इतना बड़ा आंदोलन होने के बावजूद भी केंद्र सरकार किसानों की बात मानने के लिए तैयार क्यों नहीं है? : वामन मेश्राम साहब

हम लोग भारत मुक्ति मोर्चा और बहुजन क्रांति मोर्चा और ऑफ सूट संगठन के द्वारा 14 दिसंबर को होने वाले देशव्यापी किसान धरना प्रदर्शन को पूरे संगठन शक्ति के साथ समर्थन करते हैं. देशभर के कार्यकर्ताओं को निर्देश दिया है जाता है कि वे किसान देशव्यापी धरना प्रदर्शन में बढ़-चढ़कर हिस्सा लेने का काम करें. यह बात भारत मुक्ति मोर्चा के राष्ट्रीय अध्यक्ष वामन मेश्राम साहब ने 14 दिसंबर को होने वाले देशव्यापी किसान धरना प्रदर्शन में समर्थन देने का ऐलान करते हुए कही.
उन्होंने कहा भारत बंद के बाद गृह मंत्री अमित शाह के द्वारा किसानों के नेताओं को चर्चा करने के लिए बुलाया गया. उस समय जो चर्चा हुई चर्चा होने के बाद केन्द्र सरकार द्वारा किसानों के प्रतिनिधियों के सामने लिखित प्रस्ताव भेजा गया. उस प्रस्ताव पर किसानों के प्रतिनिधियों द्वारा विचार मंथन करने के बाद उस प्रस्ताव को मानने से इनकार कर दिया. उसके बाद दूसरे दिन केंद्र सरकार के साथ में जो चर्चा होने वाली थी वह चर्चा भी रद्द हो गई.
वामन मेश्राम साहब ने कहा कि किसानों के
प्रतिनिधियों का यह कहना है कि यदि केंद्र सरकार दूसरा कोई प्रस्ताव भेजना चाहती
है तो वह स्वतंत्र है, वह भेज
सकती है उस पर भी हम विचार करेंगे. किसान नेताओं का यह भी कहना है कि तीनों कानून
पूरी तरह वापस लिए जाएं और नए तरीके से पार्लियामेंट में कानून बनाया जाए और वह
पूरी तरह से किसानों के साथ सलाह मशवरा करके बनाई जाए, जिसमें कानूनी रूप से एमएसपी को
लीगलाइज किया जाए. जो किसानों की मांग है वह केंद्र सरकार के द्वारा ना मानने की
वजह से केंद्र की मांगों को किसान नेताओं ने नामंज़ूर कर दिया. इसके बाद 12 दिसंबर को सारे देश भर के टोल नाकाओं
पर टोल फ्री करने के लिए आंदोलन और 14 तारीख को जिला मुख्यालय पर धरना देने
का एलान कर दिया.
उन्होंने हैरानी जताते हुए कहा, नेताओं और देशभर के किसानों के बड़े
पैमाने पर भारत बंद होने के बावजूद भी केंद्र सरकार किसानों की मांगों को मानने के
लिए रजामंद क्यों नहीं है? जबकि, किसानों के साथ-साथ किसान समाज के
लोगों और राष्ट्रीय, राज्य
स्तरीय राजनीतिक दलों का समर्थन मिलने है. इसके बावजूद भी सरकार राजी क्यों नहीं
है? इस विचार
करना बहुत जरूरी है. क्योंकि, केंद्र
सरकार ऐसा सोच रही है कि किसान चाहे कितना भी आंदोलन करें जब तक हमारे पास ईवीएम
है तब तक हम ही चुनाव जीत सकते हैं. आगे कहा कि अभी हैदराबाद महानगरपालिका का
चुनाव हुआ. मगर वहां ईवीएम मशीन से चुनाव ना होने की वजह से बीजेपी को 150 सीटों में से केवल 49 सीटें मिली. यानी बीजेपी को पूर्ण
बहुमत नहीं मिला. यदि ईवीएम मशीन से चुनाव हो गया होता तो हैदराबाद में बीजेपी का
मेयर बन गया होता, यह पूरे
दावे के साथ कहा जा सकता है.
उन्होंने कहा, चंद्रशेखर राव को इस बात की पूरी
जानकारी थी. इसलिए उन्होंने हानगरपालिका का चुनाव ईवीएम मशीन के बजाए बैलेट पेपर
करवाया. इस वजह से बीजेपी को बहुमत नहीं मिला. अगर अभी भी सारे देश भर में ईवीएम
से चुनाव बंद कर दिया जाए तो अगले लोकसभा या किसी भी राज्य चुनाव में बीजेपी हार
जाएगी. क्योंकि, बीजेपी ने
किसानों के विरोध में कानून बनाए, मज़दूरों
के विरोध में कानून बनाएं, माइनॉरटीज
के विरोध में कानून बनाएं, 52 प्रतिशत
ओबीसी की जाति आधारित गिनती करने से इंकार कर दिया. सारे एससी, एसटी, ओबीसी के रिजर्वेशन के विरोध में फैसले
किए. अयोध्या में ज़बरदस्ती से राम मंदिर बनाने का काम किया, ऐसी बहुत सारी बातें हैं जिसके आधार पर
यह कहा जा सकता है कि देश की बहुसंख्य जनता केंद्र सरकार के विरोध में है. मगर, केंद्र सरकार को पूरी गारंटी लगती है
कि जब तक ईवीएम मशीन है तब तक हम भी चुनाव जीत सकते हैं. यह जो आत्मविश्वास उनके
अंदर आया हुआ है ईवीएम मशीन की वजह से आया हुआ है. मगर किसान नेता इस पर विचार
करने के लिए तैयार नहीं हैं. वे ऐसा कहते हैं कि यह पॉलिटिकल मामला है.
वामन मेश्राम साहब ने कहा, मुझे अभी तक यह समझ में नहीं आया कि जब
सुप्रीम कोर्ट ने 8 अक्टूबर 2013 को केवल ईवीएम मशीन के द्वारा निष्पक्ष, पारदर्शी और स्वतंत्र रूप से चुनाव
नहीं हो सकता है. जब यह फैसला सुप्रीम कोर्ट ने दिया तो यह किस आधार पर राजनीतिक
मामला है? अगर
राजनीतिक दल के लोग और राजनीति द्वारा काबिज जो केन्द्र सरकार है, अगर केंद्र सरकार राजनीति की सरकार है
तो किसान नेताओं के द्वारा जो आंदोलन चलाया जा रहा है यह आंदोलन भी गैर राजनीतिक
है, यह किस
आधार पर कहा जा सकता है? यह बात भी
तर्कसंगत नहीं है. मैं इसलिए यह बात नहीं कह रहा हूं कि हम लोग किसान का समर्थन
नहीं करना चाहते हैं, हम लोग
किसान आंदोलनों का समर्थन करना चाहते है. लेकिन, इसकी समीक्षा बहुत जरूरी है. क्योंकि, इतना बड़ा आंदोलन होने और दुनिया भर में
प्रतिक्रिया होने के बावजूद भी केंद्र सरकार इस बात को मानने के लिए तैयार क्यों
नहीं है?
केंद्र सरकार ने जो बातें स्वीकार की, लिखित रूप से प्रस्ताव भेजा. अगर
केंद्र सरकार उस बात को मानने के लिए रजामंद हो जाती है तो जो कानून है वह पूरी
तरह से प्रभाहिन हो जाएगा. अगर पूरी तरह से प्रभाहिन करने के लिए केंद्र सरकार
तैयार है तो फिर केंद्र सरकार इन कानूनों को पूरी तरह से पीछे लेने के लिए तैयार
क्यों नहीं है? यह भी एक
बड़ा विचारणीय प्रश्न है. नरेंद्र मोदी ने इसे अपने अहंकार का मसला बनाया है. ईवीएम
मशीन के द्वारा हम ही चुनाव जीतने का जो बीजेपी के अंदर अहंकार है यह अहंकार ईवीएम
मशीन से आया हुआ है. इस पर किसानों को गंभीरता से विचार करने की जरूरत है. आने
वाले समय में किसानों को ईवीएम मशीन पर भी कोई न कोई फैसला लेना जरूरी होगा. @Nayak 1

We fully support the nationwide peasant dharna
demonstration on 14 December by Bharat Mukti Morcha and Bahujan Kranti
Morcha and Off Suit organization with full organizational strength. Workers
from all over the country are instructed that they should take part in
large-scale participation in the nationwide dharna demonstration. This was
stated by the National President of Bharat Mukti Morcha, Waman Meshram Sahab while declaring his support in
the nationwide peasant protest demonstration to be held on 14
December.
He said that after the Bharat Bandh, the leaders of
the farmers were called by Home Minister Amit Shah to discuss. After the
discussion that was held at that time, the Central Government sent a written
proposal to the representatives of the farmers. The representatives of the
farmers refused to accept the proposal after brainstorming on that proposal.
After that, the discussion that was going on with the central government on the
second day was also canceled.
Waman Meshram Saheb said that the
representatives of the farmers say that if the central government wants to send
another proposal, it is free, it can send it, we will consider it also. Farmer
leaders also say that all the three laws should be withdrawn completely and a
new law should be enacted in Parliament and it should be made completely in
consultation with the farmers, in which the MSP should be legalized. Due to
non-acceptance of the demand of the farmers by the central government, the
demands of the center were rejected by the farmers leaders. After this, on 12 December,
agitation for toll free at all the toll points across the country and on 14th,
announced a sit-in at the district headquarters.
He expressed surprise, despite the large-scale
shutdown of politicians and farmers across the country in India, why is the
central government not ready to accept the demands of the farmers? Whereas,
along with the farmers, there is support from the peasant society and national,
state level political parties. Despite this, why is the government not ready?
It is very important to consider this. Because, the central government is
thinking that no matter how much the farmers agitate, as long as we have EVMs,
then only we can win elections. He further said that the election of Hyderabad
Municipal Corporation was just held. But due to no election from EVM machine
there, BJP got only 49 seats out of 150
seats. That is, BJP did not get an absolute majority. Had the election been
done with the EVM machine, it would have become the mayor of the BJP in
Hyderabad, it can be said with full claim.
He said, Chandrasekhar Rao was fully aware of this.
Therefore, he got the election of the municipal corporation instead of EVM
machine. Because of this BJP did not get majority. If EVM elections are still
stopped all over the country, BJP will lose in the next Lok Sabha or any state
election. Because, the BJP enacted a law against the farmers, enacted a law
against the workers, made a law against the Minorities, refused to count 52
percent caste based OBCs. Decisions were taken against the reservation of all
SCs, STs, OBCs. There was a lot of work done in Ayodhya to build Ram temple
with force, on the basis of which it can be said that majority of the people of
the country are against the central government. But, the central government is
fully guaranteed that we can win the election as long as there is an EVM
machine. The confidence that has come in them is due to the EVM machine. But
the farmer leaders are not ready to consider it. They say that this is a
political matter.
Waman Meshram Saheb said, I do not yet
understand that when the Supreme Court on 8 October
2013 only
the EVMs cannot be held fair, transparent and free elections. When the Supreme
Court gave this decision, on what basis is it a political matter? If the people
of the political party and the government which is occupied by politics, if the
central government is the government of politics, then the movement which is
being run by the peasant leaders is also non-political, on what basis can it be
said? This is not even rational. I am not saying this because we do not want to
support the farmer, we want to support the peasant movements. However, its
review is very important. Because, despite such a big movement and worldwide
reaction, why is the central government not ready to accept this?
The Central Government accepted the things, sent
the proposal in writing. If the central government agrees to accept that, then
the law that is there will be completely controlled. If the central government
is ready to fully dominate, then why is the central government not ready to
take these laws completely back? This is also a big question to consider.
Narendra Modi has made it a matter of his ego. To win the election through the
EVM machine, which is the ego within the BJP, this ego has come from the EVM
machine. Farmers need to consider this seriously. In the coming time, farmers
