Congress assured OBC in the name of independence, but cheated after getting independence:

Many such incidents are happening during this lockdown. During this lockdown, for the last 5 months, the central government has been continuously trying to withdraw money by disinvesting the big public sector units. The government is selling the share of public sector LIC in it. LIC's name is coming out, ONGC's name is coming out. The government is also working to sell the big sector of banks and to sell money or their stake in it.
He said, not only this, the budget of continuous losses is being kept by the Central Government, there are no sources of reviving. In order to meet the deficit budget which is being kept, the Central Government is working to fill its deficit by selling to the public sector. Due to the policy of privatization of the banks which are being insolvent, the whole process has come before the country. He further said that if the reservation policy of India is to be known, the Constitution came into force on 26 January 1950. As soon as the constitution came into force, the reservation of SC, ST in this country was implemented in 22: 5 percent reservation. Similarly, 22.5 percent reservation in posts in jobs or in the public sector, SC, ST had to be implemented as soon as the constitution came into force and its policy was made the basis.
Kumar Kale said, for the first time, the Brahmins had to share the SC, ST due to the implementation of the reservation policy in the power structure. For the first time, the Brahmins had to share the share of pride in policy making due to the implementation of reservation policy to SC and ST. The OBC was also assured in the Constituent Assembly that you will be given justice after getting independence. But no such provision was made at that time. Similarly, in the case of Kalelkar Commission, backward classes were cheated. The Congress was assured in the name of independence to give the rights to the people of backward classes. अधिवेशन को संबोधित करते हुए कुमार काले (राष्ट्रीय महासचिव, प्रशिक्षण) ने कहा, इस देश में महामारी के नाम पर जो
लॉकडाउन थोपा गया है, इस
लॉकडाउन के दौरान केंद्र सरकार के द्वारा लगातार इस देश के मूल निवासियों के विरोध
में बहुत सारे निर्णय लिए जा चुके हैं. कार्यपालिका के माध्यम से हो चाहे
न्यायपालिका के माध्यम से हो, चाहे शिक्षा के क्षेत्र से जुड़ा हो, चाहे नौकरियों के क्षेत्र से जुड़ा हुआ
हो या चाहे परीक्षा का मामला हो. बहुत सारी ऐसी घटनाएं इस लॉकडाउन के दौरान हो रही
हैं. इसी लॉकडाउन के दौरान पिछले 5 महीनों से लगातार केन्द्र सरकार पब्लिक
सेक्टर के जो बड़े-बड़े यूनिट्स हैं उनको डिसइनवेस्टमेंट करके पैसा निकालने के लिए
लगातार प्रयास कर रही है. उसमें पब्लिक सेक्टर एलआईसी का हिस्सा बेचने का काम
सरकार द्वारा किया जा रहा है. एलआईसी का नाम सामने आ रहा है, ओएनजीसी का नाम सामने आ रहा है. सरकार
बैंकों का जो बड़ा सेक्टर है उसको भी बेचने और उसमें से पैसा या अपनी हिस्सेदारी
बेचने का काम कर रही है.

कहा, इतना ही
नहीं लगातार घाटे का बजट सेंट्रल गवर्नमेंट के द्वारा रखा जा रहा है, रिवनिंग के कोई र्सोसेज नहीं हैं. जो
डिफिसिएट बजट रखा जा रहा है उसको पूरा करने के लिए केन्द्र सरकार पब्लिक सेक्टर को
बेचकर अपना घाटा पूरा करने का काम कर रही है. जिन बैंकों का दिवाला किया जा रहा है
उन सारे निजीकरण की नीति की वजह से सारी प्रक्रिया देश के सामने आ चुकी है. आगे
कहा कि भारत की आरक्षण नीति को जानना है तो जैसे 26 जनवरी 1950 को संविधान लागू हुआ. संविधान लागू
होते ही इस देश के एससी, एसटी को 22ः5 प्रतिशत रिजर्वेशन संविधान में ही लागू
कर दिया गया था. इसी तरह से नौकरियों में पदों या पब्लिक सेक्टर में 22.5 प्रतिशत रिजर्वेशन एससी, एसटी को संविधान लागू होते ही लागू
करना पड़ा और उसकी नीति को आधार बनाया गया.

काले ने कहा, पहली बार
ब्राह्मणों को पावर स्ट्रक्चर में रिजर्वेशन नीति लागू होने के कारण एससी, एसटी को हिस्सेदारी देनी पड़ी. पॉलिसी
मेकिंग में गर्वमेंट शेयर में हिस्सा ब्राह्मणों को पहली बार यह एससी, एसटी को आरक्षण नीति लागू होने के कारण
देना पड़ा. ओबीसी को भी संविधान सभा में आश्वासन दिया गया था कि आजादी मिलने के बाद
आपको भी न्याय दिया जायेगा. लेकिन उस समय ऐसा कोई प्रावधान नहीं किया गया. इसी तरह
से कालेलकर कमीशन के मामले में भी बैकवर्ड क्लासेस के साथ धोखा किया गया. बैकवर्ड
क्लासेस के लोगों को हक अधिकार देने के लिए आजादी के नाम पर कांग्रेस के द्वारा
आश्वासन दिया गया था. मगर आजादी मिलने के बाद कांग्रेस ने ओबीसी के साथ धोखा किया, इस बात को ओबीसी को समझना बहुत ज्यादा
