लोगों को बेरोजगार बना रही है तो वहीं दूसरी तरफ कोरोना महामारी ने मोदी सरकार को
भारत के लोगों को बेरोजगार बनाने का एक और मौका दे दिया है. इसी मौके का फायदा उठाते हुए सरकार ने
कंपनियों से लेकर कई सरकारी विभागों को न केवल बेच रही है, बल्कि सरकारी नौकरियों को भी खत्म करने
का काम बड़े पैमाने पर कर रही है. यही नहीं सरकार ने लॉकडाउन की आड़ में बचे-खुचे
छोटे-छोटे रोजगार को भी खत्म कर दिया. नतीजा यह हुआ कि करोड़ों लोगों के सामने
भुखमरी का संकट खड़ा हो गया. हालांकि, कोरोना महामारी ने पूरी दुनिया के
रोजगार पर गहरा असर डाला है. जिसके चलते दुनियाभर में तकरीबन 50 करोड़ लोग बेरोजगार बन गए है. अगर भारत
की बात करें तो अकेले भारत में 2 करोड़ से
ज्यादा लोगों ने अपनी नौकरियाँ गंवाई हैं.
ग़ौरतलब है कि कोरोना वायरस के चलते
दुनिया भर में लाखों लोगों की मौत हुई तो करोड़ों लोगों की आजीविका भी छिनी है.
इंटरनेशनल लेबर ऑर्गनाइजेशन के मुताबिक दुनिया भर में इस संकट के चलते 50 करोड़ लोगों को अपना रोजगार खोना पड़ा
है. इसमें से 2 करोड़ लोग
अकेले भारत से ही हैं. हालांकि भारत का यह आंकड़ा और ज्यादा हो सकता है, क्योंकि सीएमआईई के डाटा में संगठित
उद्योग को लेकर ही यह बात कही गई है. इंटरनेशनल लेबर ऑर्गेनाइजेशन के मुताबिक
कोरोनावायरस उम्मीद से कहीं ज्यादा भयानक साबित हो रहा है. आईएलओ का कहना है कि
कोरोनावायरस से ग्लोबल वर्किंग ऑवर्स को जितने नुकसान की उम्मीद थी वास्तविक नुकसान
अनुमान से कहीं ज्यादा है.
वहीं दूसरी तिमाही में वर्किंग ऑवर 2019 के अंत से 17 फ़ीसदी कम है. इस आंकड़े में लगभग 500 मिलियन नौकरियां आती हैं जो जून के
अनुमानित आंकड़े 400 मिलियन से
100 मिलियन ज्यादा हैं. इंटरनेशनल लेवल
ऑर्गेनाइजेशन ने यह भी अनुमान लगाया है कि सरकार समर्थित प्रोग्राम्स को छोड़कर
विश्वभर में लेबर इनकम लॉस 3.5 ट्रिलियन
डॉलर के आसपास है. दूसरे हॉफ में स्थितियों के सुधरने की उम्मीद है, लेकिन जून से लगातार आउटलुक बेहाल हुआ
है. बेसलाइन सिनेरियो में चौथी तिमाही में होने वाला नुकसान 245 मिलियन नौकरियों के बराबर होगा है.
इस निराशाजनक परिणाम के अनुसार यह
नुकसान 500 मिलियन
नौकरियों के बराबर भी हो सकता है. कोरोना के लगातार बढ़ते मामलों के कारण दूसरे हॉफ
में नुकसान इंटरनेशनल लेबर ऑर्गेनाइजेशन के पिछले अनुमान से ज्यादा होगा. आईएलओ के
अनुसार उभरती अर्थव्यवस्थाओं में नौकरियों को ज्यादा नुकसान हुआ है क्योंकि वहां
पर वर्क फ्रॉम होम और इनफार्मल वर्क के कम अवसर उपलब्ध हैं.
बता दें कि लंबी अवधि के लिए भी
इंटरनेशनल लेबर ऑर्गेनाइजेशन के आंकड़े चिंताजनक हैं. संयुक्त राष्ट्र की संस्था के
मुताबिक रोजगार में गिरावट ने इनएक्टिविटी को भी बढ़ाया है. इसके कारण लोगों का
लेबर मार्केट से कटाव हो सकता है, जिसकी वज़ह
से जॉब रिकवरी में देरी होगी और असमानता बढ़ेगी. गौरतलब है कि सीएमआईई के डाटा में

सैलरीड क्लास की नौकरियां छिनने की बात कही गई है, इनमें से 81 लाख लोग जुलाई और अगस्त महीने में ही
