देश में अगर चुनाव आयोग पर यह अरोप लगाए जा रहे हैं कि ईवीएम के
साथ-साथ चुना आयोग भी हैक हो गया तो इसमें कोई अतिश्योक्ति नहीं है. क्योंकि, जिस तरह से चुनाव आयोग ने बिहार विधानसभा चुनाव के दौरान फ्री
में कोरोना वैक्सिन देने वाले बीजेपी के बयान पर आचार संहिता का उलंघन करने से
इनकार किया है उससे तो यही साबित होता है कि चुनाव आयोग ईवीएम की तरह हैक हो चुका
है. कितनी चतुराई से चुनाव आयोग ने कहा है कि बिहार चुनाव में लोगों को मुफ्त
कोविड-19 वैक्सीन देने का भाजपा द्वारा घोषणापत्र
में किया गया वादा चुनाव आचार संहिता का उल्लंघन नहीं है. यह इस बात का सबूत है कि
चुनाव आयोग बिक चुका है. इसमें कोई दो राय नहीं है.
इंडियन एक्सप्रेस की रिपोर्ट के अनुसार, पिछले हफ्ते की गई इस घोषणा के बारे में दर्ज कराई गई एक शिकायत
पर फैसला करते हुए चुनाव आयोग ने यह कहा है. चुनाव आयोग ने भाजपा को यह क्लीन चिट
आरटीआई कार्यकर्ता साकेत गोखले की शिकायत पर दी है. गोखले ने आरोप लगाया था कि यह
देखते हुए कि वैक्सीन नीति अभी तक तय नहीं की गई है, यह घोषणा केंद्र सरकार की शक्तियों का घोर उल्लंघन था और
मतदाताओं को गुमराह करने का प्रयास किया गया था. चुनाव आयोग ने यही रुख लोकसभा
चुनाव के दौरान कांग्रेस की न्याय योजना के दौरान दर्ज कराई गई शिकायत पर भी
अपनाया था जिसके तहत कांग्रेस ने करीब 25 करोड़ लोगों को प्रति
माह छह हजार रुपये की राशि देने की घोषणा की थी.
गोखले की शिकायत पर 28 अक्टूबर को दिए गए
जवाब में आयोग ने चुनाव आचार संहिता के तीन प्रावधानों का उल्लेख किया था जिसमें
कहा गया था कि चुनाव घोषणापत्र में संविधान के विपरित कुछ भी शामिल नहीं होना
चाहिए, चुनावी प्रक्रिया की पवित्रता को भंग करने
वाले या मतदाता पर अनुचित प्रभाव डालने वाले वादों से बचना चाहिए और वादों के पीछे
तर्क को प्रतिबिंबित करना चाहिए. जवाब में यह भी कहा गया कि घोषणापत्र हमेशा एक
विशेष चुनाव के लिए जारी किए जाते हैं.
आयोग ने कहा, उपरोक्त के मद्देनजर
आदर्श आचार संहिता के किसी भी प्रावधान का कोई उल्लंघन तत्काल मामले में नहीं देखा
गया है. अगर वहीं अन्य पार्टियां इस तरह से बयान देती तो निशित तौर पर चुनाव आयोग
अब तक उनपर कार्यवाही कर दिया होता. लेकिन बीजेपी के इस बयान पर सीधा कह दिया कि
यह आचार संहिता का उलंघन नहीं है. बता दें कि भाजपा की घोषणा ने बिहार में जारी
चुनाव में राजनीतिक विवाद पैदा कर दिया था और इसकी राजद, कांग्रेस और अन्य विपक्षी दलों ने महामारी का राजनीतिकरण करने
और लोगों में बीमारी व भय बेचने का आरोप लगाया था.

country if the Election Commission is being accused that along with EVMs, the
Election Commission is hacked. Because, the way the Election Commission has
refused to violate the code of conduct on the BJP's statement giving corona
vaccine for free during the Bihar Assembly elections, it proves that the
Election Commission has been hacked like EVM. How cleverly the Election
Commission has said that the promise made by the BJP in the manifesto of giving
free Kovid-19 vaccine to the people in Bihar elections is not a violation of the code
of conduct. This is proof that the Election Commission has been sold. There are
no two opinions in this.
According to the report of the Indian
Express, the Election Commission has said this while deciding on a complaint
lodged about this announcement made last week. The Election Commission has
given this clean chit to the BJP on the complaint of RTI activist Saket
Gokhale. Gokhale had alleged that the announcement was a gross violation of the
powers of the central government and an attempt to mislead the voters, given
that the vaccine policy had not yet been decided. The Election Commission had
also adopted the same stance on the complaint lodged during the Congress' plan
of justice during the Lok Sabha elections, under which the Congress had
announced an amount of six thousand rupees per month to about 25 crore
people.
In its reply to Gokhale's complaint
on October 28, the Commission referred to three provisions of the Election Code of
Conduct, stating that the election manifesto should not contain anything
contrary to the Constitution, violating the sanctity of the electoral process
or Promises that have an undue influence on the voter should be avoided and the
reasoning behind the promises should be reflected. In response, it was also
said that manifestos are always issued for a special election.
The Commission said, in view of the
above, no violation of any provision of Model Code of Conduct has been observed
in the instant case. If the other parties had given statements in this way, the
Election Commission would have acted on them by now. But on this statement of
BJP, he said that this is not a violation of the code of conduct. Let me tell
you that the announcement of BJP created political controversy in the ongoing
elections in Bihar and its RJD, Congress and other opposition parties accused
the politician of politicizing the epidemic and selling sickness and fear among
the people.
