चरम पर बेरोजगारी के बाद भी खाली पद नहीं भर रही सरकार
बीएसएफ, सीआरपीएफ में 1 लाख से ज्यादा पद रिक्त
देश में नौकरियों की भारी किल्लत है, जिसकी वजह से बेरोजगारों की बहुत बड़ी फौज खड़ी हो
गई है. इसके बाद भी केन्द्र
की मोदी सरकार कई विभागों में खाली पड़े लाखों पदों को नहीं भर रही है. उलटा एक तरह से सरकारी अभियान चलाकर
उन खाली पदों को खत्म करने का काम कर रही है. केंद्र सरकार ने सोमवार को बताया कि बीएसएफ और सीआरपीएफ में
करीब एक लाख पद खाली पड़े हैं. इनमें से अधिकतर खाली सेवानिवृत्ति, इस्तीफों और मौतों की वजह से हुए हैं. यहां पर
गौर करने वाली बात यह है कि यह बात खुद सरकार कह रही है. ऐसे लगता है कि यह सरकार के लिए बड़े ही गर्व और
गौरव की बात है. होगा भी क्यों नहीं, क्योंकि सरकार में आने के बाद बीजेपी तकरीबन साढ़े छह सालों से यही तो कर रही
है. बीते कई सालों में सरकार करोड़ों नौकरियों और खाली पदों को खत्म किया है. यह मामला यही नहीं रूका है, बल्कि
सरकार कर्मचारियों को जबरन रिटायर करने के लिए कानून भी बना चुकी है.
गौरतलब है कि केंद्रीय गृह राज्य मंत्री नित्यानंद राय ने कहा
कि सीमा सुरक्षा बल (बीएसएफ) में सबसे अधिक रिक्तियां
28,926 हैं, इसके बाद केन्द्रीय रिजर्व पुलिस बल (सीआरपीएफ) में 26,506, केन्द्रीय औद्योगिकी सुरक्षा बल (सीआईएसएफ)
में 23906, सशस्त्र सीमा बल (एसएसबी) में 18,643, भारत तिब्बत सीमा पुलिस आईटीबीपी में 5,784 और असम राइफल्स
में 7328 पद रिक्त हैं. उन्होंने एक प्रश्न के लिखित उत्तर में कहा, ‘‘सीएपीएफ और असम राइफल्स में रिक्तियां सेवानिवृत्ति
, इस्तीफे, मृत्यु, नए इकाई के बनाने, नए पदों के सृजन, कैडर समीक्षा आदि के कारण उत्पन्न होती हैं। इन रिक्तियों में से
अधिकतर कांस्टेबल ग्रेड में हैं.’’
राय ने कहा कि इन रिक्तियों को भरने के लिए एक स्थापित
प्रक्रिया है जैसे मौजूदा प्रावधानों के अनुसार सीधी भर्ती,
पदोन्नति और प्रतिनियुक्ति के माध्यम से भर्ती की जाती है. मंत्री ने कहा कि सरकार ने सीएपीएफ में रिक्त पदों को भरने
के लिए त्वरित कदम उठाए हैं, जो एक सतत प्रक्रिया है.
बता दें कि केवल बीएसएफ, सीआरपीएफ या
अन्य सैन्य विभागों में ही नहीं लाखों पद रिक्त हैं, बल्कि केन्द्रीय विश्वविद्यालय
से लेकर अन्य विभागों में भी लाखों पद रिक्त पड़े हैं, जिसे भरने के बाजाए केन्द्र सरकार खाली पदों को ही खत्क कर रही

are lying vacant in BSF and CRPF. Most of these are due to vacant retirement,
resignations and deaths. The thing to note here is that the government itself

this for almost six and a half years. In the last several years, the government
has eliminated crores of jobs and vacant posts. This case has not stopped, but
the government has also made a law to forcibly retire the employees.
It is worth noting that Union Minister of State for Home
Affairs Nityanand Rai said that the maximum vacancies in the Border Security
Force (BSF) are 28,926, followed by 26,506 in the Central Reserve Police Force
(CRPF), 23906 in the Central Industrial Security Force (CISF), Armed Border Force.
(SSB) 18,643 posts, 5,784 posts in Indo-Tibetan Border Police ITBP and 7328
vacancies in Assam Rifles. He said in a written reply, "Vacancies in CAPF
and Assam Rifles arise due to retirement, resignation, death, creation of new
units, creation of new posts, cadre review etc. Most of these vacancies are in
the constable grade. "
Rai said that there is an established procedure to fill these
vacancies as per existing provisions, recruitment is done through direct
recruitment, promotion and deputation. The minister said that the government
has taken quick steps to fill the vacant posts in CAPF, which is a continuous
process.
Explain that not only lakhs of posts are vacant not only in
BSF, CRPF or other military departments, but lakhs of posts are lying vacant in
other departments from the Central University, which is being filled by the
