यह बात पूरे दावे के साथ कहा जा सकता है कि केन्द्र की मोदी सरकार किसान आंदोलन से बुरी तरह से डर गई है. इसलिए किसान आंदोलन को रोकने के लिए नित नये षड्यंत्र कर रही है. केन्द्र सरकार किसानों को रोकने के लिए कभी सड़क खोद रही है तो कभी सड़क पर बड़े-बड़े पत्थर रख दी है. यहां तक कि किसानों को रोकने के लिए गृहमंत्रालय ने दिल्ली पुलिस को आदेश जारी कर दिया है कि किसानों को बॉडर्र पर ही रोक दिया जाए. इतना ही नहीं, 8 दिसंबर को भारत बंद के ऐलान के पहले ही सरकार अन्य-अन्य राज्यों में धारा 144 लागू कर किसानों को प्रदर्शन करने से रोक रही है. मजेदार बात तो यह है कि सरकार यह नहीं बता रही है कि वह किसान आंदोलन से डरी कर धारा 144 लागू कर रही है, बल्कि अपने डर को छिपाने के लिए कोरोना महामारी का सहारा ले रही है.
दिल्ली बॉर्डर पर किसान आंदोलन के बीच गौतम बुद्ध नगर में धारा 144 लागू कर दी गई है. गौतम बुद्ध नगर प्रशासन ने कोरोना महामारी का हवाला देते हुए धारा 144 लागू की है, जो दो जनवरी 2021 तक लागू रहेगी. इस दौरान नोएडा में बिना इजाजत के जुलूस नहीं निकाला जा सकता है और न कोई चक्का जाम कर सकेगा. जिला प्रशासन का यह फैसला ऐसे समय सामने आया है जब दिल्ली बॉर्डर पर किसान आंदोलन कर रहे हैं और उन्होंने 8 दिसंबर को भारत बंद का आह्वान किया है.
गौतमबुद्ध नगर प्रशासन की तरफ से जारी बयान के मुताबिक उत्तर प्रदेश आपदा प्रबंधन अधिनियम 2005 की धारा 2 की उपधारा (जी) के अंतर्गत कोविड-19 के कारण फैल रही महामारी को आपदा घोषित किया गया है. इस संबंध में संशोधित गाइडलाइन्स भी जारी की गई हैं. प्रशासन ने कहा कि 23 दिसंबर को पूर्व प्रधानमंत्री स्वर्गीय चौधरी चरण सिंह की जयंती है, 25 दिसंबर को क्रिसमस पर्व है और 31 दिसंबर को वर्ष का अंतिम दिन और एक जनवरी 2021 को लोग नववर्ष मनाएंगे. इस दौरान विभिन्न कार्यक्रम आयोजित किए जाएंगे. इन अवसरों पर असामाजिक तत्वों की ओर से शांति व्यवस्था भंग किए जाने की आशंका से इनकार नहीं किया जा सकता है.
जारी बयान में कहा गया है कि कोरोना महामारी की स्थिति की गंभीरता और तत्कालिकता को देखते हुए गौतमबुद्ध नगर के अपर पुलिस उपायुक्त (कानून एवं व्यवस्था) आशुतोष द्विवेदी ने 6 दिसंबर 2020 से धारा 144 लागू कर दिया. यह 02 जनवरी 2021 तक प्रभावी रहेगी.हालांकि आदेश में किसान आंदोलन का जिक्र नहीं है, लेकिन इसमें सरकार के डर की तस्वीर साफ दिखाई दे रही है. क्योंकि, इसमें कहा गया है कि गौतमबुद्ध नगर में बिना संबंधित अधिकारी की परमिशन के धरना, प्रदर्शन की इजाजत नहीं होगी. साथ ही धरना-प्रदर्शन के लिए किसी को प्रेरित करने की इजाजत भी नहीं होगी. यह इस बात का पुख्ता सबूत है कि सरकार किसान आंदोलन से बुरी तरह से डरी हुई है. @Nayak 1

Section 144 has been imposed in Gautam Budh Nagar amidst the farmers movement on the Delhi border. The Gautam Buddha Municipal Administration has implemented Section 144 citing the Corona epidemic, which will remain in force till January 2, 2021. During this time no procession can be taken in Noida without permission and no one will be able to jam the wheel. This decision of the district administration has come at a time when farmers are agitating on the Delhi border and they have called for a Bharat Bandh on 8 December.
According to the statement issued by Gautam Budh Nagar Administration, the epidemic caused by Kovid-19 has been declared a disaster under sub-section (G) of Section 2 of Uttar Pradesh Disaster Management Act 2005. In this regard, revised guidelines have also been released. The administration said that December 23 is the birth anniversary of former Prime Minister Chaudhary Charan Singh, on December 25 is Christmas and on December 31, the last day of the year and on January 1, 2021, people will celebrate New Year. Various programs will be organized during this period. On these occasions, the possibility of disturbing the peace system by the anti-social elements cannot be denied.
The statement issued said that in view of the severity and urgency of the situation of the corona epidemic, Ashutosh Dwivedi, Additional Deputy Commissioner of Police (Law and Order), Gautam Budh Nagar, imposed Section 144 from 6 December 2020. It will remain in effect till 02 January 2021. Although the order does not mention the farmers' movement, the picture of the government's fear is clearly visible in it. Because, it has been said that the protest, demonstration without permission of the concerned officer will not be allowed in Gautam Budh Nagar.
