स्कूली छात्राओं पर लॉकडाउन का प्रतिकूल प्रभाव
ऑनलाइन पढ़ाई के बजाय घरेलू कामों पर समय हो रहा खर्च : रिपोर्ट
घर पर कंप्यूटर या पर्याप्त संख्या में मोबाइल ना होने के कारण जहां ऑनलाइन पढ़ाई में लड़कों को लड़कियों पर प्राथमिकता दी जा रही है, वहीं कोरोना के कारण हुए आर्थिक तंगी के कारण लड़कियों की पढ़ाई छूटने का भी डर शामिल हो गया है. कोरोना महामारी का असर सिर्फ स्वास्थ्य और अर्थव्यवस्था पर ही नहीं पढ़ा है, बल्कि इसका प्रभाव जीवन के सभी क्षेत्रों पर है. हाल ही में जारी एक सर्वे रिपोर्ट के अनुसार कोरोना महामारी के कारण लॉकडाउन का शिक्षा के क्षेत्र में बहुत ज्यादा ही असर पड़ा है. खासकर स्कूली लड़कियाँ इससे प्रभावित हो रही हैं.
शिक्षा पर काम करने वाली संस्था राइट टू एजुकेशन फोरम (आरटीई फोरम) ने सेंटर फॉर बजट एंड पॉलिसी स्टडीज (सीबीपीएस) और चैंपियंस फॉर गर्ल्स एजुकेशन (सीएफजीई) के साथ मिलकर देश के 5 राज्यों में एक अध्ययन किया है, जिसके मुताबिक कोरोना के कारण स्कूली लड़कियों की पढ़ाई पर बहुत ही प्रतिकूल असर पड़ा है. घर पर कंप्यूटर या पर्याप्त संख्या में मोबाइल ना होने के कारण जहां ऑनलाइन पढ़ाई में लड़कों को लड़कियों पर प्राथमिकता दी जा रही है, वहीं कोरोना के कारण हुए आर्थिक तंगी के कारण लड़कियों की पढ़ाई छूटने का भी डर शामिल हो गया है.
मैपिंग द इंपैक्ट ऑफ कोविड-19 नाम से हुआ यह अध्ययन उत्तर प्रदेश के 11, बिहार के 8, असम के 5, दिल्ली के एक और तेलंगाना के 4 जिले के 3176 परिवारों में किया गया था. आर्थिक तौर पर कमजोर इन परिवारों से बातचीत के दौरान लगभग 70 फीसदी लोगों ने माना कि कोरोना लॉकडाउन के बाद उनके घर में आर्थिक तंगी हो गई है और उनके पास खाने को भी पर्याप्त नहीं बचा है. ऐसे हालात में बच्चों खासकर लड़कियों की पढ़ाई की ज़िम्मेदारी उठाने की स्थिति में ये परिवार नहीं हैं. अध्ययन का सैंपल, जिसमें जनसंख्या के आधार पर अलग-अलग राज्यों से सर्वे किया गया. इस अध्ययन के अनुसार लगभग 37 फीसदी छात्र और छात्राएं इस बात पर निश्चित नहीं हैं कि वे अब कभी स्कूल लौट सकेंगे. ग्रामीण और आर्थिक तौर पर कमजोर परिवारों की लड़कियाँ पहले से ही इस जद में हैं, वहीं अब शहरी स्कूली लड़कियाँ भी इसके जद में आ रही हैं.
डिजिटल पढ़ाई से फायदा होने की बजाय लड़कियों को हो रहा नुकसान
कोरोना काल में स्कूल बंद होने पर डिजिटल माध्यम से पढ़ाने की कोशिश हो रही है. लेकिन इससे फायदा होने की बजाय लड़कियों को नुकसान ही हो रहा है. अगर किसी घर में मोबाइल और इंटरनेट की सुविधा है तो उस घर में लड़कों को प्राथमिकता दी जा रही है. ऐसे में लड़कियों का यह सत्र एक तरह से बेकार ही जा रहा है. इस अध्ययन में 37 फीसदी लड़कों की तुलना में महज 26 फीसदी लड़कियों ने माना कि उन्हें पढ़ाई के लिए फोन मिल पाता है.
पढ़ाई में प्रोत्साहन देने की बजाए देखभाल के सौंपे जा रहे काम
यूनिसेफ इंडिया के एजुकेशन प्रमुख टेरी डर्नियन कहते हैं कि महामारी के दौरान लड़कियों की मुसीबतें बढ़ी हैं, उन्हें पढ़ाई में प्रोत्साहन देने की बजाए देखभाल के काम सौंपे जा रहे हैं. उन्होंने कहा, कम ही लड़कियों के पास ऑनलाइन एजुकेशन के लिए तकनीकी पहुंच है और स्कूल खुलने के बाद और भी कम लड़कियाँ स्कूल जा सकेंगी, ऐसा इस रिपोर्ट में कहा गया है. इस वजह से शिक्षकों और स्कूल की क्षमता बढ़ाने के लिए कदम उठाने होंगे, ताकि कोई भी शिक्षा के अपने मौलिक अधिकार से वंचित न रह जाए. ई-लर्निंग के दौरान लड़कियों के पीछे जाने का एक कारण यह भी है कि वे स्कूल न जाने के कारण घर के कामों में लगा दी जाती हैं. तकरीबन 71 प्रतिशत लड़कियों ने माना कि कोरोना के बाद से वे केवल घर पर हैं और पढ़ाई के समय में भी घरेलू काम करती हैं. वहीं केवल 38 प्रतिशत लड़कों ने बताया कि उन्हें घरेलू काम करने को कहा जाता है. यही कारण है कि 56 प्रतिशत लड़कों की तुलना में सिर्फ 46 प्रतिशत लड़कियों ने माना कि उन्हें पढ़ाई करने के लिए समय मिल पाता है.
कोरोना काल में टीवी पर भी एजुकेशन से जुड़े कई कार्यक्रम आ रहे हैं लेकिन ज्यादातर बच्चों को इसका फायदा नहीं मिल पा रहा है. अध्ययन में शामिल कुल परिवारों में से लगभग 52 फीसदी के पास घर पर टीवी सेट था, इसके बाद भी केवल 11 फीसदी बच्चों ने ही कहा कि वे टीवी पर पढ़ाई से जुड़ा कोई प्रोग्राम देखते हैं. यानी घर पर टीवी या स्मार्ट फोन होना भी इस बात की गारंटी नहीं देता है कि स्कूली बच्चों को उसके इस्तेमाल की इजाज़त मिल सके. इसके साथ ही बिजली न होना भी बच्चों की पढ़ाई में बाधा डाल रहा है. ग्रामीण विकास मंत्रालय के साल 2017-18 के एक रिपोर्ट के अनुसार केवल 47 फीसदी घर ऐसे हैं, जहां 12 घंटे या उससे ज्यादा बिजली रहती है. ऐसे में टीवी के होने से भी कोई खास फायदा नहीं होता है.
डरावने हो सकते हैं नतीजें
कुल मिलाकर कोरोना के दौरान और इसके खत्म होने के बाद भी यह तय करने की जरूरत है कि लड़कियां स्कूल लौट सकें. यह सर्वे रिपोर्ट 26 नवंबर को रिलीज हुई, जिसमें यूनिसेफ के एजुकेशन प्रमुख टेरी डर्नियन के अलावा बिहार स्टेट कमीशन फॉर प्रोटेक्शन ऑफ चाइल्ड राइट्स की अध्यक्ष प्रमिला कुमारी प्रजापति ने इस मुद्दे पर चिंता जताई थी. प्रजापति ने कहा कि कोरोना के खत्म होने के बाद यह तय करने की जरूरत है कि लड़कियाँ स्कूल लौट सकें, वरना नतीजे और भी डरावने हो सकते हैं. @Nayak 1

The study, titled Mapping the Impact of
Kovid-19, was done in 3176 families in 11 districts of Uttar Pradesh, 8 in
Bihar, 5 in Assam, one in Delhi and 4 in Telangana. During conversation with
these economically weak families, about 70 per cent believed that their house
is financially strained after the corona lockdown and they do not have enough
food left. In such a situation, these families are not in a position to take
responsibility for the education of children, especially girls. Sample of the

According to this study, about 37 percent of the students and students are not
sure that they will ever be able to return to school. Girls from rural and
economically weaker families are already in this JD, while now urban school

Rather than encouraging studies, the
tasks of care are being assigned
Education head of UNICEF India, Terry Dernian,
says that during the epidemic, the problems of girls have increased, they are
being entrusted with care instead of encouraging them in studies. He said, very
few girls have technical access to online education and after the opening of
school, fewer girls will be able to go to school, it has been said in this
report. Because of this, steps have to be taken to increase the capacity of teachers
and schools, so that no one is deprived of his fundamental right to education.
One reason for girls to go after e-learning is that they are put in household
chores due to not going to school. About 71 percent of the girls admitted that
since Corona, they are only at home and do household chores even while
studying. At the same time only 38 percent boys said that they are asked to do
domestic work. This is why only 46 percent of girls believe that they get time
to study, compared to 56 percent of boys.
In Corona era, many programs related to
education are also coming on TV, but most children are not getting the benefit
of this. About 52 per cent of the total families involved in the study had a TV
set at home, yet only 11 per cent of the children said that they watch any
program related to education on TV. That is, having a TV or smart phone at home
also does not guarantee that school children can get permission to use it. In
addition, lack of electricity is also hampering children's education. According
to a report of the Ministry of Rural Development for the year 2017-18, only 47
per cent of the households have electricity for 12 hours or more. In such a
situation, there is no special benefit from having TV.
Results can be scary
Overall, during Corona and even after it is
over, it needs to be decided that girls can return to school. The survey report
was released on November 26, in which Terry Dernian, UNICEF's head of
education, and Pramila Kumari Prajapati, chairman of the Bihar State Commission
for Protection of Child Rights, expressed concern over the issue. Prajapati
said that after the completion of Corona, it is necessary to decide whether
girls can return to school, otherwise the results may be even more frightening.
