी की जाति आधारित गिनती होती है और अंग्रेजों ने इसलिए एक कानून भी बनाया है.
इस कानून को बदलने के लिए पंडित जवाहरलाल नेहरू ने दूसरा कानून बनाया और जाति
आधारित गिनती का कानून रद्द कर दिया. इस तरह से 1951 में पंडित जवाहरलाल नेहरू ने ओबीसी की जाति आधारित गिनती करने से इंकार कर
दिया. इसी तरह से 1961 में भी जवाहरलाल नेहरू
प्रधानमंत्री थे फिर उन्होंने इंकार कर दिया. इसके बाद इंदिरा गांधी, मोरारजी देसाई, नरसिंह राव, पंडित अटल बिहारी वाजपेई, प्रणव मुखर्जी ने भी ओबीसी के साथ जाति आधारित गिनती
के संबंध में धोखाधड़ी करने का काम किया. 2011 तक यह लगातार धोखाधड़ी करने का काम होता रहा.
26 जनवरी 1950 को संविधान लागू हुआ. बाबासाहब अंबेडकर कैबिनेट मंत्री बने इसके बाद
उन्होंने ओबीसी को आईडेंटिफाई करने के मुद्दा उठाया कि जो आर्टिकल 340 में प्रावधान किया गया है उसको आईडेंटिफाई करने के
लिए कमीशन बनाया जाए. लेकिन जब जवाहरलाल नेहरू ने नहीं माना तो बाबासाहब अंबेडकर
अपने लॉ मिनिस्ट्री से इस्तीफा दे दिया. भारत के इतिहास में ओबीसी के लोगों को
आईडेंटिफाई करने के लिए कमीशन नियुक्त नहीं हुआ इसके लिए बाबासाहब अंबेडकर ने
इस्तीफा दे दिया. आजाद भारत में ऐसा एक भी उदाहरण उपलब्ध नहीं है किसी ओबीसी के
मिनिस्टर ने इस मुद्दे पर इस्तीफा दिया हो. मगर यह जानकारी ओबीसी के लोगों को नहीं
है कि ओबीसी को हक अधिकार ना मिले इसके लिए गांधी ने प्रयास किया और बाबासाहब
अम्बेडकर ओबीसी को हक अधिकार मिले इसके लिए प्रयास किया. यह बात ओबीसी को अच्छी
तरह से समझ लेना चाहिए. @Nayak1

said that the proposal made by the Congress was fraudulent in its objective
reservation. This fraud was done by Gandhi and Nehru. This means that the
Congress was needed to fight the OBC against the Muslim League and organized
Muslims. Therefore, it was proposed to give reservation to OBCs. When Gandhi
and Nehru reviewed it after the formation of Pakistan, they came to know that
now the Muslim League and organized Muslims have gone to Pakistan, in such a
situation there is no need for OBC to fight and confront Muslims. Therefore,
Nehru and Gandhi refused to give reservations to the OBCs. This was done by
Gandhi and Nehru with OBC.
When the
Constituent Assembly was elected, Gandhi and Nehru ji refused to give tickets
to the OBC people in the Constituent Assembly, thinking that the OBC people
would remain in the Constituent Assembly in large numbers. You can talk about
the rights and rights of OBCs in the Constitution. Therefore, they could not
talk of rights and rights, so they refused to give representatives to the
Constituent Assembly. I am saying this so that the OBC knows that fraud has
been happening with the OBC from the very beginning. Surprisingly, OBC people
are clinging to the same Gandhi who cheated from the beginning with OBC. This
information is not for the leaders, not their workers. When OBC leaders are not
aware of this, how will the OBC society know?
Waman
Meshram Saheb said that after 1947 another big incident occurs that the census
commissioner who sent a proposal to Jawaharlal Nehru in 1948 said that the
British had made a law of caste-based counting. When this law remains,
caste-based counting will have to be done. You tell us by deciding. Then Nehru
came to know that OBC has a caste-based count and therefore the British have
also made a law. To change this law, Pandit Jawaharlal Nehru made another law
and repealed the law of caste-based counting. In this way, in 1951, Pandit
Jawaharlal Nehru refused to do the caste-based counting of OBCs. Similarly,
Jawaharlal Nehru was the Prime Minister in 1961, then he refused. After this,
Indira Gandhi, Morarji Desai, Narasimha Rao, Pandit Atal Bihari Vajpayee,
Pranab Mukherjee also committed fraud with OBCs in relation to caste-based
counting. Till 2011, it continued to be an act of fraud.
The
Constitution came into force on 26 January 1950. Babasaheb Ambedkar became a
cabinet minister, after this, he raised the issue of identifying the OBCs, that
the provision made in article 340 should be commissioned to identify them. But
when Jawaharlal Nehru refused, Babasaheb Ambedkar resigned from his law
ministry. Babasaheb Ambedkar resigned for the commission to identify the people
of OBC in India's history. No such example is available in independent India,
any OBC minister has resigned on this issue. But this information is not
available to the OBC people that Gandhi tried to get the rights to the OBCs and
Babasaheb Ambedkar tried to get the rights to the OBCs. The OBC should
