राज्यों की पुलिस में 5.31 लाख और केंद्रीय बलों में 1.27 लाख पद ख़ाली
जब से केन्द्र में
बीजेपी की सरकार बनी है तब से केन्द्र सरकार ने जहां एक तरफ नौकरियों को खत्म करते
आई है तो वहीं दूसरी कर्मचारियों की छंटनी, जबरन रिटायर भी कर
रही है. नतीजा सामने है कि अलग-अलग राज्यों के पुलिस बल में कुल 5.31
लाख से ज्यादा पद
खाली पड़े हैं. इसी तरह सीआरपीएफ और बीएसएफ जैसे केंद्रीय सशस्त्र पुलिस बलों में
भी 1.27 लाख से अधिक पद रिक्त पड़े हैं.
आंकड़ों के मुताबिक, राज्यों एवं केंद्र शासित प्रदेशों के
पुलिस बलों में कुल 2,623,225 पद
स्वीकृत हैं, जबकि सेवा
में 2,091,488 पुलिसकर्मी
हैं. लिहाजा विभिन्न राज्यों के पुलिस बल में एक जनवरी 2020 तक 531,737 पद खाली पड़े थे. इन आंकड़ों में नागरिक

सशस्त्र पुलिस और भारतीय रिजर्व बटालियन के पद शामिल हैं. केंद्रीय गृह मंत्रालय
की इकाई बीपीआर एंड डी ने बताया कि पुलिस बलों में महिलाओं की संख्या 215,504 है, जो भारत में कुल पुलिस बल का 10.30 फीसदी है. पिछले वर्ष की तुलना में
महिला पुलिस कर्मियों की संख्या में 16.05 प्रतिशत का इजाफा हुआ है.
समाचार एजेंसी पीटीआई के मुताबिक, सीआरपीएफ, सीआईएसएफ, बीएसएफ, आईटीबीपी, एसएसबी, एनएसजी और असम राइफल आदि केंद्रीय
सशस्त्र पुलिस बलों में महिलाओं की संख्या महज 2.98 फीसदी है. इन बलों में कुल 29,249 महिला जवान हैं. आंकड़ों के मुताबिक, केंद्रीय सशस्त्र बलों (सीएपीएफ) में
कुल स्वीकृत पदों की संख्या 1,109,511 है, लेकिन एक
जनवरी 2020 तक
सीएपीएफ में कुल 982,391 कर्मचारी
काम कर रहे थे, यानी 1,27,120 कर्मचारियों की कमी है.
बीपीआर एंड डी ने बताया कि सीएपीएफ में
महिला कर्मचारियों की संख्या 29,249 है जो कुल
क्षमता का 2.98 प्रतिशत
है. उसके मुताबिक, सीएपीएफ
में केंद्रीय रिजर्व पुलिस बल (सीआरपीएफ), सीमा सुरक्षा बल (बीएसएफ), केंद्रीय औद्योगिक सुरक्षा बल, (सीआईएसएफ) भारत तिब्बत सीमा पुलिस
(आईटीबीपी), सशस्त्र
सीमा बल (एसएसबी), राष्ट्रीय
सुरक्षा गार्ड (एनएसजी) और असम राइफल्स शामिल हैं. प्रति पुलिसकर्मी अनुमन्य आबादी
(पीपीपी) 511.81 है और
जनसंख्या के लिहाज से स्वीकृत पुलिस अनुपात (पीपीआर) प्रति एक लाख की आबादी पर 195.39 पुलिसकर्मी हैं. पुलिस क्षेत्र अनुपात
(पीएआर) प्रति 100 वर्ग
किलोमीटर पर 79.80 पुलिसकर्मी
है.
आंकड़ों के मुताबिक, देश में 800 पुलिस जिले हैं और स्वीकृत थानों की
संख्या 16,955 है. कुल
राज्य सशस्त्र पुलिस बटालियन 318 हैं और
पुलिस आयुक्तालयों की संख्या 63 है.
बीपीआर एंड डी ने बताया कि राज्यों एवं केंद्र शासित पुलिस के पास कुल 202,925 पुलिस वाहन हैं. इसके अलावा 460,220 सीसीटीवी कैमरे हैं. सरकार ने 2019-20 में व्यय और पुलिस प्रशिक्षण में 1,566.85 करोड़ रुपये खर्च किए हैं. बीपीआर एंड
डी ने बताया कि उसने पुलिस संगठनों से जुड़े एक जनवरी 2020 तक के आंकड़े जारी किए हैं. उसने कहा कि
बीपीआर एंड डी 1986 से
वार्षिक आधार पर ‘पुलिस संगठनों से जुड़े आंकड़े’ (डीओपीओ) प्रकाशित करता रहा है.
बता दें कि बीते सितंबर महीने में
केंद्र सरकार ने संसद में जानकारी दी थी कि बीएसएफ और सीआरपीएफ जैसे केंद्रीय
सशस्त्र पुलिस बलों (सीएपीएफ) में एक लाख से अधिक पद रिक्त पड़े हैं. केंद्रीय गृह
राज्य मंत्री नित्यानंद राय ने कहा था कि सीमा सुरक्षा बल (बीएसएफ) में सबसे अधिक 28,926 खाली पद हैं, इसके बाद केंद्रीय रिजर्व पुलिस बल
(सीआरपीएफ) में 26,506, केंद्रीय
औद्योगिकी सुरक्षा बल (सीआईएसएफ) में 23,906, सशस्त्र सीमा बल (एसएसबी) में 18,643, भारत तिब्बत सीमा पुलिस आईटीबीपी में 5,784 और असम राइफल्स में 7,328 पद रिक्त हैं. इससे पहले बीते फरवरी
महीने में रक्षा राज्य मंत्री श्रीपद नाईक ने राज्यसभा में बताया था कि रक्षा
मंत्रालय में दो लाख से अधिक पद रिक्त हैं.
उन्होंने बताया था कि रक्षा मंत्रालय
में 239,740 पद रिक्त

के और 201,669 अन्य पद
हैं. नाईक ने बताया था कि सेना में अधिकारियों के 6,867 पद तथा जीसीओ एवं ओआर के 36,517 पद रिक्त हैं. उन्होंने बताया कि
नौसेना में अधिकारियों के 1,500 पद तथा
नौसैनिकों के 15,590 पद रिक्त

5.31 lakh vacancies in state police and 1.27 lakh vacancies in central
forces
Ever since the BJP government has been formed at the Center, the Central
Government has been eliminating jobs on the one hand, while on the other hand,
retrenchment of employees is also forcibly retiring. As a result, more than
5.31 lakh posts are lying vacant in the police forces of different states.
Similarly, more than 1.27 lakh posts are lying vacant in Central Armed Police
Forces like CRPF and BSF.
The Bureau of Police Research and Development (BPR & D) said on
Tuesday that 119,069 employees have been recruited in various police forces in
India in 2019.
According to the data, a total of 2,623,225 posts are sanctioned in the
police forces of the states and union territories, while there are 2,091,488
police personnel in the service. Therefore, 531,737 posts were lying vacant in
the police forces of various states till January 1, 2020. These figures include
the posts of civilian police, district armed police, special armed police and
Reserve Battalion of India. BPR & D, the unit of the Union Home Ministry,
said that the number of women in the police forces is 215,504, which is 10.30
percent of the total police force in India. There has been an increase of 16.05
percent in the number of women police personnel compared to last year.
According to the news agency PTI, the number of women in the Central
Armed Police Forces like CRPF, CISF, BSF, ITBP, SSB, NSG and Assam Rifle is
just 2.98 percent. There are a total of 29,249 women soldiers in these forces.
According to the data, the total number of sanctioned posts in the Central
Armed Forces (CAPF) is 1,109,511, but as of January 1, 2020, there were a total
of 982,391 employees in the CAPF, a shortfall of 1,27,120.
BPR & D stated that the number of women employees in CAPF is 29,249
which is 2.98 percent of the total capacity. According to him, CAPF consists of
Central Reserve Police Force (CRPF), Border Security Force (BSF), Central
Industrial Security Force, (CISF) Indo Tibetan Border Police (ITBP), Sashastra
Seema Bal (SSB), National Security Guard (NSG) and Assam Rifles are included.
The permissible population (PPP) per policeman is 511.81 and the
population-wise accepted police ratio (PPR) is 195.39 policemen per one lakh
population. The Police Area Ratio (PAR) is 79.80 policemen per 100 square
kilometers.
According to statistics, there are 800 police districts in the country
and the number of sanctioned police stations is 16,955. The total state armed
police battalions are 318 and the number of police commissionerates is 63. BPR
& D said that there are a total of 202,925 police vehicles with the states
and Union Territory Police. Apart from this, there are 460,220 CCTV cameras.
The government has spent Rs 1,566.85 crore in expenditure and police training
in 2019-20. BPR & D said that it has released data related to police
organizations till January 1, 2020. He said that BPR & D has been
publishing 'statistics related to police organizations' (DOPO) on an annual
basis since 1986.
Explain that in the last September, the Central Government had informed
in Parliament that more than one lakh posts are lying vacant in Central Armed
Police Forces (CAPF) like BSF and CRPF. Union Minister of State for Home
Affairs Nityanand Rai had said that the Border Security Force (BSF) has the
highest number of 28,926 vacancies, followed by 26,506 in the Central Reserve
Police Force (CRPF), 23,906 in the Central Industrial Security Force (CISF),
Armed Border Force ( There are 18,643 vacancies in SSB), 5,784 posts in ITBP
Indo-Tibetan Border Police and 7,328 vacancies in Assam Rifles. Earlier in the
month of February, Minister of State for Defense Shripad Naik had told in Rajya
Sabha that more than two lakh posts in the Ministry of Defense are vacant.
He had told that 239,740 posts are lying vacant in the Ministry of
Defense, out of which 3,782 posts are Group A, 34,289 posts are Group B and
201,669 other posts. Naik had told that 6,867 posts of officers in the army and
36,517 posts of GCO and OR are vacant. He informed that 1,500 posts of officers
and 15,590 posts of naval personnel are vacant in the Navy. Apart from this,
425 posts of officers and 10,425 posts of airmen are vacant in the Air Force.
