विश्व मूलनिवासी दिवस
‘‘9 अगस्त विश्व मूलनिवासी दिवस के अवसर पर Nayak1 की ओर से देश के 85 प्रतिशत मूलनिवासी बहुजन समाज को हार्दिक
शुभकामनाएं’’
बता दें कि यूएनओ की स्थापना 24 अक्टूबर 1945 को हुई. इसका मुख्यालय न्यूयार्क में है तथा वर्तमान में इसके 193 देश सदस्य हैं. भारत भी यूएनओ का 30 अक्टूबर 1945 से सदस्य है. इसके बाद भी ब्राह्मणों ने यह बात किसी को पता नहीं होने दी. मूलनिवासियों के मानवाधिकारों को लागू करने और उनके संरक्षण के लिए 1982 में संयुक्त राष्ट्र संघ (यूएनओ) ने एक कार्यदल ‘‘यूनाईटेड नेशनल वर्किंग ग्रुप ऑन इंडिगेंस पॉपुलेशन’’ (यूएनडब्ल्यूजीओआईपी) के आयोग का गठन किया था, जिसकी पहली बैठक 9 अगस्त 1982 को हुई. प्रत्येक वर्ष 9 अगस्त को ‘‘विश्व मूलनिवासी दिवस’’ यूएनए द्वारा अपने कार्यालय एवं अपने सदस्य देशों को मनाने का निर्देश दिया था. मूलनिवासी बहुजन समाज की समस्याओं के निराकरण हेतु विश्व के देशों का ध्यान आर्षित करने के लिए सबसे पहले यूएनओ ने 1982 में होने वाले सम्मेलन के 300 पन्नों के एजेंडे में 40 विषय रखा, जो 4 भागों में बांटे गए. तीसरे भाग में रियोडीजनेरो (ब्राजील) सम्मेलन में विश्व के मूलनिवासियों की स्थिति की समीक्षा की और प्रस्ताव पारित किया. यूएनओ ने यह महसूस किया कि 21वीं सदी में भी विश्व के विभिन्न देशों में निवासरत मूलनिवासी समाज अपनी उपेक्षा, बेरोजगारी एवं बंधुआ बाल मजदूरी जैसी समस्याओं से ग्रसित हैं.
1993 में यूएनडब्ल्यूजीआईपी कार्य दल के 11वें अधिवेशन में मूलनिवासी घोषणा प्रारूप को मान्यता मिलने पर 1994 को ‘मूलनिवासी वर्ष’ व 9 अगस्त को ‘‘विश्व मूलनिवासी दिवस’’ घोषित किया. अतः मूलनिवासियों को हक अधिकार दिलाने और उनकी समस्याओं का निराकरण, भाषा, संस्कृति, इतिहास के संरक्षण के लिए यूएनओ की महासभा द्वारा 9 अगस्त 1994 को जेनेवा शहर में विश्व के मूलनिवासी प्रतिनिधियों का विशाल एवं विश्व का ‘प्रथम अन्तर्राष्ट्रीय मूलनिवासी दिवस’ का सम्मेलन आयोजित किया. मूलनिवासियों की संस्कृति, भाषा, उनके मूलभूत हक एवं अधिकारों को सभी ने एकमत से स्वीकार किया और उनके सभी हक अधिकार बरकरार रहें इस बात की पुष्टि की गयी. साथ ही यूएनओ ने ‘हम आपके साथ हैं’ यह वचन भी मूलनिवासियों को दिया. यूएनओ ने व्यापक चर्चा के बाद 21 दिसंबर 1994 से 20 दिसंबर 2004 तक प्रथम मूलनिवासी दशक तथा प्रत्येक वर्ष 9 अगस्त को ‘‘विश्व मूलनिवासी दिवस’’ मनाने का फैसला लिया और विश्व के सभी देशों को मनाने का निर्देश दिया.
तब से लेकर अब तक विश्व के समस्त
देशों में 9 अगस्त को विश्व मूलनिवासी दिवस मनाया जाने लगा.
किन्तु, अफसोस भारत की ब्राम्हणवादी सरकारों ने मूलनिवासियों
के साथ धोखा करते हुए भारत में इस दिन के बारे में आज तक किसी को नहीं बताया और ना
ही आज तक इस पर चर्चा ही किया. जबकि, यूएनओ ने पुनः 16 दिसंबर 2004 से 15 दिसंबर 2014 तक फिर ‘दूसरा मूलनिवासी दशक’ घोषित किया.
जेनेवा के सम्मेलन में भारत की
मनुवादी सरकार ने अपने प्रतिनिधि के रूप में डॉ. बाबासाहब अम्बेडकर के सगे पौत्र
प्रकाश अम्बेडकर द्वारा यूएनओ को यह अवगत कराया कि भारत में संयुक्त राष्ट्र संघ
द्वारा परिभाषित देशज अर्थात मूलनिवासी भारतीय लोग ही नहीं हैं और न ही यहाँ के
अनुसूचित जाति, जन जातियों से किसी भी प्रकार का सामाजिक, राजनीतिक, आर्थिक व शैक्षिक पक्षपात हो रहा है. इस तरह से संयुक्त राष्ट्र संघ में
ग्लोबल इकनॉमी के संबंध में मूलनिवासियों को जो प्रतिनिधित्व मिलने वाला था, उसे मनुवादियों ने प्रकाश अम्बेडकर के माध्यम से
समाप्त कर दिया.
यूएनओ द्वारा पिछले 22 वर्षों से निरन्तर विश्व मूलनिवासी दिवस मनाया जा रहा
है. किन्तु, भारत के मूलनिवासी बहूजनों को इसकी कोई जानकारी नहीं
होने दी. इसको मद्देनजर रखते हुए अन्तर्राष्ट्रीय मंच पर मूलनिवासियों की समस्याओं
को मजबूती के साथ रखने के सन्दर्भ में बामसेफ के राष्ट्रीय एवं अन्तर्राष्ट्रीय
अध्यक्ष वामन मेश्राम साहब ने 23 जुलाई 2016 को लंदन (इंग्लैंड), 26 जुलाई 2016 को पेरिस (फ्रांस) व 01 अगस्त 2016 को रोम (इटली) में बामसेफ द्वारा अन्तर्राष्ट्रीय
सेमिनारों का आयोजन किया गया. फिर वामन मेश्राम साबह के इस कोशिश को नाकाम करने के
लिए आरएसएस प्रमुख मोहन भागवत ने लन्दन में गया और बोला कि भारत में हिन्दू नामक
का कोई धर्म नहीं है, बल्कि एक परम्परा है.

Riodjennaro (Brazil) conference. The UNO realized that even in the 21st
century, the indigenous tribes living in different countries of the world are
suffering from problems like neglect, unemployment and bonded child labor.
In 1993, when the
11th Session of the UNWGIP Working Group recognized the Native Declaration
Form, 1994 declared 1994 as the Year of the Native and 9 August as the
"World Origin Day". Hence, UNO's General Assembly organized a huge
conference of the world's indigenous representatives on 9 August 1994 and the
world's 'first international indigenous day' in the city of Geneva, for the
rights of the indigenous people and to solve their problems, to preserve
language, culture and history. did. The culture, language, fundamental rights
and rights of the indigenous people were all unanimously accepted and all their
rights remain intact. At the same time, the UNO also gave the promise 'We are
with you' to the indigenous people. After extensive discussion, the UNO decided
to celebrate the first indigenous decade from 21 December 1994 to 20 December
2004 and "World Native Day" on 9 August each year and directed all
the countries of the world to celebrate it.
From then until now,
World Native Day was celebrated on August 9 in all countries of the world.
However, regrettably the brahmanical governments of India, while cheating the
indigenous people, did not tell anyone about this day in India till date and
neither discussed it till date. Whereas, UNO again declared 'second indigenous
decade' from 16 December 2004 to 15 December 2014.
At the Geneva
conference, the Manuwadi government of India, as its representative, Prakash
Ambedkar, the grandson of Dr. Babasaheb Ambedkar, informed the UNO that in
India, there is no indigenous people defined by the United Nations, nor are
there indigenous people. There is any kind of social, political, economic and
educational discrimination against Scheduled Castes and Scheduled Castes. In
this way, the representation of the indigenous people in relation to the global
economy in the United Nations was abolished by Manuvadis through Prakash
Ambedkar.
UNO is continuously
celebrating World Moolivasi Divas for the last 22 years. However, the
indigenous Bahujans of India did not let anyone know about it. Keeping this in
view, Bamsef's National and International President Waman Meshram Saheb on 23
