केंद्र की मोदी सरकार ने पहले सरकारी कर्मचारियों को
कभी उम्र का हवाला देकर तो कभी काम में अयोग्य का आरोप लगाकर उनको जबरन
नौकरी से निकाल दिया या जबरन रिटायर कर दिया और अब वही सरकार रिटायर्ड कर्मचारियों
को संविदा पर नौकरी दे रही है. मजेदार बात तो यह है कि सरकार ने उन कर्मचारियों को
65 वर्ष तक नौकरी करने का प्रावधान किया है. अब सबसे
बड़ा सवाल खड़ा होता है कि अगर सरकार कर्मियों को संविदा पर 65 वर्ष तक नौकरी करने का प्रावधान कर रही है तो फिर पहले से नौकरी
कर रहे सरकारी कर्मचारियों को 50 साल उम्र के ऊपर का
हवाला देकर उनको नौकरी से जबरन क्यों निकाला? दूसरी बात, चुंकि, सरकार रिटार्यड
कर्मियों को संविदा पर नौकरी देने की बात कर रही है तो रिटायर्ड कर्मचारी कितने
उम्र में रिटायर्ड हुए होंगे जो रिटायर्ड के बाद भी और 65 वर्ष तक नौकरी सकते हैं? जबकि, रिटायर्ड होने की उम्र सीमा पहले से ही 65 वर्ष निर्धारित है. हालांकि, अभी वर्तमान में मोदी सरकार 50 के ऊपर उम्र वाले कर्मियों को जबरन रिटायर कर रही है. क्या 65 वर्ष के उम्र में रिटायर्ड होने वाले कर्मचारियों को और 65 वर्ष तक (130 वर्ष) नौकरी करने की
छूट दे रही है? अगर सरकार को 65 वर्ष तक नौकरी करने की छूट दे रही है तो फिर सरकार ने
कर्मचारियों को 50 साल के उम्र का हवाला देकर उनको जबरन
रिटायर क्यों किया?
अगर बात सरकार के नीतियों की करें तो सरकार दोहरी
नीति अपना रही है. इसके पीछे असली मकसद यही है कि मोदी सरकार ने सरकारी
कर्मचारियों को कभी उम्र का हवाला देकर तो कभी काम में अयोग्य का आरोप लगाकर उनको
जबरन निकाल दिया या जबरन रिटायर करके उनके पदों को रिक्त कर दिया. इसका मतलब है कि
सरकार दोहरी नीति अपनाते हुए सरकारी कर्मचारियों को पहले सरकारी नौकरी से बेदखल कर
दिया. दूसरे शब्दों में सरकारी कर्मचारियों को सरकारी नौकरी से बेदखल करके उनको
बेहद कम पैसों पर प्राइवेट कंपनियों में काम करने के लिए मजबूर कर दिया. क्योंकि, सरकारी कर्मचारियों को नौकरी के दौरान ज्यादा वेतन के साथ सभी
सुविधाएं मिलती थीं. लेकिन प्राइवेट कंपनियों में कम पैसों के साथ कोई सुविधाएं
नहीं है. इससे साबित होता है कि सरकार ने सरकारी कर्मचारियों को इसलिए सरकारी
नौकरी से निकाला ताकि बाद में सरकार उन्हीं कर्मचारियों को संविदा (कम पैसों पर)
यानी मानधन पर नौकरी करा सके. इसके अलावा सरकार की कोई दूसरी मंशा हो ही नहीं सकती
है.
खबरों के अनुसार, सरकार कोरोना काल में विभिन्न मंत्रालयों और विभागों से
सेवानिवृत्त हुए अधिकारियों और कर्मियों को अनुबंध (संविदा) आधार पर नौकरी दे रही
है. अनुबंध वाले पदों में निदेशक, सलाहकार और निजी
सहायक से लेकर अनेक तकनीकी पद शामिल हैं. अब मंत्रालयों से ऐसे सवाल पूछे जा रहे
हैं कि अनुबंध आधार पर जो नौकरी दी जाएगी, उस व्यक्ति को
पारिश्रमिक कितना दिया जाए. दूसरे भत्ते मिलेंगे या नहीं? वित्त मंत्रालय के व्यय विभाग ने उन सभी नियमों का खुलासा किया
है कि ऐसे कर्मी 65 वर्ष तक नौकरी कर सकेंगे. सरकारी कर्मियों
की तरह इन्हें सभी भत्ते नहीं मिलेंगे, लेकिन उन्हें
कार्यालय के काम से कहीं बाहर भेजा जाता है तो उसका टीए-डीए मिलेगा. डीओपीटी ने
सूचित किया है कि इस संबंध में सचिवों की एक कमेटी गठित की गई है, वह इस बाबत एक ड्राफ्ट तैयार कर रही है. इसके बाद भी अगर कामकाज ठीक रहा तो सेवा कार्यकाल में एक साल का अतिरिक्त विस्तार
दिया जा सकता है. हालांकि, जब तक डीओपीटी का
फाइनल ड्राफ्ट तैयार नहीं हो जाता है, तब तक केंद्र सरकार
नियुक्ति के नियमों में बदलाव कर सकती है. @Nayak 1

In other words, the government employees were evicted from government jobs and forced them to work in private companies for very little money. Because, government employees used to get all the facilities with higher salary during the job. But private companies do not have any facilities with less money. This proves that the government removed government employees from government jobs so that later the government could get the same employees to work on contract (less money) ie honorarium. Apart from this, there can be no other intention of the government.
According to reports, the government is giving jobs to retired officers and personnel from various ministries and departments on the contract basis during the Corona period. Contract positions include many technical positions ranging from directors, consultants and personal assistants. Now such questions are being asked from the ministries that the amount of remuneration should be given to the person who will be given the job on contract basis. Will you get other allowances or not? The expenditure department of the Ministry of Finance has disclosed all those rules that such workers will be able to work for 65 years. Like government employees, they will not get all the allowances, but if they are sent out of office work, then they will get TA-DA. The DoPT has informed that a committee of secretaries has been formed in this regard, it is preparing a draft in this regard. Even after this, if the work is good, then an additional extension of one year can be given in the service tenure.
