देश भयानक संकट से गुजर रहा है, क्रांति करने के लिए यही परिस्थितियां अनुकूल है : वीएल मातंग
बामसेफ के 37वें राष्ट्रीय अधिवेशन में शामिल हुए बहुजन मुक्ति पार्टी के राष्ट्रीय अध्यक्ष वीएल मातंग ने कहा, 1999 का राष्ट्रीय अधिवेशन बिहार में था. उसमें एक विषय था ‘‘चुनाव जीतने के लिए मिलिट्री एवं प्रशासन का दुरुपयोग करना देश में अराजकता निर्माण करेगा’’ इस विषय को 21 साल हो गया. 26 जुलाई 1999 को कारगिल का युद्ध हुआ था और उसके बाद यह विषय गया था. अभी भी यह सिलसिला बंद नहीं हुआ है. बल्कि उसके स्वरूप बदलते गए, तरीके बदलते गए. उस समय दूर-दूर तक ईवीएम की गूंज सुनाई नहीं देती थी. मुझे अजीब लगता है कि देश भयानक संकट से गुजर रहा है और क्रांति करने के लिए यही परिस्थितियां अनुकूल है, ऐसा मेरा मानना है.
वीएल मातंग ने कहा, आप जिस संविधान के दायरे में रहकर
क्रांति करना चाहते हो मैं यह कहना चाहता हूं कि दुनिया में जिन लोगों ने
क्रांतियां की उससे उन लोगों से ज्यादा दुश्मनों के चरित्र को जानना जरूरी है.
हमारे महापुरुषों के चरित्र हमारे लिए जमा पूंजी है. लेकिन, आप जिन दुश्मनों की व्यवस्था को खत्म
करना चाहते हो उसका चरित्र जानना उससे भी भयानक है. वर्तमान में जो सरकारें हैं, जिन ब्राह्मणों ने आपका वोट छीन कर
सरकार बनाई उस सरकार का चरित्र ही लोकतंत्र के विरोध में है, सरकार का चरित्र ही संविधान के विरोध
में है. उन्होंने दावे के साथ कहा, प्रशासन नीतियाँ नहीं बनाता सरकार
नीतियाँ बनाती है, याद रखो.
प्रशासन कभी अपने ब्रेन को फॉलो नहीं करता नीति पर अमल करता है. यदि प्रशासनिक
क्षमता के संदर्भ में आप ये कहना चाहते हैं कि अगर ये रोकना चाहते तो रोक सकते थे.
संवैधानिक तरीकों को मुझे नहीं लगता है. क्योंकि, जितने भी प्रशासनिक अधिकारी है बंधुआ
मज़दूरों से ज्यादा उनका कोई भी स्टेटस रहा नहीं है.
आगे कहा, एक समय था जब हमारे लोग पढ़े-लिखे नहीं
थे तब वोट का अधिकार मिला, उस समय
पूना पैक्ट लागू किया प्रतिनिधित्व विहिनता से. अब जब ज्यादा ज्यादा पढ़े
लिखे लोग पैदा हो गए तो प्रतिनिधित्व विहिनता के लिए टेक्नोलॉजी का नया तरीका खोजा.
स्वरूप वहीं का वहीं है प्रतिनिधित्व विहिनता का. चाहे उसे प्राइवेटाइजेशन कहो या
चाहे दलाल भवड़ों की व्यवस्था कहो.
ईवीएम के संदर्भ में वीएल मातंग ने कहा, 6 अक्टूबर 2019 को बीजेपी के राष्ट्रीय महासचिव ने कहा, हम बगैर चुनाव लड़े बीजेपी की सरकार बना
सकते हैं. इससे आप अंदाजा लगा सकते हो. मोदी को लगता है इसमें कोई नई बात नहीं है
क्योंकि उसको सब कुछ मालूम है और हम लोगों को भी मालूम है. 2004 2014 2019 का चुनाव में जब हम ईवीएम के इस्तेमाल
की बात करते हैं तो 2004 के चुनाव
में ईवीएम का इस्तेमाल करने से पूर्व बहुत बड़ी घटना निर्माण हुई. 13 सितंबर 2003 मान्यवर कांशीराम साहब का ब्रेन हेमरेज
होता है और उसके 8 महीने के
बाद 20 अप्रैल से
10 मई 2004 तक चुनाव था. उस समय मान्यवर कांशीराम
साहब को ब्रेन हेमरेज के दायरे से कभी बाहर निकल ही नहीं दिया गया. अगर वे बाहर
निकलते तो वे केवल राजनीति में नहीं थे, सक्रिय राजनीति में थे. हमें 2014 के चुनाव के बाद ईवीएम के बारे में पता
चला, उन्हें 2004 में ही पता चल जाता कि ये 2004 में ईवीएम के बदौलत चुनाव जीते हैं और
निश्चित तौर पर वे 2004 में ही
बड़े पैमाने पर इस मुद्दे पर आवाज़ उठाते और भारत में आंदोलन शुरू हो जाता. हम
लोगों को 10 साल का
इंतजार करने की जरूरत नहीं पड़ती. मायावती को आज भी समझ में नहीं आ रहा है. इस तरह
से ईवीएम की वजह से ही कांशीराम साहब को इस दायरे से बाहर नहीं निकलने दिया. वर्ना
ईवीएम का दायरा देश में बंद हो गया होता.
उन्होंने कहा मैं यह कहना चाहता हूं
वर्तमान दुश्मनों ने जो भी तरीके बनाए हैं केवल आप लोग सोच रहे हैं कि हम शक्ति
बनाकर उनका बंदोबस्त करेंगे तो क्या वे चुपचाप बैठने वाले हैं? क्या वे अपनी शक्ति नहीं बनाएंगे, ऐसा सोच कर चल रहे हैं क्या? वो वर्तमान में ऐसा कर रहे हैं. कोरोना
के नाम पर लॉकडाउन में सारे मौलिक अधिकार खत्म कर दिए गए. आर्टिकल 12 से 35 तक सारे अधिकार खत्म कर दिए गए हैं, होगा नहीं, खत्म हो चुका है. आर्टिकल 12 में जो संवैधानिक मूलभूत अधिकार है
स्वायत्त संस्थाओं का वो खत्म हो गई. क्या आपको लगता है कि चुनाव आयोग
स्वायत्त है? क्या आपको
लगता है इनकम टैक्स डिपार्टमेंट स्वायत्त है? या क्या आपको लगता है कि सीबीआई
स्वायत्त है? क्या आपको
लगता है कि न्यायपालिका स्वायत्त है? सभी स्वायत्त संवैधानिक संस्थाएं खत्म
हो गई है.
इसी तरह से आर्टिकल 13 में 26 जनवरी 1950 से पहले मौलिक अधिकार था. जो नीतियाँ, कानून, आस्था, कर्मकांड विधियां जो भी, मौलिक अधिकारों के विरोध में कानून को
समाप्त कर दिए जा रहे हैं. दे दिया ना आस्था के आधार पर राम मंदिर का जजमेंट वो भी
आंखों के सामने. आर्टिकल 14 इक्वालिटी
विफोर लॉ, आर्टिकल 15-16 है क्या? अवसर की समानता हो गया ना रिजर्वेशन

कर दिया न कि हम अधिवेशन लेने भी लायक नहीं रहे. उसी तरह से आर्टिकल 21 राइट टू लीव, आर्टिकल 22 गैर कानूनी गिरफ्तारी नहीं कर सकते हैं, कर रहे हैं. आर्टिकल 23 आप शोषण नहीं कर सकते, नई मजदूर कानून नीतियाँ बना दी ना. आर्टिकल 24 चाइल्ड लेवर, आर्टिकल 25 से आर्टिकल 29 धार्मिक स्वतंत्रता. अरे! आंखों के
सामने संविधान के मौलिक अधिकार खत्म कर दिए गए. इसके बाद भी और अधिकार समाप्त करने
में लगे हुए हैं. वे लोग यहीं तक सीमित नहीं हैं.
मेरा मानना है कि 2024 के चुनाव में भी चुनाव आयोग ने प्लान
बना लिया है ईवीएम का इस्तेमाल करने का. अभी 21 अक्टूबर का इकोनामिक टाइम्स का आर्टिकल
में अनुभूति ने लिखा माईग्रेड लोगों को ऑनलाइन वोट देने का अधिकार होगा. इससे
साबित होता है कि चुनाव आयोग चुप्प बैठा हुआ नहीं है. ये जो तरीके उन लोगों ने
अपनाएं है वे भयानक है उन्हें किसी बात की डर नहीं है. आप सोच रहे हो संविधान की
संस्थाओं के द्वारा आपको न्याय मिलेगा? चुनाव आयोग बदमाशी करेगा तो आप
न्यायपालिका में जाओगे क्या न्यायपालिका आपको न्याय देगी? आपके सारे रास्ते बंद हो चुके हैं.
संवैधानिक तरीके से न्याय पाने के लिए आपके सारे रास्ते बंद कर दिए गए हैं. आपके
सामने केवल एक ही रास्ता है शक्ति का निर्माण करना. इसके अलावा कोई रास्ता दिख
नहीं रहा है. हम लोगों ने शक्ति का निर्माण करके भारत बंद किए था ना. जितनी बड़ी
मात्रा में शक्ति पैदा करोगे उतनी बड़ी मात्रा में दुश्मनों को आप रोक लगाने में
कामयाब हो सकते हो.
यह देश धीरे-धीरे सिविल वार की ओर जा
रहा है. नागरिकों के सामने फौज उतार देना और अगर फौज में मूल निवासी है तो विदेशी
फौज बुलाना. ये देशद्रोह का सबसे बड़ा सबूत है. आपको दबाने के लिए सिविल वार का
रास्ता धीरे-धीरे दिख रहा है. विदेशी ब्राह्मणों के 6 सुरक्षा कवच हैं. नंबर एक, धार्मिक भावना पर एससी, एसटी और ओबीसी की मानसिकता को बनाना.
भले ही हिंदुत्व का एजेंडा हो लेकिन विदेशी ब्राह्मण मजबूत हो जाता है. दूसरा है
हिंदुत्व बाद में राष्ट्रवाद का तड़का लगाना. तीसरा तरीका है यूरेशियन विदेशी
ब्राह्मणों द्वारा अलग-अलग क्षेत्रों में सामाजिक संगठन बनाना और उन संगठनों के
द्वारा आपके आंदोलन को रोकना. यानी आपको आपके लोगों द्वारा रोकने का उनका तरीका
है. चौथा है, उनके लोग
हमारे संगठन के सामने नहीं टिक पाते हैं तो प्रशासनिक मशीनरी का दुरुपयोग करना.
इसी तरह से पांचवां है लोकतंत्र में ईवीएम के द्वारा वोट छीनने के लिए हथियार के
तौर पर इस्तेमाल करना और छठां है पूंजीवाद के चक्रव्यूह को तोड़ना. ये ब्राह्मणों
का सुरक्षा कवच है. लड़ते-लड़ते बीच में ही आपका आंदोलन खत्म हो जाता है और वे
सुरक्षित रहते हैं, ऐसी संकट
हमारे सामने है.
वीएल मातंग ने कहा, मेरा पर्सनल मानसिकता है, हो सकता है आप इससे सहमत ना हों. मेरी
सोच है ब्राह्मण अपनी डर छुपाने के लिए दशहरा के दिन शस्त्रों की पूजा करके लोगों
को अपनी ताकत दिखाता है. मेरी सोच है 1 जनवरी को भीमा कोरेगांव के कार्यक्रम
को राष्ट्रीय स्वरूप दिया जाए और शौर्य दिवस के तौर पर मनाया जाए. इसके साथ ही मूल
निवासियों को शस्त्र सम्मान का दिवस घोषित किया जाए, केवल 10 साल में मानसिकता तैयार हो जाएगी. आपके
पास कुछ है नहीं, जब घर में सांप निकलता है ना तब लाठी
ढूंढते रहते हो वो भी नहीं मिलता है तो पड़ोस वालों से मांगते हो. इसलिए आत्म सुरक्षा
के लिए हमारे पास जो भी पारंपरिक तौर पर खूर्पी हो, दतिया हो या जो भी हो
आत्मसुरक्षा के लिए शस्त्र सम्मान दिवस के तौर पर 1 जनवरी मनाया जाए.
दूसरा तरीका है नेटवर्किंग के क्षेत्र
को स्पोटिंग किया जाए. प्रत्येक संगठन के पास ये अधिकार है कि वह अपना नेटवर्क कौन
से एरिया में बढ़ाएं. जहां पर भी वायरस यूरेशियन ब्राह्मण रहे हैं उसके 10 किलोमीटर के एरिया में संगठन की ताकत
बनाओ. इससे हमारा आधा काम तो ऐसे ही कम हो जाएगा. ट्राइबल एरिया या दूर-दूर तक
उनका कोई आबादी रहती नहीं है. निश्चित तौर पर ये दो काम दुश्मनों में डर पैदा
करेगा. हमें इसका इस्तेमाल नहीं करना है, हिंसा का सहारा नहीं लेना है. लेकिन, आत्मसुरक्षा के लिए समाज को तैयार करने
के लिए. अगर मौलिक अधिकार किसी विचारधारा को, किसी उद्देश्य को सुरक्षित करने के लिए
आपके पास कोई प्रबंध नहीं है तो वो खत्म हो जाते हैं. जैसे जैनिज्म खत्म हो गया, जैसे लिंगायत खत्म हो गया. मैं केवल
इतना कह रहा हूं कि शौर्य दिवस के तौर पर भीमाकोरे गांव पूरे देश में 6 लाख गांव में मनानी चाहिए.@Nayak 1
