भारत के सामने कई आर्थिक चुनौतियां : विश्व बैंक ने दिए वृद्धि अनुमान घटाने के संकेत
‘‘इस वक्त मोदी सरकार राम मंदिर का निर्माण करने और
रामलीला कराने में व्यस्त है. इसलिए सरकार फिलहाल अर्थव्यवस्था में सुधार लाने पर
विचार नहीं करने वाली है.’’
कांग्रेस और बीजेपी दोनों ने मिलकर
देश की अर्थव्यवस्था को चौपट बनाने में कोई कसर नहीं छोड़ी है. लेकिन, कोरोना महामारी ने सरकार की नाकामियों को छुपाने का
अवसर दे दिया. हालांकि, इस बात का
अंदेशा पहले ही हो गया था कि मोदी सरकार चौपट होती अर्थव्यवस्था का ठिकरा कोरोना
महामारी के सिर पर फोड़ेगी, अंततः वहीं
हुआ. अर्थव्यवस्था को चौपट करने का काम मोदी सरकार ने किया और दोष कोरोना पर मढ़
रही है. बताया जा रहा है कि साल 2020 भारत समेत दुनियाभर के लि अच्छा नहीं रहा है. लेकिन, यह भी सत्य है कि कोरोना का जितना असर दुनिया के अन्य
देशों पर नहीं रहा है उससे कहीं ज्यादा बुरा असर भारत पर रहा है. इसका मतलब यह
नहीं है कि इसके लिए सिर्फ कोरोना ही जिम्मेदार है. असल में कोरोना से ज्यादा
केन्द्र की मोदी सरकार जिम्मेदार है.
सूत्रों से मिली जानकारी के अनुसार, भारत में शायद ही कोई सेक्टर ऐसा हो जिस पर कोरोना का
असर न रहा हो. कोरोना की मार कुछ पर तो काफी गहरी पड़ी है. वहीं अब विश्व बैंक ने
संकेत दिए हैं कि वह भारत की आर्थिक वृद्धि के अनुमान को घटा सकता है. विश्व बैंक
ने अपने बयान में कहा है कि कोविड 19 के संकट से बाहर आना है तो स्वास्थ्य, भूमि, कौशल और वित्त जैसे क्षेत्रों में अधिक सुधार लाने की
जरूरत है. विश्व बैंक मई में आशंका जता चुका है कि भारत की अर्थव्यवस्था में वित्त
वर्ष 2020-21 में लगभग 3.2 फीसदी की गिरावट आ सकती है.
बहुपक्षीय संस्थान ने बुधवार को
भारत के बारे में जारी रिपोर्ट में कहा कि हाल के सप्ताह में चुनौतियां उभरी हैं.
इसका निकट भविष्य में संभावनाओं पर असर पड़ सकता है. इन जोखिमों में वायरस का
लगातार फैलना, वैश्विक परिदृश्य में और गिरावट तथा वित्तीय क्षेत्र
पर अतिरिक्त दबाव का अनुमान शामिल हैं. साथ ही संस्थान ने कहा, इन चीजों को ध्यान में रखते हुए, संशोधित परिदृश्य में तीव्र गिरावट का अनुमान रखा जा
सकता है. संशोधित परिदृश्य अक्तूबर, 2020 में उपलब्ध होगा. विश्वबैंक का अनुमान है कि भारत का राजकोषीय घाटा चालू
वित्त वर्ष में बढ़कर 6.6 फीसदी हो सकता है और बाद के वर्ष में 5.5 फीसदी के उच्च स्तर पर बना रह सकता है. उसने कहा, महामारी का अर्थव्यवस्था पर वैसे समय प्रभाव पड़ा है जब अर्थव्यवस्था में
पहले से ही गिरावट हो रही थी.
आपको बता दें कि भारत की जीडीपी 2017-18 में सात फीसदी की वृद्धि हुई थी, जो 2018-19 में घटकर 6.1 फीसदी और 2019-20 में 4.2 प्रतिशत पर आ गई. हालांकि विश्व बैंक ने कहा है भारत
ने नीतिगत मोर्चे पर कई सुधार किए हैं, इनमें कंपनी कंपनी दर में कटौती, छोटे कारोबारियों के लिए नियमों में ढील,आयकर की दरो में कटौती जैसे सुधार शामिल हैं. गौरतलब है कि सरकार ने आर्थिक
मौर्चे पर जो भी छूट उद्योगों और आम नागरिकों को दी थी. कोरोना महामारी के कारण
उनका परिणाम सही नहीं रहा. अब देखना होगा भारत सरकार की नई नीतियां अर्थव्यवस्था
में कितना सुधार लाती है. एक और बात है कि इस वक्त मोदी सरकार राम मंदिर का
निर्माण करने और रामलीला कराने में व्यस्त है. इसलिए सरकार फिलहाल अर्थव्यवस्था

In a report
released on Wednesday, the Multilateral Institute said that challenges have
emerged in recent weeks. This may have an impact on prospects in the near
future. These risks include the continued spread of the virus, further
deterioration in the global scenario, and additional pressure on the financial
sector. Also, the institute said, keeping these things in mind, a sharp decline
in the revised scenario can be anticipated. The revised scenario will be
available in October 2020. The World Bank estimates that India's fiscal deficit
may increase to 6.6 percent in the current financial year and may remain at a
high of 5.5 percent in the subsequent year. He said, the epidemic has had an
impact on the economy at a time when the economy was already in decline.
Let us tell
you that India's GDP had increased by seven percent in 2017-18, which came down
to 6.1 percent in 2018-19 and 4.2 percent in 2019-20. Although the World Bank
has said that India has made many reforms on the policy front, these include
reforms such as company rate cut, relaxed rules for small businessmen, cut in

the government to the industries and common citizens on the economic
