देश में नौकरियों की भारी किल्लत आज कोई नई बात नहीं है. बल्कि, कांग्रेस के जमाने से होती आ रही है. वहीं बीजेपी की सरकार में काफी इजाफा हो गया है. दरअसल कांग्रेस और बीजेपी की सरकारें कभी भी नई भर्तियाँ नहीं होने दी हैं, बल्कि नई भर्तियों पर रोक लगाने का काम किया है. दोनों सरकारें अपने-अपने समय पर हर क्षेत्र में निजीकरण लागू कर नौकरियां खत्म करने का अभियान चलाई हैं, जिसके कारण आज देश में नौकरियों का अकाल पड़ गया है. अलबत्ता दोनों सरकारों ने गरीबों को रोजगार देने के नाम पर मनरेगा को ज्यादा बढ़ावा दिया, किन्तु लॉकडाउन के पहले तक मनरेगा से भी गरीबों का भला नहीं हुआ है. लेकिन, लॉकडाउन में गरीब, मजदूर यहां तक की दुकानदार से लेकर तृतीय एवं चतुर्थ श्रेणी में नौकरी करने वाले लोग भी मनरेगा में काम करने के लिए मजबूर हो गए. क्योंकि, लॉकडाउन के चलते जहां करोड़ों गरीब, मजदूरों के सामने भुखमरी का संकट खड़ा हो गया तो वहीं दुकानदार से लेकर तृतीय एवं चतुर्थ श्रेणी में नौकरी करने वाले लोग भी भुखमरी की दहलीज पर खड़ा हो गए. नतीजा यह हुआ कि गरीब तो गरीब सरकारी मास्टर भी मनरेगा में काम करने लगे. इसका अंदाजा इन आंकड़ों से लगाया जा सकता है कि लॉकडाउन के 5 महीने में 83 लाख लोग मनरेगा मजदूर बन गए.
इस बात
में दो राय नहीं है कि लॉकडाउन के चलते देश की अर्थव्यवस्था खस्ता हो चुकी है, जिसके चलते बेरोजगारी बहुत तेजी से बढ़
रही है. ऐसे में कोरोना काल में मनरेगा प्रवासी मजदूरों के लिए वरदान बताया गया था
लेकिन, लॉकडाउन
के पहले इसका भी कोई खास फायदा नहीं हुआ. हालांकि चालू वित्त वर्ष के पहले पांच महीनों के दौरान इस योजना के तहत 83 लाख से अधिक नए परिवारों को जॉब कार्ड
जारी किए गए हैं. गौरतलब है कि 1 अप्रैल से 3 सितंबर के
बीच जो संख्या सामने आई है यह पिछले सात वर्षों के वार्षिक वृद्धि से अधिक है.
पूरे 2019-20 वर्ष में 64.70 लाख नए जॉब कार्ड जारी किए गए थे, यह उसमें 28.32 प्रतिशत की छलांग है. नए जॉब कार्डों
में तेज वृद्धि तब आई जब कोरोना के चलते पूर्व देश में लॉकडाउन लागू कर दिया गया
और प्रवासी मजदूरों को मजबूर होकर बड़ी संख्या में अपने गांव लौटना पड़ा.

के अनुसार, 83.02 लाख नए
जॉब कार्ड में से सबसे ज्यादा उत्तर प्रदेश में 21.09 लाख, उसके बाद बिहार में 11.22 लाख, पश्चिम बंगाल में 6.82 लाख, राजस्थान में 6.58 लाख और मध्य प्रदेश में 5.56 लाख लोग शामिल हुए हैं. इसमें बड़ी
संख्या में अपने गांव लौटने वाले प्रवासी मजदूर शामिल हैं. मनरेगा के तहत, प्रत्येक ग्रामीण परिवार एक जॉब कार्ड
का हकदार होता है, लेकिन बड़े
पैमाने पर कार्ड रद्द ही हुए हैं. डेटा से पता चलता है कि इस वित्तीय वर्ष में अब
तक 10.39 लाख नरेगा
जॉब कार्ड रद्द किए गए हैं. वहीं साल 2019-20 में 13.97 लाख कार्ड रद्द किए गए थे. जबकि 3 सितंबर, 2020 तक देश में जॉब कार्डों की संचयी

The huge shortage
of jobs in the country is not a new thing today. Rather, it has been happening
since the time of Congress. At the same time, the BJP government has increased
a lot. In fact, Congress and BJP governments have never allowed new
recruitments, but have done the work of stopping new recruitments. Both the
governments have started a campaign to eliminate jobs by implementing
privatization in every sector on their own time, due to which there is a famine
of jobs in the country. However, both the governments gave more boost to the
MNREGA in the name of giving employment to the poor, but the MNREGA has not
benefitted the poor even before the lockdown. But, in lockdown, the poor,
laborers even from shopkeepers to those working in class III and IV were also
forced to work in MNREGA. Because, due to the lockdown, where crores of poor
and laborers faced the hunger crisis, the shopkeepers to the third and fourth
class jobs also stood on the threshold of starvation. As a result, even the
poor government master started working in the MNREGA. It can be estimated from
these figures that 83 lakh people became MNREGA laborers in 5 months of
lockdown.
There is no
doubt that the economy of the country has collapsed due to the lockdown, due to
which unemployment is increasing very fast. In such a situation, it was said to
be a boon for the MNREGA migrant laborers in the Corona period, but before the
lockdown it did not have any special benefit. However, during the first five
months of the current financial year, more than 83 lakh new families have been
issued job cards under this scheme. Significantly, the number which has been
revealed between 1 April and 3 September is more than the annual increase of
the last seven years. 64.70 lakh new job cards were issued in the entire 2019-20
year, this is a jump of 28.32 percent. The sharp rise in new job cards came
when the lockdown was implemented in the former country due to Corona and
forced the migrant laborers to return to their villages in large numbers.
According to
the report, out of 83.02 lakh new job cards, 21.09 lakh in Uttar Pradesh,
followed by 11.22 lakh in Bihar, 6.82 lakh in West Bengal, 6.58 lakh in
Rajasthan and 5.56 lakh in Madhya Pradesh. This includes a large number of
migrant laborers returning to their villages. Under the MNREGA, every rural
household is entitled to a job card, but the cards have largely been canceled.
Data shows that so far 10.39 lakh NREGA job cards have been canceled in this
financial year. At the same time, in the year 2019-20, 13.97 lakh cards were
canceled. While the cumulative number of job cards in the country is 14.36
