जब-जब सरकारें नई शिक्षा लागू करती हैं तब-तब शिक्षा का सत्यानाश किया जाता है. यह बात कई बार जगजाहिर हो चुका है कि सूबे ही नहीं, देश के अन्य राज्यों में जब से बीजेपी की सरकार बनी है तब से सरकारें न केवल प्राथमिक शिक्षा से लेकर उच्च शिक्षा को चौपट बनाने का काम कर रहीं है, बल्कि एससी, एसटी, ओबीसी एवं मायनॉरिटी के बच्चों को शिक्षा से कोसों दूर रखने के लिए शिक्षा को निजी हाथों में बेच रही हैं. यही नहीं मूलनिवासी बहुजन समाज के बच्चे शिक्षा से पूरी तरह से वंचित हो जाएं इसके लिए फीस में बेतहासा बढ़ोत्तरी की जा रही है. हालांकि, ऐसा नहीं है कि यह केवल बीजेपी कर रही है, असल में इसकी शुरूआत कांग्रेस सरकार ने कही है. आज उसी नक्शेकदम पर बीजेपी सरकार चल रही है.   

गौरतलब है कि देश में नई शिक्षा नीति के तहत किस तरह से मूलनिवासी बहुजन समाज के बच्चों को शिक्षा से दूर और शिक्षा का सत्यानाश किया जा रहा है इसका एक नमूना उत्तर प्रदेश में देखने को मिला है. उत्तर प्रदेश की योगी सरकार सूबे के 40 आईटीआई संस्थानों को निजी हाथों में सौंपने की तैयारी कर चुकी है. सूत्रों से मिली जानकारी के अनुसार, पहले चरण में 16 और दूसरे में 24 संस्थानों के निजीकरण पर सहमति बन गई है. नए सत्र से छात्रों का प्रवेश निजी आईटीआई में होगा. इससे भी ज्यादा हैरान करने वाली बात है कि दाखिला लेने वाले छात्रों पर फीस का बोझ 54 गुना तक ज्यादा बढ़ जाएगा. यानी पहले एक महीने का 40 रूपये और पूरे एक साल का कुल फीस 480 रूपये देना पड़ता था लेकिन, अब वही फीस 480 रूपये के बजाए 26,000 देना पड़ेगा. इसका मतलब है कि अब आईटीआई की पढ़ाई करना पालीटेक्निक की पढ़ाई से भी ज्यादा महंगी हो जाएगी.

बता दें कि प्रदेश में 307 राजकीय, 12 महिला व 2931 निजी आईटीआई हैं. लेकिन, इन सभी संस्थानों को लगातार गिर रही प्रशिक्षण गुणवत्ता सुधारने के नाम पर निजीकरण किया जा रहा है. यह माना जा रहा है कि निजीकरण के बाद छात्रों को अत्याधुनिक मशीनों के जरिए नई तकनीक सीखने का मौका मिलेगा. विभाग के अधिकारियों का कहना है कि निजी हाथों में जाने के बाद शिक्षा व प्रैक्टिकल के स्तर में सुधार होगा. हालांकि सभी आईटीआई का पाठ्यक्रम एक ही रहेगा. असल में सरकार यह कदम मूलनिवासी बहुजन समाज के बच्चों को उच्च शिक्षा से दूर करने के लिए कर रही है. क्योकि, देश के 85 प्रतिशत मूलनिवासी बहुजन समाज में तकरीबन 90-95 प्रतिशत लोगों की इनकम प्रति व्यक्ति प्रति दिन 6-20 रूपये है. यानी 180-600 रूपये प्रति महीने और 2,160-7,200 रूपये वार्षिक आय है क्या वह अपने बच्चों की 26,000 रूपये प्रति महीने की फीस दे सकता है? इससे साबित होता है कि मूलनिवासी बहुजन समाज के बच्चों को उच्च शिक्षा से दूर करने की यह बहुत बड़ी साजिश है.

480 के बजाए करीब 26 हजार होगी फीस

आईटीआई की मासिक फीस अभी मात्र 40 रुपए है. लेकिन, निजीकरण के बाद यही फीस 480 रुपए सालाना से बढ़कर 26 हजार रुपए तक हो जाएगी. जबकि पॉलीटेक्निक से साल भर का डिप्लोमा लेने के लिए अभी लगभग 11 हजार रुपए फीस देनी पड़ती है. एक और खास बात है कि प्रशिक्षण संस्थानों के निजीकरण का प्रयोग राजस्थान में फेल हो चुका है. वहां वर्ष 2006 में सात

पॉलीटेक्निक संस्थानों को निजी सेक्टर को सौंपा गया था. धीरे-धीरे संस्थानों में विवाद शुरू हुआ और मामला कोर्ट तक पहुंच गया. इसके बाद भी सरकारें सभी संस्थाओं का निजीकरण कर रही हैं.

 बिहार में फिर 30 हजार शिक्षकों की नियुक्ति पर रोक

बिहार के सरकारी माध्यमिक-उच्च माध्यमिक विद्यालयों में छठे चरण के शिक्षक नियोजन के तहत 30020 पदों पर चल रही शिक्षकों की नियुक्ति की प्रक्रिया तत्काल प्रभाव से रोक दी गयी है. शिक्षा विभाग ने दिव्यांगों द्वारा न्यायालय में दायर एक न्यायादेश के अनुपालन में नियोजन प्रक्रिया को रोकने का निर्णय लिया है. मंगलवार को उपसचिव अरशद फिरोज ने इससे संबंधित अधिसूचना जारी की.
अधिसूचना में कहा गया है कि 24 जुलाई को पारित न्यायादेश के अनुपालन में राज्य के उच्च माध्यमिक एवं माध्यमिक शिक्षकों के पद पर छठे चरण के शिक्षकों के नियोजन की कार्रवाई एवं प्रक्रिया को तत्काल प्रभाव से स्थगित किया जाता है. नियोजन की प्रक्रिया एवं कार्रवाई से संबंधित अनुवर्ती निदेश माननीय न्यायालय के आदेश के अनुरूप अलग से जारी किया जाएगा.
 गौरतलब हो कि नेशनल फेडरेशन ऑफ ब्लाइंड द्वारा वाद दायर कर कहा गया था कि छठे चरण के नियोजन की प्रक्रिया में दिव्यांगजनों के लिए निर्धारित क्षैतिज आरक्षण के प्रावधान को लागू नहीं किया जा रहा है. शिक्षा विभाग ने भी इस मामले में प्रतिशपथ पत्र दायर किया था. इस मामले में कोर्ट का आदेश शिक्षा विभाग को 7 अगस्त को प्राप्त हुआ और मंगलवार को उसपर संज्ञान लेते हुए नियोजन स्थगित किया गया.
उल्लेखनीय है कि सालभर से चल रही नियोजन की प्रक्रिया को कई बार स्थगित किया जा चुका है. 31 जुलाई को अंतिम बार नियोजन पत्र बांटे जाने की तिथि जारी हुई थी. इसके मुताबिक 25 से 28 अगस्त के बीच नियोजन पत्र अंतिम रूप से चयनितों को मिलने थे, लेकिन उन्हें अब और इंतजार करना पड़ेगा. @Nayak1

 Bihar again prohibits appointment of 30 thousand teachers

 Under the sixth phase of teacher planning in government secondary-higher secondary schools of Bihar, the process of appointment of teachers running on 30020 posts has been stopped with immediate effect. The Department of Education has decided to stop the planning process in compliance with a court order filed by the Divyang. On Tuesday, Deputy Secretary Arshad Feroz issued a notification related to this.

The notification states that the action and process of the planning of the sixth stage teachers on the post of higher secondary and secondary teachers of the state is postponed with immediate effect in compliance with the order passed on July 24. Follow-up instructions related to the planning process and action will be issued separately as per the order of the Honorable Court.

 It may be noted that the National Federation of Blinds had filed suit saying that in the process of sixth phase planning, the provision of horizontal reservation for disabled persons is not being implemented. The education department had also filed a copy of the case in this case. It is noteworthy that the process of planning that has been going on for a year has been postponed several times. On July 31, the last date for distribution of employment letters was issued.
