लॉकाडाउन के बाद भी जारी है निजीकरण का सिलसिला

शुरू हुआ वह लॉकडाउन के बाद भी बड़े पैमाने पर जारी है. हैरान की बात तो यह
है कि सर संघसंचालक मोहन भागवत ने लॉकडाउन को एक बेहतरीन अवसर कहा था. बीजेपी
सरकार इसी अवसर का फायदा उठाकर सरकारी कंपनियों से लेकर सरकार विभागों को निजीकरण
कर रही है. इस बात का अंजादा इसी से लगाया जा सकता है कि भारतीय पेट्रोलियम
कॉरपोरेशन (बीपीसीएल) को निजी हाथों में बेंचने के लिए बोली लगा रही है, जिसमें कई निजी कंपनियां बोली लगा रही हैं.
सूत्रों से मिली जानकारी के अनुसार, भारत पेट्रोलियम कॉरपोरेशन (बीपीसीएल) के निजीकरण के
लिए सरकार को सोमवार को कई बोलियां प्राप्त हुईं. हालांकि देश की इस दूसरी सबसे
बड़ी ईंधन कंपनी में हिस्सेदारी खरीदने के लिए रिलायंस इंडस्ट्रीज़, सऊदी अरामको, बीपी और टोटल जैसी बड़ी तेल कंपनियों ने बोलियां नहीं लगायीं हैं. निवेश और
लोक परिसंपत्ति प्रबंधन विभाग (दीपम) के सचिव तुहिन कांत पांडे ने ट्वीट कर कहा कि
बीपीसीएल में सरकार की 52.98 प्रतिशत हिस्सेदारी की खरीद में कई कंपनियों ने रुचि
दिखायी है.
उन्होंने कहा कि अब दूसरे चरण में
लेनदेन परामर्शक द्वारा इन बोलियों का आकलन किया जाएगा. पांडे इस बिक्री का
प्रबंधन देख रहे हैं. वित्त मंत्री निर्मला सीतारमण ने भी ट्वीट किया, बीपीसीएल का रणनीतिक निवेश जारी है. कई कंपनियों के
रुचि दिखाने के बाद अब यह दूसरे दौर की प्रक्रिया में हैं. दोनों में किसी ने भी
ना तो बोलियों की संख्या बतायी और ना ही बोली लगाने वालों के नाम बताए हैं.
बीपीसीएल को मिलीं 3-4 बोलियां
अलग से उद्योग जगत से जुड़े चार
अधिकारियों ने बताया तीन-चार बोलियां मिली हैं. रिलायंस इंडस्ट्रीज ने सोमवार को
रुचि पत्र दाखिल करने की अंतिम तिथि तक अपने प्रस्ताव जमा नहीं कराए. जबकि कंपनी
को बीपीसीएल की खरीद का प्रमुख दावेदार माना जा रहा था. बीपीसीएल कंपनी के खुदरा
ईंधन कारोबार में 22 प्रतिशत बाजार हिस्सेदारी जोड़ती और इसे देश की सबसे
बड़ी तेल रिफ़ाइनरी बनाती. इसी तरह दुनिया की सबसे बड़ी तेल कंपनी सऊदी अरामको ने भी
इसके लिए रुचि पत्र जमा नहीं कराया है.
वहीं ब्रिटेन की बीपी और फ्रांस की
टोटल की भारतीय ईंधन बाजार में प्रवेश करने की योजना थी. लेकिन, उन्होंने ने भी बीपीसीएल की हिस्सेदारी खरीदने में
कोई रुचि नहीं दिखायी. दोनों कंपनियों का कहना है कि दुनिया अब तरल ईंधन से दूर जा
रही है और ऐसे में वह रिफ़ाइनरी परिसंपत्तियों को अपने कारोबार में नहीं जोड़ना
चाहती. बीपीसीएल की खरीद के लिए कुछ निजी इक्विटी कोष और पेंशन कोष ने रूचि पत्र
दाखिल करने की जानकारी है.
कुछ कंपनियों ने बदला बीपीसीएल में
हिस्सेदारी का इरादा
रूस की प्रमुख ईंधन कंपनी रोजनेफ्ट
के नेतृत्व वाली नायरा एनर्जी के भी पिछले महीने तक बीपीसीएल खरीदने के इच्छुक
होने की रपट थी, लेकिन इस कंपनी ने भी बाद में इसमें रुचि छोड़ने के
संकेत दिए. भारतीय बाजार को लेकर महत्वाकांक्षी अबू धाबी नेशनल ऑयल कंपनी (एडनॉक)
ने भी तत्काल जानकारी नहीं दी है कि उसने इसके लिए बोली लगायी है या नहीं. वहीं
अनिल अग्रवाल के वेदांता समूह को भी इसके लिए संभावित बोली लगाने वाला माना जा रहा
है.
सूत्रों ने कहा कि अब लेन देन
परामर्शक बोलियों का आकलन करेंगे और देखेंगे कि बोली लगाने वाली कंपनी अधिग्रहण की
योग्यता पूरी करती है या नहीं और इसे वित्तीय रूप से कारगर करने में सक्षम है या
नहीं. इस प्रक्रिया में दो से तीन हफ्ते लग सकते हैं और उसके बाद वित्तीय बोलियां
मंगाने के लिए आवेदन प्रस्ताव जारी किया जाएगा.
बीपीसीएल के शेयर का क्या है हाल ?
बीएसई पर शुक्रवार को बीपीसीएल का
शेयर 412.70 रुपये पर बंद हुआ था. इसके हिसाब से इसमें सरकार की 52.98 प्रतिशत हिस्सेदारी 47,430 करोड़ रुपये की बैठती है. इसके अलावा बोली लगाने वाले को सार्वजनिक स्तर पर 26 प्रतिशत हिस्सेदारी खरीदने के लिए खुली पेशकश करनी
होगी. इसकी लागत भी 23,276 करोड़ रुपये आएगी. बीपीसीएल खरीदने वाली कंपनी की
क्षमता में देश के खुदरा ईंधन बाजार का 22 प्रतिशत हिस्सा जुड़ेगा. इसके अलावा देश की 15.33 प्रतिशत रिफ़ाइनरी क्षमता भी उसे मिलेगी. @Nayak 1

Prior to
the lockdown, privatization of the country including railways, banks, LIC
electricity, airport, bus stand and government companies started, it continues
in a big way even after the lockdown. Surprisingly, Sir Sanghchalak Mohan
Bhagwat called the lockdown a great opportunity. The BJP government is taking
advantage of this opportunity to privatize government departments to government
departments. This can be gauged from the fact that the Petroleum Corporation of
India (BPCL) is bidding to sell it in private hands, in which many private
companies are bidding.
According
to information received from sources, the government received several bids for
the privatization of Bharat Petroleum Corporation (BPCL) on Monday. However,
big oil companies like Reliance Industries, Saudi Aramco, BP and Total have not
made bids to buy stake in this second largest fuel company of the country.
Tuhin Kant Pandey, Secretary, Department of Investment and Public Asset
Management (Deepam), tweeted that many companies have shown interest in the
purchase of government's 52.98 percent stake in BPCL.
He said
that now in the second phase, these bids will be evaluated by the transaction
consultant. Pandey is managing the sale. Finance Minister Nirmala Sitharaman
also tweeted, BPCL's strategic investment is going on. After showing interest
of many companies, it is now in the second phase. Neither of them has given the
number of bids nor the names of the bidders.
BPCL got
3-4 bids
Four
officials associated with the industry separately said that three to four bids
have been received. Reliance Industries did not submit its proposals till the
last date of filing of interest papers on Monday. While the company was
considered to be the main contender for the purchase of BPCL. BPCL would add 22
percent market share to the company's retail fuel business and make it the
country's largest oil refinery. Similarly, Saudi Aramco, the world's largest
oil company, has not submitted interest papers for this.
At the
same time, BP of France and Total of France had plans to enter the Indian fuel
market. However, he too did not show any interest in buying BPCL's stake. Both
companies say that the world is now moving away from liquid fuels and in such a
situation it does not want to add refinery assets to its business. Some private
equity funds and pension funds have reported filing interest papers for the
purchase of BPCL.
Some
companies changed their intention to stake in BPCL
Naira
Energy, headed by Russian major fuel company Rosneft, was also reported to be
willing to buy BPCL till last month, but this company also hinted to leave
interest in it later. The ambitious Abu Dhabi National Oil Company (Adnock) has
not immediately given information about the Indian market, whether it has bid
for it or not. At the same time, Anil Agarwal's Vedanta group is also being
considered as a potential bidder for this.
Sources
said that now the transaction consultants will assess the bids and see whether
the bidding company fulfills the acquisition qualification and whether it is
capable of doing it financially. This process may take two to three weeks and
after that an application proposal will be issued to call for financial bids.
How are
the shares of BPCL?
BPCL
stock closed at Rs 412.70 on BSE on Friday. Accordingly, the government's 52.98
per cent stake in it is Rs 47,430 crore. In addition, the bidder will have to
make an open offer to buy a 26 percent stake in the public. Its cost will also
come to Rs 23,276 crore. BPCL will add 22 percent of the country's retail fuel
market to the company's capacity. Apart from this, it will also get 15.33
