देश के करोड़ों प्रवासी मजदूर लॉकडाउन
का वो गहरा जख्म नहीं भूले हैं जो मोदी सरकार ने उन्हें लॉकडाउन के दौरान दिया है.
आज भी वो दिन याद करके रोंगटे खड़े हो जाते हैं. यह भारत के इतिहास में अब तक की
सबसे विभत्स घटना है जो आज तक कभी नहीं देखने को मिली. इसका असर आज भी देखने को
मिल रहा है जहां करोड़ों लोग बेरोजगारी के चलते गरीबी का दंश झेल रहे हैं तो करोड़ों
गरीब भुखमरी में जीने के लिए मजबूर हो गए हैं. यहां तक की हजारों लोग भुखमरी के
चलते मौत के मुँह में समा चुके हैं. यही नहीं हजारों से ज्यादा लोग उस वक्त जानें
गंवा दी जब मोदी सरकार ने बुरे वक्त में उनकी मदद करने के बजाए न केवल उनको उनके
हाल पर छोड़ दिया, बल्कि रेल, बस बंद करके उनको भुखे प्यासे, बच्चों और गर्भवती महिलाओं के साथ
हजारों किलोमीटर पैदल चलने के लिए मजबूर कर दिया. यह एक तरह से केन्द्र
सरकार द्वारा गरबों और प्रवासी मजदूरों की हत्या की गई है.
गौरतलब है कि केन्द्र की मोदी सरकार ने
संकट काल के दौरान गरीब और प्रवासी मजदूरों को पहले गहरा जख्म दिया और अब वही
सरकार प्रवासी मजदूरों के लिए 116 जिलों के 3 लाख मजदूरों की स्किल ट्रेनिंग शुरू
करके उनके जख्मों पर मरहम लगाने का दिखावा कर रही है. मोदी सरकार में दर-दर की
ठोकर खा रहे प्रवासी मजदूरों को सशक्त करने के नाम पर उन्हें प्रशिक्षण देना शुरू
कर दिया है. इस बात की जानकारी कौशल विकास एवं उद्यमिता मंत्रालय ने गुरुवार को
देते हुए कहा कि उसने उत्तर प्रदेश, बिहार, राजस्थान, ओडिशा, मध्य प्रदेश और झारखंड के 116 जिलों की पहचान कर वहां के 3 लाख प्रवासी मजदूरों की ट्रेनिंग शुरू
कर दी है.
मंत्रालय ने कहा कि प्रधानमंत्री कौशल
विकास योजना 2016-2020 के तहत
इसका उद्देश्य कोविड-19 युग के
बाद केन्द्र की तरफ से प्रयोजित ट्रेनिंग से प्रवासी मजदूरों और ग्रामीण आबादी को
सशक्त करना है. जिला मजिस्ट्रेटों के साथ मिलकर मंत्रालय इन जिलों में 125 दिनों का कौशल विकास कार्यक्रम चला रहा
है. प्रशिक्षण की शुरुआत पहचान किए गिए कुछ जिलों में पहले ही शुरू हो चुका है और
आने वाले महीनों में धीरे-धीरे इसका दायरा अन्य हिस्सों में बढ़ता जाएगा.
पीएमकेवीवाई 2016-20 के तहत मौजूदा ट्रेनिंग देने वालों और
प्रोजेक्ट लागू करने वाली एजेंसियों के जरिए राष्ट्रीय कौशल विकास निगम प्रशिक्षण
कार्यक्रम चला रहा है. एक तरफ जहां शॉर्ट टाइम ट्रेनिंग प्रोग्राम के तहत डेढ लाख
प्रवासी कामगारों को प्रशिक्षित किया जा रहा है तो वहीं अन्य डेढ लाख प्रवासी
मजदूरों की पहचान की जा रही है. इन जिलों में स्थानीय नौकरियों की मांग और वापसी
करन वाले प्रवासियों को ट्रेनिंग देने का यह काम जिला प्रशासनों की तरफ से किया जा
रहा है. ग्रामीण विकास के लिए कौशल और उद्यमिता को बढ़ावा देने पर जोर देते हुए
कौशल विकास और उद्यमिता मंत्री महेन्द्र नाथ पांडेय ने कहा कि कौशल सशक्तिकरण के
लिए ग्रामीण विकास स्किल इंडिया मिशन का आधारभूत तत्व है, क्योंकि कुल काम करने वालों में 70 ग्रामीण भारत से आते हैं.
मजेदार बात तो यह है कि सरकार ने उस
कौशल विकास योजना के तहत ट्रेनिंग शुरू की है जो योजना पहले से ही फ्लॉप चल रही
है. क्या इससे ऐसा नहीं लगता है कि सरकार प्रवासी मजदूरों को मूर्ख बना रही है? सवाल है कि जो योजना पहले से ही फ्लॉप
है तो क्या उसके तहत आने वाली योजना चलेगी? इन सवालों का जवाब देश की पूरी जनता
जानती है कि यह योजना भी अन्य योजनाओं की तरह फ्लॉप हो जाएगी. क्योंकि सरकार की
मंशा से जाहिर होता है कि सरकार प्रवासी मजदूरों और गरीबों के लिए कुछ भी नहीं
करना चाहती है. इसका नजारा लॉकडाउन के दौरान देखने को मिल चुका है. @Nayak

The ministry said that under the Pradhan Mantri Kaushal Vikas Yojana
2016-2020, its objective is to empower the migrant laborers and rural
population through centrally sponsored training after the Kovid-19 era. The
Ministry, along with the District Magistrates, is running a 125-day skill
development program in these districts. The beginning of training has already
been identified in some districts and in the coming months, the scope will
gradually increase in other parts.
Under PMKVY 2016-20, the National Skill Development Corporation is
running training programs through existing training providers and project
implementing agencies. On one hand, under the short time training program, 1.5
lakh migrant workers are being trained, while the other one and a half lakh
migrant laborers are being identified. In these districts, this work is being
done by the district administrations to demand for local jobs and to train the
migrants who are returning. Emphasizing the promotion of skills and
entrepreneurship for rural development, the Minister for Skill Development and
Entrepreneurship, Mahendra Nath Pandey said that rural development is the
fundamental element of the Skill India Mission for skill empowerment, as 70 of
the total workers come from rural India. Huh.
The funny thing is that the government has started training under the
skill development scheme which is already running on the flop. Does it not seem
that the government is fooling the migrant laborers? The question is, if the
scheme which has already flopped, will the scheme come under it? The answer to
